BEIJING, Jan. 10 (Xinhua) -- China's energy chief said here Tuesday that the country is under greater pressure to ensure energy supply this year as both demand and international competition for resources grows.Liu Tienan, head of the National Energy Administration (NEA), made the remarks when speaking at a national energy work conference."It is always worrisome to have to sustain supply of energy and resources for a country with 1.3 billion people," Liu said.As China is facing a "grim situation" in energy saving and emission reduction, Liu noted, it is urgent to restructure the country's energy use and control the gross consumption volume this year.To ensure a stable energy supply, China will optimize the layout of energy exploration, start construction of energy-transmission projects and other major energy programs while boosting reserves of oil, natural gas and coal in 2012, Liu said.The NEA plans to add another 200 metric tons to the country's coal-producing capacity this year plus 70 million kw of new installed power-generating capacity.If the ecology is protected and people are relocated, China will start construction of hydropower projects of 20 million kw in 2012, according to the NEA.Once safety is ensured, nuclear power will be developed after the country's new safety plan is approved.As for renewable energy development, the NEA plans to launch wind power projects with a total capacity between 15 million kw and 18 million kw, while developing 3 million kw of solar power over the new five-year period ending 2015.Liu said, in 2012, the country aims to provide electricity to another 600,000 people who currently have no access to it and expand electricity access to 5 million people by 2015.The NEA has budgeted 65 billion yuan (10.3 billion U.S. dollars) for upgrading the grids in rural areas.Over the next four years, China will facilitate the development of non-conventional natural gas, such as shale gas and coalbed methane by increasing the number of natural gas users by 100 million to 250 million.A key indicator measuring the economic vitality, power consumption rose 11.7 percent year-on-year to 4.7 trillion kWh in China in 2011. The growth in 2012 is expected to slow to 8.5 percent amid the country's economic slowdown.

CAPE TOWN, Dec. 15 (Xinhua) -- More people voluntarily get HIV tests in the Western Cape province, an indication of people's rising awareness of the epidemic, authorities said on Thursday.Nearly 11,000 people in the province have been tested over the past 10 days as authorities stepped efforts to halve the number of HIV transmissions over the next few years, according to official figures.Authorities expect more people to be tested when the monthly campaign ends by the end of December.In December last year, 67,111 people were tested.This year's figure is expected to be higher than that of last year, said Western Cape Premier Helen Zille.The campaign, known as Know Your Status and Win, may become a regular feature in the province, said Zille.To encourage more people to take part in the campaign, the province offers awards to several winners by drawing, ranging from 10,000 rand (about 1,250 U. S. dollars) to 50,000 rand (about 6, 250 dollars)."The bottom line is that people respond to incentives," said Zille, who hailed the campaign a success.She said the reality was that those who stubbornly did not want to get tested, were those crucially in need of doing so.While the data still had to be audited, preliminary results indicated a spike in the number of people who were tested.There was also a significant increase at routine testing center that were not part of the campaign, said Zille. WASHINGTON, Nov. 14 (Xinhua) -- Vitamin D levels are significantly lower in patients with recurrent inflammatory spinal cord disease, according to a study published online Monday in Archives of Neurology.Vitamin D is a steroid vitamin that promotes the intestinal absorption and metabolism of calcium and phosphorus. In recent years, low levels of vitamin D have been linked to a variety of autoimmune conditions, including multiple sclerosis (MS). However, the importance of vitamin D in monophasic or recurrent non-MS spinal cord diseases including transverse myelitis and neuromyelitis optica is unknown, according to background information in the article.Transverse myelitis (TM) is a disease of the spinal cord in which there is involvement of the myelin sheath that protects nerve fibers; symptoms include back pain and weakness in the legs. Neuromyelitis optica (NMO) is a disease of the central nervous system that affects the optic nerves and spinal cord.Maureen Mealy, of Johns Hopkins University and colleagues investigated the association between low serum vitamin D levels and recurrent spinal cord disease. They analyzed data on vitamin D levels among 77 patients with monophasic (having only one phase or stage) and recurrent inflammatory diseases of the spinal cord, adjusting for season, age, sex, and race. The study found that vitamin D levels were significantly lower in patients who developed recurrent spinal cord disease."Our findings suggest that there may be an association between lower total 25-hydroxyvitamin D levels in patients with recurrent TM/NMO/ spectrum disorders as compared with their counterparts with monophasic disease," the authors report. They suggest that future studies are needed to further assess the relationship between vitamin D and recurrent spinal cord disease.
