SAN DIEGO (KGTV) - On Friday, San Diego Police Chief David Nisleit held a press conference to address the controversy surrounding the recent “awards for arrests” program email. It was the chief’s first press conference on a department matter since taking the seat two weeks ago. He announced that a formal investigation had been launched to figure out how the program details were sent out to officers without getting prior approval from supervisors. 10News broke the story earlier this week, after a San Diego police officer approached Team 10 to share information about a program email he found “unethical”. The email was sent last Friday from a sergeant to more than 90 officers in SDPD’s Southern Division. It outlined a new voluntary program offering points to officers who make more drug arrests and give out more drug citations. The highest point-earners would have the opportunity to work in specialized units for up to a month. “Let me make this very clear. San Diego Police Department doesn't have a quota system,” said Nisleit on Friday. “I can tell you right now [that] this program was never authorized, nor was it ever implemented and nor did anybody ever receive any rewards for making arrest,” he added, along with, “This program was never intended to target anyone from a specific group, race or socio-economic class.” However, the timeline would suggest that the program was briefly implemented. The email was released last Friday morning. The chief says he stopped the program last Saturday. An official retraction email was sent Monday afternoon.  Chief Nisleit told reporters he reviewed the number of arrests in the Southern Division and they have not spiked, suggesting officers were not participating in any incentive program. The original email sent by the sergeant reads in part, “there are similar programs going on in other divisions.” The chief told reporters he has no knowledge of any other point system program taking place anywhere else in the department. Any disciplinary action for the email and program are contingent upon the results of the investigation. 2156

SAN DIEGO (KGTV) -- October is HIV/AIDS Awareness month…this year we find ourselves still in the grips of a different public health crisis.We’re highlighting the work of an organization born in the 1980’s to help LGBTQ people with HIV and AIDS.Auntie Helen’s in North Park is now meeting needs from the pandemic.10News Anchor Mary McKenzie shares the legacy of a man well-known for taking care of his community – then and now.In the late 80's Gary Cheatham founded Auntie Helen's -- in a one-car garage in North Park in 1988. He did fluff and fold laundry first for one, then for a handful of friends who were sick with AIDS.Fear and stigma at the time -- hurt the LGBT community as much as the disease. But word spread quickly -- about Gary's services -- and Auntie Helen's grew. Sadly, so did the disease... and more and more of Gary's friends and clients became sick... HIV and AIDS claimed more than 100 thousand lives in the U-S in the 1980's. Many of Gary's clients who died willed their estates to Auntie Helen's. Their belongings accumulated in Gary's garage, which was also where he did laundry -- and eventually, with help from a few high-powered friends and other activists, Gary opened Auntie Helen's thrift store in 1989.Rod Legg is now the executive director of Auntie Helen's -- which has come through some difficult times. The laundry service and the thrift store are still co-located in North Park. During the pandemic, they stretched their services to do laundry for a new group -- that needed help.“We also do COVID-19, which is our frontline medical workers. That's a tie into the past, we had to do that. We had to offer that.” explains Legg.They're also expanding the store, and their outreach. They give out free groceries to their regular clients (about 25-35 individuals) and now also to frontline workers. With COVID-19 leaving so many more people on hard times, they started delivering groceries - no questions asked, no referral needed. Rod found the food, and the volunteers delivered it. At one point, to more than 300 people.“This is everybody's HIV in a sense. Do you know what I mean? We don't know where we're at. We're all wondering what's going to happen the next day, but most importantly is neighbor to neighbor we need to make sure we're taking care of each other.” says, Rod Legg.Auntie Helen's staffs a "warm" line instead of a hot line with volunteers -- taking calls from people struggling with mental health issues. They offer yoga, meditation -- virtually for now -- and provide clients with addiction support and help with job hunting. All in keeping with the legacy of Gary Cheatham...Rod Legg remarked, “This man was way before his time. You know? And can you imagine the faces of the people that got the hugs, and the clothes?”A hero for the community, then and now...That's what we all should be doing. SAN DIEGO (KGTV) — Plans for a temporary observation wheel in the heart of Balboa Park have taken a step forward to becoming reality.Thursday, the Balboa Park Committee voted 7-1, with one member abstaining, to support plans for the temporary Balboa Park Star attraction, which were originally introduced by the Cohn Restaurant Group and Sky Views of America back in October.In a statement from the Assistant Deputy Director Christina Chadwick of the city's Parks & Recreation Department, while the idea has gained the committee's support, a number of potential impacts still need to be sorted out before the wheel is installed.RELATED:The Balboa Park Star Observation Wheel could bring people back to the parkIn-Depth: Balboa Park's future unfolds during COVID-19 pandemic"The Park and Recreation Department has identified a number of potential operational impacts that must be contemplated in order to fully appreciate the feasibility of this project, and given the Balboa Park Committee’s conceptual approval tonight, we will now be moving forward with the goal of getting this installation up and running on a temporary basis," Chadwick wrote.Some of those outstanding issues involve the site plan, public safety, liability, permitting, and institutional outreach.Ultimately, the hope is to see a Sky Wheel installed on a short-term basis in Plaza de Panama to attract more visitors back to the park, pending coronavirus-related restrictions on businesses, museums, and attractions.The gondolas on the observation wheel would be enclosed, climate-controlled, and sanitized after each ride. Local, state, and federal safety protocols amid the pandemic would also be observed and masks would be required.Tickets for the wheel are estimated to run - per rider and would be sold online and at the attraction. 1826

  

SAN DIEGO (KGTV) - President Donald Trump started a five-day treatment of Remdesivir Friday, according to Navy Commander Dr. Sean Conley.Gilead Sciences is a California-based company, with offices in Oceanside, making the experimental drug Remdesivir. That drug saved San Diegan Troy Kahle's life and has saved others."I did survive and I did have the five-day treatment," Kahle said. He went to the hospital March 24 and shortly after went into a medically induced coma.RELATED: Medical expert explains President Trump's COVID-19 treatment RemdesivirHe received his first dose of Remdesivir around March 30 and was released from the hospital April 10, almost six months ago. "I feel like I'm back 85% which is fantastic," said Kahle.The drug does help patients in certain circumstances, according to doctors.Dr. Christian Ramers, Chief of Population Health at Family Health Centers San Diego, said Remdesivir slows down the production of the virus. He said new information created by a supercharged immune system.He said the virus triggers the immune system to respond with force, creating damaging inflammation. Ramers said that's why the president and other patients are taking a cocktail of medications to battle the viral spread and inflammation. That inflammation leaves scarring in the lungs and lasting effects."If I over exert myself I have an asthma attack, with the wheezing and I've never had asthma before," Kahle said.He hopes by sharing his story to prevent at least one person from suffering the way he has."Please take it seriously, wear a mask, socially distance wash your hands use hand sanitizer. SAN DIEGO (KGTV) - Police said Tuesday they have arrested a student for threatening to "shoot up" Westview High School.The threat was reported by school staff Tuesday, wherein a student reportedly told other students not to come to school Wednesday "because the student was going to shoot up the school," according to a press release from school officials.Officials said several students reported the threats to Westview High officials. School staff started investigating the threats before contacting police.RELATED: Police investigate threatening messages at Rancho Bernardo High SchoolThe student who reportedly made the threats was taken into custody and brought to Juvenile Hall.
