Zi Beijia, a Chinese reporter who fabricated a TV news saying that Beijing dumpling makers used cardboard as a filling, was Sunday sentenced to one year behind bars with a fine of 1,000 yuan for the crime of "infringing commodity reputation".The Beijing No. 2 Intermediate People's Court heard the case in an open court.According to the court ruling, Zi, 28, was a temporary employee of the Life Channel of the Beijing Television Station before being arrested. In June 2007, he visited some steamed stuffed bun stands but failed to find any cardboard-filled buns. For pursuing career achievements, Zi, under an assumed name of Hu Yue, went to the No.13 courtyard inside Shizikou Village, Taiyanggong Township of Chaoyang District, and asked four migrant workers who had been preparing breakfast there to make meat buns for him with a lie that he will buy the stuffed buns in a large quantity. The four meat buns makers were identified as Wei Quanfeng, Zhao Xiaoyan, Zhao Jiangbo and Yang Chunling, all from Huayin, a city in northwest China's Shaanxi Province. Then Zi came to the same venue the second time and brought cameras, pork, flour and cardboard himself. In order to film the process, Zi is alleged to have instructed Wei and his fellow villagers to make "baozi" or meat buns by soaking and crushing discarded cardboard he had collected and mixing it with pork. The baozi were said to have been fed to dogs.Zi used a home DVD camera to film the entire process and turned in his report after he edited it.Zi hid the truth to the Beijing Television Station, enabling his program to be aired in a slot known as "Transparency" on July 8 at the Live Channel of the station. The program caused baneful social effects and severely ruined the reputation of the relevant commodities, according to the court ruling.Zi pledged guilty at the court and said he was muddled-head at that moment, which cheated Beijing Television Station and the audience.Zi made a sincere apology to the audience, Beijing Television Station and the people concerned. He advised journalistic staff to learn lessons from him and follow obey journalistic ethics. The court held that Zi, as a temporary employee of Beijing Television Station, deliberately fabricated news and hid truth to get his program aired and caused baneful effects. His behavior of fabricating and spreading fake news has infringed the reputation of certain food and his wrongdoing was serious. The verdict was made accordingly.

Wu Bangguo, chairman of the Standing Committee of the National People's Congress, delivers a speech during the seminar marking the 10th anniversary of implementing the Basic Law in Beijing June 6, 2007. [Reuters]The central government will continue to support Hong Kong in developing a democratic system that suits its conditions, but any reform must be gradual and in accordance with the Basic Law, top legislator Wu Bangguo said yesterday in Beijing. Wu, chairman of the Standing Committee of the National People's Congress, the top legislature, made the remarks at a seminar marking the 10th anniversary of implementing the Basic Law. The Basic Law is the constitutional document for the Hong Kong Special Administrative Region (SAR). It enshrines the key concepts of "one country, two systems", "Hong Kong people governing Hong Kong" and "a high degree of autonomy". Wu said events have proved, and will continue to prove, that the principle of "one country, two systems" is workable and feasible and the Basic Law is a sound law able to withstand the test of time. He emphasized that Hong Kong must uphold State sovereignty and ensure prosperity and stability while enjoying a high degree of autonomy. Being an SAR directly under the central government, "Hong Kong's high degree of autonomy is not intrinsic, but authorized by the central government". "It only has as much power as authorized by the central government. There is no so-called residual power." But Wu said the central government will never interfere in affairs within the purview of the autonomy of the SAR. Hong Kong Chief Executive Donald Tsang said at the seminar that the SAR has retained its international features, rule by law and various kinds of freedoms guaranteed by the Basic Law after its return to the motherland. "With State care and assistance, we have strived to display our unique advantages and made significant achievements widely recognized by the international community," Tsang said. The Basic Law has laid a solid foundation for Hong Kong's economic and social development and the improvement of people's livelihood, he added. Former secretary of justice Elsie Leung added that to achieve the ultimate goal of universal suffrage, and maintain prosperity and stability in Hong Kong, it is necessary to have a clear understanding of the relationship between the central government and Hong KongLeung said Hong Kong has made gradual progress in democracy in accordance with the Basic Law over the years. Since its return to the motherland in 1997, the number of members in the Election Committee, which elects the chief executive, has grown from 400 to 800; and they are from different social strata and sectors. In the Legislative Council, the number of directly elected seats has also increased from one-third in the first term to half in the third term. The Basic Law itself is a result of broad participation of Hong Kong citizens as well, Wu said, pointing out that 23 of the 59 members of the drafting committee were from Hong Kong. The full text of the draft law was made public twice for public comments. Different social strata, sectors and groups in Hong Kong came up with nearly 80,000 comments and proposals. "In other words, each and every article of the Basic Law represents the broad consensus of Hong Kong society," Wu said.

RUGAO - Zhou Fenying is a living witness to the dark history that still poisons China's relations with Japan more than 60 years after World War Two. When Zhou was 22, Japanese soldiers came to her village in eastern China, grabbed her and her sister-in-law and carted them off to a military brothel, she says. Now 91, Zhou has broken decades of silence to speak of her traumatic experience as a "comfort woman" -- the euphemism the invading Japanese used to describe women forced into sex slavery. "I hid with my husband's sister under a millstone. Later, the Japanese soldiers discovered us and pulled us out by our legs. They tied us both to their vehicle. Later they used more ropes to tie and secure us and drove us away," she told Reuters in her home village in Jiangsu province. "They then took us to the 'comfort woman lodge'. There was nothing good there," she said, speaking through a local government official who struggled to translate her thick dialect into Mandarin. "For four to five hours a day, it was torture. They gave us food afterwards, but every day we cried and we just did not want to eat it," Zhou added, sitting in her sparsely decorated home. The Chinese government says Japan has yet to atone properly for its war crimes, which it says included massacres and forcing people to work as virtual slaves in factories or as prostitutes. In 2005, a push by Japan for a permanent U.N. Security Council seat sparked sometimes violent anti-Japanese street protests in cities across China, with demonstrators denouncing Tokyo and demanding compensation and an apology for the war. "OF COURSE I HATE THEM" Zhou -- neatly dressed in a dark blue traditional Chinese shirt, her greying hair combed back into a bun -- avoided saying what had happened to her in the brothel, except that she was there with at least 20 other Chinese women. But her son, Jiang Weixun, 62, said she had told him they were repeatedly raped by Japanese soldiers on a daily basis. This harrowing experience has left a deep scar on Zhou's life. She cannot forget, and nor can she forgive. "If it were you, wouldn't you hate them? Of course I hate them. But after the war, all the Japanese went home. I'm already so old. I think they are all dead by now," Zhou said. Zhou said she had served as a "comfort woman" for two months before a local town official rescued her by paying off the Japanese. She went back to her husband of 10 years, Ni Jincheng, who later died fighting the Japanese. Zhou remarried and lives with her son, Jiang, from her second marriage. Jiang said his mother had been moved to tell her story after learning of the death of Lei Guiying, a well-known former Chinese comfort woman. Lei died of a brain haemorrhage in April. She had gone public with her experiences last year after hiding the ordeal from her family for 60 years. Jiang said he was not ashamed of his mother, one of only an estimated 50 former Chinese sex slaves still alive today. He said her experiences should highlight to the world the extent of the wartime crimes committed by the Japanese. "When my mother told me about this, as her son, I do not hate her for that. The Japanese are the ones I should be hating. The Japanese are those who committed the crimes. The Japanese are responsible for this, they raped all of the women," he said. Tokyo has not paid direct compensation to any of the estimated 200,000 mostly Asian women forced to work in brothels for the Japanese military before and during World War Two, saying all claims were settled by peace treaties that ended the war. Instead, in 1995, Tokyo set up the Asian Women's Fund, a private group with heavy government support, to make cash payments to surviving wartime sex slaves.

SHENYANG -- The Liaoning Provincial Higher People's Court on Monday made a final judgement to uphold the death penalty for a principal in a bogus ant-breeding project that raised 3 billion yuan (7 million) from investors.Last February, Wang Zhendong, board chairman of Yingkou Donghua Trading (Group) Co., Ltd. in northeastern Liaoning Province, was sentenced to death while 15 company managers were given jail sentences of between five and 10 years by the Yingkou Intermediate People's Court. However, Wang and the managers appealed to the provincial high court after the first instance.Wang promised returns of 35 to 60 percent for the fictitious project under the name of Donghua Zoology Culturing Co., Ltd and Donghua Spirit Co., Ltd. between 2002 and 2005.The ants were to be used for making liquor, herbal remedies and as aphrodisiacs.More than 10,000 investors signed contracts with the company before the case was investigated in June 2005.Wang, however, continued to swindle investors who visited the company and told them the business was doing very well. He misused 798 million yuan raised from investors, buying himself luxury goods and lending money to others. One investor committed suicide after realizing he had been duped, the Yingkou court heard. Wang's actions also caused huge economic losses for investors and many subsequently suffered depression, the court said. All of Wang's property was confiscated, while the managers received fines ranging from 100,000 yuan to 500,000 yuan. Also in Liaoning, police in December arrested the chairman of a company that went bust trying to make an aphrodisiac tonic from ants after thousands of angry ant farmers demanded payment.Wang Fengyou, chairman of the Liaoning Yilishen Tianxi Group, was in criminal custody on allegation of instigating social unrest. The company had organized thousands of ant farmers to supply it with insects on condition that they paid a contractual bond. However, it stopped paying its suppliers in November and the angry ant farmers feared they would lose their bonds and payments due.Thousands of ant farmers had gathered at the company offices to demand their money, but Wang allegedly paid company executives and employees to organize protests outside government buildings instead.
