SAN DIEGO (KGTV) — San Diego County has issued eight cease-and-desist orders to College Area homes, including six affiliated with Greek life organizations, ahead of reported Halloween gatherings.The orders say the eight residences, "intends to hold large gatherings on October 30, 2020 - November 1, 2020 in blatant violation of the Order of the State Health Officer, the County Order of the Health Officer and Emergency Regulations, and CDPH's October 9, 2020 gathering guidance."If the residences hold large gatherings, the cease-and-desist letters say they may face, "actions necessary to enforce the orders and the gathering guidance," which can include criminal misdemeanor citations and a ,000 fine for each violation.RELATED: Stay-at-home advisory issued for San Diego State students over HalloweenGatherings in the state's Oct. 9 health order must include no more than three households.In a statement, County Public Health Officer Dr. Wilma Wooten said the county's livelihood is directly tied to the actions of all residents."We were compelled to take this action because there is a great deal at stake. SAN DIEGO (KGTV) - San Diego Police are looking for a man described as mentally ill or under the influence of drugs.Sunday night at 8:58 p.m. someone called 9-1-1 describing a man acting irrationally. Police responded and found the Honda Accord matching the description of the call and tried to pull the car over.The driver flipped a u-turn and sped up to about 80 miles per hour, running three red lights down Governor Drive.Police slowed down to a safer speed and as they caught up to the driver they found the car crashed into the dead end fence.They say the man, described as Hispanic, in his late 20s, 5' 8" tall, wit ha shaved head, wearing a short sleeved shirt, a hoodie, and gray shorts took off. They believe he ran from the car.They searched the area, known as Rose Canyon Natural Park, and could not find the man.If you see him, police ask that you please not approach him and call 9-1-1. 918

SAN DIEGO (KGTV) - San Diego Police announced Tuesday the arrest of a man suspected of sexually assaulting an elderly woman in a nursing home in Hillcrest. Detectives took Lusean Arline, 48, into custody Monday for the crime which occurred Oct. 27. Police did not release the name of the nursing home, but administrators with Balboa Nursing and Rehabilitation Center confirmed with 10News the attack happened in their facility.Police said the 88-year-old victim was inside the nursing home when Arline illegally entered the facility. He sexually assaulted the woman, who was in her bed, officers said. RELATED: Police arrest man suspected of biting Hillcrest restaurant workerThe victim and other patients in the room began screaming. “When staff members responded, Arline ran away,” police wrote in a news release. San Diego Police Sex Crimes Unit investigators collected evidence at the scene, including male DNA which was processed by the Crime Lab and loaded into the Combined DNA Index System (CODIS). RELATED: Hillcrest restaurant reopens after one week after shootingInvestigators identified Arline as the suspect and, with the help of the California Department of Corrections and Rehabilitation, Arline was arrested. Arline is currently being held on a parole violation. It also has a staggering number of veterans who don’t have a place to liveAnd, even more alarming is the number every year who take their own lives.As ABC 10News Anchor, Kimberly Hunt explains…a non-profit in San Diego lead by, and staffed by, veterans is looking to change that.There are an estimated 1,100 homeless vets on the streets of San Diego. Statistically they commit suicide at a rate of 1.5 times higher than the general population.Kyle Drake is president of Cammies and Canines Sanctuary… a veteran owned, faith bases non-profit helping veterans by providing, among other things transitional housing, structure, and therapy.On this sprawling ranch in Dulzura, they’re given an opportunity.But Cammies and Canines Sanctuary under the importance of companionship. It pairs each veteran with a rescue dog which has been schooled by their master trainers as a service animal.Kyle’s construction company builds tiny homes on the property for each vet to have a sense of place. Tony’s pest control company, Mosquito Joes trains interested veterans to work in the pest control industry, and everyone is given a sense of responsibility and respect.
