BEIJING, April 12 -- As the country begins to phase out obsolete production methods in an economic restructuring drive, industries with overcapacity are likely to face even tougher financing terms this year.In response to the government call to curb excessive capacity, the banking regulator earlier this year asked lenders to maintain strict controls on loans flowing into industries including steel, cement, plate glass, shipbuilding, electrolytic aluminum, the chemical processing of coal and polysilicon.Liu Mingkang, chairman of the China Banking Regulatory Commission, said that commercial lenders should readjust their credit structures to support the country's industrial upgrading and restructuring drive."Loans to industries with overcapacity were growing at a significantly lower pace last year compared with that of the overall credit expansion," he said. Given that the country was considering an exit from the loose monetary policy implemented to counter the financial crisis last year, analysts said credit avenues for industries listed on the government "blacklist" were set to be limited. The Chinese government is targeted to give out 7.5 trillion yuan in new loans this year, lower than the record 9.59 trillion yuan lent in 2009.Indeed, industries with excessive capacity have not benefited from the lending binge last year, as commercial lenders' loans to such industries continued to drop. China Construction Bank (CCB), the nation's second largest lender, said its loans to industries with overcapacity accounted for 12.8 percent of the bank's total outstanding loans as of the end of last year, down from 15.7 percent a year earlier."We've decided to gradually exit from lending to industries with excessive capacity, and will only support leading enterprises in these industries and projects approved by the government," said CCB Vice-President Chen Zuofu.Bank of China, the most aggressive in pushing out credit among Chinese lenders last year, said outstanding loans for overcapacity industries declined to 219 billion yuan as of the end of last year, and account for 7 percent of the bank's total corporate loans.

BEIJING, June 6 (Xinhua) -- In light of the recent school attacks, China has tightened security for the college entrance examination which begins on Monday."All the relevant departments and local governments are fully prepared to respond to emergencies during the exam," said Liu Junyi, vice-director of the exam center under the Ministry of Education, on Sunday.In Beijing, police, security guards and volunteers will work together to guard the exam venues.In Henan and Anhui provinces, emergency-responses have been prepared in case of disorder due to bad weather, serious cheating behavior, food poisoning, or traffic accidents.China's national college entrance examination will be held on Monday, with more than 9.57 million examinees competing for 6.57 million places at nationwide universities and colleges.Because of the recent slew of attacks against students, boarding school teachers in south China' s Guangxi Zhuang Autonomous Region are required to walk students from their schools to the exam venues."The college entrance exam is a matter of great importance that demands joint efforts of relevant departments," Liu said.In Chongqing municipality, public security departments have inspected students' living areas around exam venues to ensure their safety.In Hubei province, relevant departments have completed a rehearsal using exam paper B in case that students are found cheating using exam paper A.In Jilin, an anti-cheating campaign has seized over 4,000 cheating device sets."We have organized a dozen expert teams, who are ready to handle nationwide emergencies and incidents," Liu said.In quake-hit Yushu of Qinghai Province, experts from the Ministry of Education have arrived to help hold the exam.A total of 9.57 million people have registered to sit for the exam this year. More than 68 percent of them will go into college. There are a total of 320,000 exam venues around the country.

  

UNITED NATIONS, May 31 (Xinhua) -- China on Monday called on the UN Security Council to quickly respond to and take actions on Israel's deadly attack against a humanitarian flotilla bound for Gaza."China is shocked by Israel's attack on a multinational convoy carrying international aid to Gaza which resulted in heavy casualties," said Yang Tao, a counsellor of the Chinese permanent mission to the United Nations, at the 15-nation council's emergency meeting."We condemn Israel's actions targeting humanitarian workers and civilians," he said. "We support a quick response by the Security Council and take necessary actions."Yang also expressed serious concern about the "grim" humanitarian situation in the occupied Palestinian territory, especially the Gaza Strip."We urge Israel immediately and fully implement Security Council resolution 1860, fully open border crossings, lift blockade on the Gaza Strip so as to allow unimpeded flow of humanitarian aid to the Gaza Strip and allow local people to achieve early recovery and restore a normal life," he added.The council was currently meeting behind closed doors to discuss the text of a draft presidential statement submitted by Turkey.

  

CHICAGO, April 21 (Xinhua) -- The Chicago-based Boeing Company reported on Wednesday that its first-quarter net earnings were 519 million U.S. dollars, down 15 percent from 610 million dollars in the same quarter last year, citing the health care legislation charge.The aerospace and defense giant said in its first quarterly financial report that total revenues for the first three months were 15.22 billion dollars, down from 16.50 billion dollars in the prior year quarter while the earnings per share was down to 70 cents from 86 cents one year ago.Boeing indicated that the results for the quarter reflect solid performance across core businesses and a previously disclosed 20 cents charge per share on health care legislation, while the year- ago quarter results were reduced by 31 cents per share on a charge due to poor market conditions in commercial airplanes."With clear progress on the 787 and 747-8, solid financial performance and marked improvement in our customer outlook, we continue to draw on the positive momentum we saw at the end of 2009," said Jim McNerney, Boeing chairman, president and chief executive officer.Boeing's earnings guidance for 2010 is pegged at 3.50 dollars to 3.80 dollars per share, reduced from 3.70 to 4.00 per share due to the charge on health care legislation. At the same time, the company continues to expect that 2011 revenue will be higher than 2010, primarily driven by projected 787 and 747-8 deliveries."Our outlook remains attractive, and we are focused on executing well and delivering on our commitments to customers," said McNerney.The report also indicated that the 787 program continued flight testing during the quarter, as an additional two airplanes joined the two airplanes already in the flight test program.The Dreamliner completed key flight test milestones such as flutter, stall and ground-effect tests. On March 28, the static test unit successfully completed the ultimate load test with a fully pressurized cabin.The 787's first delivery is expected in the fourth quarter of 2010. Total firm orders for the 787 at quarter-end were 866 airplanes from 57 customers.
