Reservations will be required on Amtrak's Pacific Surfliner route during the Thanksgiving holiday period to safely manage the increase of travelers and control the spread of COVID-19.The company announced Thursday that a reservation will be required on trains that travel between San Diego, Orange, Los Angeles, Ventura, Santa Barbara, and San Luis Obispo counties beginning Monday, Nov. 23 through Nov. 30 to help manage the capacity and allow customers to socially distance.Additionally, the Rail 2 Rail program will be suspended during this period, and monthly Metrolink and COASTER passes will not be accepted onboard Pacific Surfliner trains on these dates.Amtrak monthly and 10-ride passes may still be used. Kevin McCarthy was elected House minority leader Wednesday, according to members of Congress in the closed-door meeting where the elections took place, meaning the California Republican will lead House GOP members after Speaker Paul Ryan leaves Capitol Hill at the end of his term in January.The vote was 159-43.With Ryan headed for the exits, McCarthy, the current No. 2 House Republican, was long viewed as the heavy favorite to become minority leader in the new Congress, the highest-ranking GOP leadership post with Republicans in the minority after losing control of the House of Representatives in the 2018 midterms.McCarthy faced a long-shot challenge from Rep. Jim Jordan, the co-founder of the conservative Freedom Caucus, but the California Republican is expected to prevail in his bid to become minority leader. Ryan announced in April that he would not seek re-election and has endorsed McCarthy, the House majority leader for the past four years, to be his successor.Trump and McCarthy have spoken about leadership races recently, territory that Presidents usually avoid so not as to seem like they're alienating members of their own party. In private conversations, Trump has pushed for Jordan and another close conservative ally -- Rep. Mark Meadows of North Carolina -- to have the top Republican positions on key committees, according to a source familiar. Record high ocean temperatures are bringing large crowds to San Diego beaches. The warm water also has the potential to attract more stingrays and jellyfish to the area.The Scripps Institute of Oceanography reports that surface ocean temperatures reached a record 79.5 degrees Sunday, which is more than ten degrees above normal. That, combined with unseasonably hot and humid weather, brought 333,680 people to City of San Diego beaches over the weekend, city lifeguards estimate. Clarissa Anderson, executive director of the Southern California Coastal Ocean Observing System at Scripps Institute of Oceanography, said it's unclear what has led to the higher temperatures. "The last several years we really have seen these anomalous temperatures every summer," she said, adding that the hot and humid water could be playing a role.The warm waters could also attract more stingrays to plant themselves along the shallow sand and jelly fish in the water just off shore. People who don't shuffle their feet risk a sting from the ray, while jelly fish sting on contact."More people are going to the beach, warmer temperatures, nice water and so you've just got more people and more animals, higher probability of encounter," Anderson said. RANDALLSTOWN, Md. -- A 5-month-old boy was sent to an intensive care unit at The John Hopkins Hospital after enduring the kind of attack that many grown adults have not.The attack on Garrison Bailey Borkoski happened just after 1 a.m. Saturday as he and his mother slept in a house on Chapman Road in Randallstown, Maryland.“That adult, at some point and time, got up and went to the bathroom and that’s when the 5-month-old was bitten by a dog in the house, a pit bull,” said Det. Robert Reason of the Baltimore County Police Department. “There were actually several pit bulls in the home at the time this occurred.”There were four pit bulls in the home, which the owner would later tell police have no cages and typically have their roam of the interior of the house.Both mother and child had only moved in a week or two earlier.“There are no charges pending right now,” said Reason. “Based on the investigation, there is no indication that anybody had any intent to cause harm to the child at all, so there are no charges pending right now.”In the aftermath of the attack, paramedics found the baby covered in blood and motionless, but still breathing.It was later determined that Garrison had suffered a large laceration to the top of his head and lacerations to his neck, as well as puncture wounds to the rest of his body, but miraculously, just fours days after the attack, doctors released him from the hospital.“Right now, fortunately, the 5-month-old is home and recovering and doing well, so we’re very, very happy about that,” said Reason.According to the Baltimore County Department of Health, the owners surrendered the four pit bulls, allowing them to be euthanized, but it was later determined only two of the dogs had actually attacked the child.The other two were returned to the owners.This story was originally published by Jeff Hager at WMAR. 1871
