BEIJING, July 11 (Xinhua) -- Growth of China's foreign exchange reserves are slowing as the total reached 2.4543 trillion U.S. dollars by the end of June, up 15.1 percent year on year, the People's Bank of China (PBOC), the central bank, announced on Sunday.Statistics from the central bank show China's foreign exchange reserves increased by 7.2 billion U.S. dollars in the second quarter, a drastic decrease compared to the last quarter in 2009, when reserves grew by 126.5 billion U.S. dollars.Reserves in the first quarter increased by 47.9 billion U.S. dollars.The PBOC also said the declining euro was the major reason behind the slowing growth in foreign exchange reserves.The exchange rate between the euro and U.S. dollar had fallen by nearly 20 percent between the end of 2009 and May this year, according to the PBOC.China's basket of foreign exchange reserves include the U.S. dollar, euro, Japanese yen and others.On a monthly basis, reserves increased by 43.4 billion U.S. dollars in April followed by a reduction of 51 billion U.S. dollars in May, while June saw reserves increase by 14.8 billion U.S. dollars.China's gold reserves stood at 33.89 million ounces at the end of June, according to PBOC figures.

UNITED NATIONS, Aug. 25 (Xinhua) -- China on Wednesday voiced its support to the efforts to counter Somali piracy in accordance with the international law and the relevant Security Council resolutions.The statement came as Li Baodong, the Chinese permanent representative to the United Nations, was taking the floor at an open Security Council meeting on piracy off the Somali coast. The 15-nation Council began the meeting on Wednesday morning to discuss a report by UN Secretary-General Ban Ki-moon on how to prosecute and imprison Somali pirates."China supports the activities carried out to combat Somali piracy in accordance with the international law and the resolutions of the Security Council," Li said. "At present, naval operations of the countries concerned to combat piracy and to protect navigation have played a very positive role in safeguarding the safety of international navigation.""At the same time, the issue of how to prosecute the pirates caught has come to the fore," he said. "China supports strengthening international cooperation in prosecuting the Somali pirates under the framework of the existing international law, and appreciates the work carried out by the countries concerned, particularly coastal states.""We also call upon international community to provide the necessary support to the coastal states to enhance their legal capacity, and China welcomes their report in this regard and will join others to further study the legal framework," he said."Recently, although pirate attacks off the coast of Somalia have continued, threatening the safety of international navigation, their success rate has started to decline, reflecting the initial success of counter-piracy international cooperation," he said."However, at the same time, the root causes that give rise to the piracy off the coast of Somalia have not been eradicated, and these pirates remain and their behavior is starting to change with elaborate organization and more covert methods of attack, and they have expanded their scope of operations into the Indian Ocean," he said. XI'AN, Aug. 3 (Xinhua) -- Chinese Vice Premier Hui Liangyu has urged local authorities to keep flood casualties and losses to minimum and to launch reconstruction work in a timely and orderly way.Hui was speaking during an inspection of flood-affected areas in Weinan and Shangluo cities in north China's Shaanxi Province from Aug. 2 to 3.He visited affected residents, as well as soldiers who were fighting the floods, saying the flood work had entered a crucial stage.Since mid July, many areas in Shaanxi Province have seen continuous rain, leading to frequent natural disasters, such as floods, mountain torrents and mud-rock flows.Continuous rainstorms caused mud-rock flows in Zhulinguan Village of Danfeng County, Shangluo city, on July 23 and 24. Hui visited the village and urged officials to address food, drinking water, clothing and housing issues.He also called for the repair of roads and resumption of water and electricity supplies as soon as possible.Homes, schools and hospitals should be reconstruction priorities, he said.Meteorologists forecast higher than average rainfall this month along the province's Hanjiang and Weihe rivers. Hui ordered local governments to intensify flood warnings, improve response plans, reinforce reservoirs and river embankments and replenish emergency materials, so as to be well prepared for more rain and floods.

BEIJING, Aug. 3 (Xinhua) -- Chinese Vice Premier Hui Liangyu has urged beefing up late rice planting in the wake of floods to ensure a good rice harvest.Hui stressed that soil in the flood-affected regions should be drained as soon as possible. Local authorities should restore damaged farmland to good conditions and make sure late rice is planted on time.In his recent instructions on late rice production and flood relief in agriculture, he also ordered local authorities to improve service for farmers and ensure seeds are supplied for planting.Efforts should also be made to strengthen field management and to intensify disaster and pest disease prevention, said Hui.As of July 21, more than 7 million hectares of farmland in China had been destroyed by torrential rains and floods, according to data from the State Flood Control and Drought Relief Headquarters.
