BEIJING, Aug. 13 (Xinhua) -- Chinese Vice President Xi Jinping met with Ecuadorian Foreign Minister Ricardo Patino here Friday, the two vowing to increase bilateral cooperation and party-to-party exchange.Xi hailed the smooth development of China-Ecuador ties over recent years, citing frequent high-level exchanges and enhanced political trust. The Chinese government highly values its relations with Ecuador, he said, adding that strengthening bilateral ties is in the common interest of both nations and peoples."We hope to take the opportunity of the 30th anniversary of diplomatic ties this year to expand cooperation with Ecuador to push bilateral relations to a new stage," Xi said.He also urged more exchanges between the Communist Party of China (CPC) and the ruling party of Ecuador.Patino extended his condolences to the family members of the victims of the mudslides in northwest China's Gansu Province. He also said Ecuador hopes to cement cooperation with China in political, trade and cultural areas.Patino is visiting China from Aug. 10 to Aug. 16 at the invitation of his Chinese counterpart, Yang Jiechi. In talks with Patino earlier Friday, Yang said China and Ecuador maintained good coordination in international affairs. BEIJING, Aug. 5 (Xinhua) -- China's National Meteorological Center forecast Thursday that heavy rains would continue during the next 24 hours in northeast China, a region already soaked following weeks of torrential rains. The observatory continued to issue an orange rain alert, the second most serious level, on Thursday, warning that rainstorms would hit most parts of the provinces of Liaoning, Jilin and Helongjiang over the next 24 hours, adding pressure to the country's efforts to combat floods.Rain-triggered floods have left 1,072 people dead and 619 others missing this year in China. Economic losses were estimated at 210 billion yuan (31.34 billion U.S. dollars), Shu Qingpeng, deputy director of the Office of State Flood Control and Drought Relief Headquarters, said Wednesday.Meanwhile, the observatory forecast that heat would continue in south China during the next 24 hours.Temperatures are likely to hit 35 to 38 degrees Celsius in southeast Shaanxi Province, some parts of Sichuan and Guizhou provinces and areas along the Huaihe River. Also, Hunan and Jiangxi provinces may see maximum temperatures reach 40 degrees Celsius within the next 24 hours.

ROME, Aug. 4 (Xinhua) -- The recovering of poplar forests in Siyang County in Eastern China's Jiangsu Province is benefiting rural life and agricultural activities, the UN Food and Agriculture Organization (FAO) said on Wednesday. Thanks to a joint program launched more than 30 years ago by the Rome-based agency and Italian plant research labs, new poplar forests have extended from 7 percent to 47 percent and are now covering more than 100,000 hectares of the county's land area.Today the poplar forests play a crucial role in restoring marginal flood plains and stabilizing the river banks. Large swaths of planted poplar trees now protect fields once ravaged by floods, wind, sandstorms and soil erosion, giving boost to agricultural production and benefiting 1 million farmers living in the county.According to the FAO, the Siyang case is an outstanding example of countryside reinforcement triggered by the successful application of the international transfer of germplasm, scientific knowledge and technology."Poplars are very fast-growing and amazingly resilient," said Jim Carle, leader of the Forestry Management Team at FAO. "They can grow in many sorts of ways and can easily integrate with other land uses, making them ideal for supporting animal husbandry, agriculture, aquaculture, viticulture and horticulture," he added. Some of the services provided by these multi-purpose trees include furnishing material for shelter, shade and dwellings, protecting crops and supplying fodder for livestock, as well as offering viable sources of bio-energy.Since the launch of the program the FAO has engaged Siyang farmers and smallholders in new income generating activities. The development of wood industries and resulting job creation has contributed to an improvement of the region's overall economic situation and an increase in the per capita income of both its urban and rural residents.China is now the world's biggest poplar growing country. It has become the key player in poplar cultivation and is able to transfer knowledge and technology also to other regions in Central Asia.

BEIJING, July 8 (Xinhua) -- Ten years after it unveiled a strategy to promote growth in its western area, China announced a plan to continue the initiative, even as the world's third largest economy strives to shift to a more domestic-driven growth."The plan will not only benefit the western region, but is also crucial to the sound and fast development of the whole nation," Du Ying, deputy director of the National Development and Reform Commission (NDRC), the country's top economic planner, said at a Thursday press conference."Under the new plan, the central government will focus on boosting economic growth, raising people's living standards and enhancing environmental conservation in the western region during the next ten years," Du said. The central government will also enhance support for development in the region by lowering tax rates and prices for industrial lands, he added. The NDRC, along with other departments, will compile a catalogue of industries in the western region covered by the government's favorable policies. Companies in these industries will enjoy a favorable corporate income tax rate of 15 percent, compared to the regular rate of 25 percent. The move to further develop the west came as the government took steps such as subsidizing auto and home appliance buyers, to boost domestic demand and lessen reliance on exports.Challenges for China's future development lay in "whether we can continue to boost domestic demand and make it a foundation for overall sustainable growth and whether we can remove constraints on resources and environment," Du said.Turning to this vast region and market was a strategic move, which would help China bolster domestic demand and accelerate transformation of the economic growth pattern, Vice Premier Li Keqiang had said. The vast, resource-rich western region has great potential to help enhance domestic demand as the regional population accounts for 27.5 percent of the country's total, while consumption only takes 18.4 percent of national retail sales, Du said.Early this week, NDRC said it will unveil 23 new infrastructure projects in the western region this year, with a total investment of 682.2 billion yuan (100.62 billion U.S. dollars). The money will be utilized in building railways, roads, airports, coal mines and hydro-power stations.More investments in these new projects than in those started in 2009 reflected the government's intention to push the growth further into the poorer inland region, UBS Securities economist Wang Tao said in an emailed note to clients.China initiated a western region development strategy in 2000 in an effort to help this less-developed area catch up with the relatively well-off coastal area. The strategy covers infrastructure construction, attracting foreign investment and increased efforts in ecological protection. The western region involves six provinces, five autonomous regions and Chongqing municipality, accounting for more than 70 percent of the Chinese mainland's area and habitat of 75 percent of the country's ethnic minority population.Due to this strategy, the combined gross domestic product of the western region reached 6.69 trillion yuan in 2009, four times more than the 1.67 trillion yuan in 2000.

WUHAN/XI'AN, July 23 (Xinhua) -- Authorities in two Chinese provinces traversed by the Hanjiang River, the largest branch of the swollen Yangtze River, issued fresh flood warnings Friday. The Flood Control and Drought Relief Headquarters in central Hubei Province said areas along the Hanjiang River will face severe floods.Pressure is building at the Danjiangkou reservoir, which is already dealing with the worst flooding of the year so far.The water level in the reservoir had risen to 150.74 meters by Friday, about 1.74 meters above the warning line, and is expected to rise to 152 meters before the end of the month.Engineers at the reservoir more than doubled the flow rate of water from 1,920 cubic-meters per second to 5,000 cubic-meters per second.Along the upper reaches of the Hanjiang River in Shaanxi Province, floods and landslides had left at least 73 people dead and 121 missing as of Friday noon, the provincial government said.About 213,000 residents from 24 counties and districts in the cities of Hanzhong, Ankang and Shangluo in southern Shaanxi have been evacuated. More than 60,000 houses have been destroyed or damaged.A new round of rainstorms began to pound the region Thursday. Between 20 to 80 millimeters of rain has fallen, raising water levels in the Hanjiang River.Authorities in Shaanxi have ordered disaster relief agencies and government departments evacuate flood-threatened residents as soon as possible.Floods in China this year had left 742 people dead and 367 missing as of 9:00 a.m. Friday.
