AUSTIN, Texas – Inside a restaurant called “The Pita Shack,” Ayman Attar Bashi recreates part of his culture through the food served in his restaurant. “We are lucky,” he said. He and his family are lucky because a decade ago, they fled violence in Iraq, becoming refugees and resettling in Austin, Texas. “To be a refugee is not a choice,” he said. “Not a choice.” Refugees like Ayman, though, may no longer be able to count on Texas for a fresh start. Governor Greg Abbott said the state has already done more than its fair share. In a letter to Secretary of State Mike Pompeo, Gov. Abbott said that since 2010, “…roughly 10% of all refugees resettled in the United States have been placed in Texas.” He added that, “in addition to accepting refugees all these years, Texas has been left by Congress to deal with disproportionate migration issues resulting from a broken federal immigration system.” “There had been 41 other governors that had had come out and said, ‘yes, our state we would love to continue to accept refugees’ and that was a mix of Democrats and Republican governors, and so Gov. Abbott was the very first who had said no,” said Russell Smith, with Refugee Services of Texas, the largest resettlement agency in a state. Last year, Texas took in 2,227 refugees – the most of any state. It was followed by Washington, with 1,930 and California with 1,802. Overall, America is admitting fewer refugees. Back in 2016, President Barack Obama set a limit of 110,000 for the 2017 fiscal year. This year, President Donald Trump is setting a limit of 18,000. Though a judge put a temporary stop to the Texas plan, the potential for refugees to be rejected looms large here. “Every action has negatively affected resettlement at the same time,” Smith said. Whether the plan eventually goes through – or gets permanently rejected by the courts – remains to be seen. Back at his restaurant, Ayman says he and his family feel safe and welcomed in Austin. “You’re an active element in this community because we’re hiring people, we are providing people with good food, spread our culture – at the end of the day, you feel like you are doing a lot of good things in this community,” he said.The Trump administration has not said yet whether it will seek to appeal the federal judge’s decision, which stopped Texas from refusing refugees. 2356

CASA GRANDE, Ariz. – Schools across the nation are having trouble filling teacher jobs – so districts are coming up with unique solutions. The Casa Grande Union High School District has looked overseas to help fill their teacher positions – which led us to Melvin Injosa. “If you ask me to dance I’ll suck, if you ask me to sing I’ll suck more, but if you want me to do science, physics, I’ll pour myself out,” said Melvin Injosa, teacher at Vista Grande High School in Casa Grande, Arizona. He teaches physics and chemistry and moved to Arizona from the Philippines a few years ago. He’s in the U.S. through a J-1 Visa teacher program, which allows him to teach and learn in America for up to five years. Injosa is currently in his fourth year. “It’s the best experience so far, for me,” he said, after moving here with his wife who also teaches at the school. “Many of our math and science jobs are filled by teachers from the Philippines,” said Steve Bebee, Superintendent of the Casa Grande Union High School District. Of the over 200 teachers they oversee, 18 are teaching through the J-1 Visa teacher program. Ten others finished their terms last year. “There is not an abundance of teachers applying in our district and coming our way,” Bebee explained. Arizona, California, Florida, Texas, New Mexico, North Carolina, and South Carolina have some of the highest numbers of J-1 Visa teachers, and that number rises year over year. Arizona had 187 in 2018, while North Carolina had the most with 522 participants, according to the U.S. State Department. But the new approach to hiring qualified teachers hasn’t been a hit with everyone. “Do we cut out jobs for people that are already in the U.S.? And we are not, because if we had those positions we wouldn’t have to look,” Bebee said. Just under 21 percent of teacher jobs in Arizona were still vacant a few weeks into the 2018-2019 school year, accounting for about 1,443 positions, according to a survey of 150 schools by the Arizona Personnel Admin Association completed in August 2019. “For teachers in Arizona, you’re lucky to get one applicant,” said Justin Wing, director of human resources for the Washington Elementary School District. “It hit us pretty hard.” Wing created the report that shows how the lack of teachers applying for open positions has impacted class sizes and the need for long-term substitute teachers over the years. Wing explained that Arizona is top five in highest class sizes across the nation. And the average teacher salary in the state is around ,000 lower than the national average, with Arizona sitting at ,973, according to the Learning Policy Institute in 2018. The combo of high class sizes and low pay has made it difficult to attract qualified educators in a lot of states.“I think a big issue is related to working conditions,” Leanne Abushar said. Abushar is an elementary school teacher in Phoenix, Arizona and the president of Phoenix Elementary Classroom Teachers Association.“Pay, working conditions, benefits, all of those things link back to teacher recruitment and retention,” she said. Abushar and the rest of the association are working on getting a contract in place for better pay, and other demands for teachers. She says many people just aren't applying for teacher jobs because they aren't appealing to applicants. “Everybody has been stuck with trying to find remedies,” Bebee said. "Every district is prioritizing their recruiting efforts differently, because if all of us are doing the same thing, we’re hitting still that same pool,” Wing explained. EVANSTON, Ill. – If you drive too fast, you could miss it. But a chance turn into one alley just north of Chicago will transport you into a drive-thru art gallery. “I wanted to take this place this alley which is just ugly or lackluster and make it into something special,” explained Teresa Parod. The Evanston, Illinois-based painter and artist is the person behind several vibrant garage door murals. From floral motifs to interplanetary themes, her goal she says is to uplift people through her painting. “I want all my public art to be positive because no one who walks down this alley… most didn't ask me to paint this,” she said. “So, I don't want them to come and see some something that is very negative or makes them feel unhappy.” The canvases range from one-and-a-half to two car garage doors. She only charges for material. The medium: house paint. “What I really like is when people come who are not in the neighborhood and they're just riding their bikes or walking dog and they're like well what is this? And it's something special,” said Parod. The artist started with her own door, concerned with how her neighbors might respond. “This is my own garage. And I thought it would be fun to put the front of my house on my garage,” she said. But many have embraced transforming the back alley into a gallery of vibrant, public works of art. Neighbor Judy Slagle saw the work and just had to have her garage door painted as well. Hers is a collection of brightly colored sunflowers. “When I came home especially in the winter like it is now, I wanted to come home and have something that would make me smile and other people I hope too,” said Slagle For an enhanced experience, Parod’s husband Bill, a sound artist and software developer, is creating an augmented reality app. Virtual birds can be seen on the screen interacting with the paintings. He is designing customized vignettes for each door. “So that we could walk to them and you could hear something in 3D and walk around and the birds and so on could fly around,” he explained. The doors are now in high demand. “Everybody started asking me to do them and I have a waiting list,” said Parod. “So, I hope to do the whole alley and I hope to do more alleys.” And while Parod may see the world as her canvas, this time it’s right up her alley. 2346
