JAMUL, Calif. (KGTV) - A Jamul man is cleaning up and unsure about how to start over, two weeks after the Valley Fire destroyed his home."Numb is a good word. I've cried, too," said Chuck Stevens, 62.The numbness started on Sept. 5. As the Valley fire approached his home on Northwood Drive early in the evening, Stevens, who was driving home from a baby shower, was turned away by authorities, miles from his home."I saw major flames a quarter-mile from my house ... felt helpless, just helpless," said Stevens.He returned two days later and saw the devastation. His double-wide trailer, his home for the last 15 years, was gone, and so was his truck, car, and two motorhomes."Devastation, everything burned to the ground,' said Stevens.His vehicles were only insured for liability. He didn't have wildfire insurance for his home."They would not give it to me because of the age of the mobile home," said Stevens.Stevens says his most painful loss is the hundreds of photos of his late love, his girlfriend Marilyn Norman, who died of a heart attack two years ago. They were together for more than a decade."Just devastated. I can never look at these photos again ... After years go by, you lose some memories if you don't look at the photos. That's what I really miss," said Stevens.Sadly, family members say they have yet to find any photos of the couple anywhere. Stevens says he'll hold fast to the memories, as he figures out how to move forward."I'm no spring chicken, but I'm starring over," said Stevens.Stevens says a friend has purchased a travel trailer, and he'll be living in it on the property for the time being.A GoFundMe campaign has been set to help Stevens purchase a new trailer home.ABC 10News San Diego is partnering up with sister ABC stations across California to help those families in need. LA JOLLA (CNS) - UC San Diego officials Wednesday were looking into reports that China is cutting off state funding for students from that country who want to study at the school.The concern stems from a Saturday tweet by Victor Shih, an associate professor of political economy at UCSD's School of Global Policy & Strategy, showing an image of a document he said was from the China Scholarship Council giving instructions to students planning to attend UCSD.RELATED: UCSD commencement speaker angers Chinese studentsAn English translation of the document said China's study abroad organizations would no longer process applications from students who have not been granted visas by the U.S. embassy, or scheduled a visa appointment, as of Sunday, according to Shih.Shih captioned the tweet: "China Scholarship Council puts a freeze on all CSC funded scholars to @GPS_UCSD , presumably due to Dalai Lama visit."The action comes three months after the Dalai Lama, who is fiercely opposed by China's communist government, gave a pair of keynote speeches at UCSD's commencement ceremonies. JAPATUL VALLEY (CNS) -- Firefighters today worked toward full containment on the smoldering remains of the Valley Fire, which was 87% contained after blackening 17,665 acres in rural eastern San Diego County, authorities said."Fire activity was minimal overnight as firefighters continue to mop up hot spots and secure the fire perimeter," according to a U.S. Forest Service news statement. "Structure defense remains a priority for values at risk. Every day the fire stays within its current perimeter, the threat to the adjacent communities continues to diminish. High pressure over Southern California will result in a warming trend into the middle of the week."The Valley fire, southeast of Alpine, has destroyed 30 residences and 31 outbuildings, damaged 11 other structures and injured three firefighters.RELATED: Resource event gets Valley Fire victims back on their feetAs of Sunday evening, the resources dedicated to battling the fire included 48 engines, four water-dropping helicopters, two bulldozers, 15 water tenders, 13 hand crews and a total of 609 personnel, according to Cal Fire.At noon Friday, Cal Fire announced that all evacuations and road closures necessitated by the conflagration, dubbed the Valley Fire, had been lifted.Saturday morning, the county announced the reopening of the Lake Morena and Potrero campgrounds that had been closed during the evacuation orders.Campsites were available to book at http://reservations.sdparks.org.However, the Cleveland National Forest remained closed to the public until further notice "to protect natural resources and provide for the safety of the public and firefighters," Cal Fire advised."This closure will stay in place until conditions improve and we are confident that national forest visitors can recreate safely," officials with the state agency said.The blaze erupted for unknown reasons early Sept. 5 off Spirit Trail and Carveacre Road and spread rapidly through tinder-dry vegetation amid sweltering heat and high winds, Cal Fire officials said.The agency cautioned those returning to the fire-ravaged area to "use extreme caution around trees, power poles and other tall objects or structures that may have been weakened" by the blaze.The San Diego County Sheriff's Department was increasing its patrols in the area to ensure public safety and prevent looting.Officials advised that motorists in the area could face traffic disruptions due to the continued presence of firefighters, law enforcement personnel and utility workers still in the area.Non-residents were asked to avoid locales in and around the burn zone if possible.Gov. KFC is running out of ... chicken?The fast food chain has been forced to temporarily close hundreds of restaurants in the United Kingdom after a logistics snafu stopped chicken deliveries.About 800 of the company's roughly 900 locations in Britain were closed as of midday on Monday. Some had opened for business by the afternoon, according to the company's website.KFC, which is owned by Taco Bell and Pizza Hut parent Yum!, said the chicken shortage had been caused by a "couple of teething problems" with its new delivery partner, DHL."We won't compromise on quality, so no deliveries has meant some of our restaurants are closed, and others are operating a limited menu, or shortened hours," KFC said in a statement.DHL acknowledged that a number of its deliveries had been "incomplete or delayed" because of "operational issues." The logistics company said it was working with KFC to solve the problem.KFC switched suppliers from Bidvest Logistics to DHL last Wednesday.
