HOTAN, Xinjiang, July 11 (Xinhua) -- Government and Communist Party departments at all levels in Xinjiang Uygur Autonomous Region should rely on the people of all ethnic groups to build a "steel wall" for the region's stability to safeguard the interests of the people, senior Chinese leader Zhou Yongkang said here Saturday.     Zhou, a Standing Committee member of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remarks on the third day of his visit to Xinjiang. Zhou started an inspection tour in Xinjiang on Thursday. He is the first member of the Political Bureau Standing Committee to visit the region after the July 5 riot in Urumqi, capital of Xinjiang, which caused at least 184 deaths and injured over 1,000 others.     During his visit to Hotan and Kashgar, both in the southern part of Xinjiang, Zhou said the current situation in the region was "heading in a good direction."     But he warned that hostile forces from home and abroad would not give up easily. "They are attempting to stage more sabotage," he said. BEIJING, April 28 (Xinhua) -- China and Peru on Tuesday signed a free trade agreement (FTA) in Beijing, capping over-a-year-long negotiations and legal processes. Chinese Vice President Xi Jinping and his Peruvian counterpart Luis Giampietri Rojas witnessed the signing ceremony in Beijing, with both hailing the deal "a new landmark" in bilateral ties.     "China-Peru agreement is the first FTA package China has signed with a Latin American country," said the Chinese Commerce Ministry. Chinese Vice President Xi Jinping (R) meets with Peruvian First Vice President Luis Giampietri Rojas at the Great Hall of the People in Beijing, capital of China, April 28, 2009.    After 14 months of negotiations, China and Peru concluded their free trade talks in November 2008, followed by some legal processes in both countries.     "With the global financial crisis looming, the China-Peru deals ends a positive message of deepening cooperation and tiding over difficulties," said Zhu Hong, deputy director general of the International Department of the Chinese Commerce Ministry.     The pact is China's second in Latin America, following an accord with Chile in 2005.     "The China-Peru FTA is a comprehensive deal, covering goods, service, investment and other fields while the accord with Chile deals with goods only," Zhu said. A complementary deal on service trade was signed with Chile in 2008.     "The pact features a high degree of openness," Zhu said, citing phased, free tariffs on more than 90 percent of goods ranging from China's electronic products and machinery to Peru's fish powder and minerals.     Under the deal, both pledged to further open their service sectors and offer national treatment to investors from the other country.     China and Peru also reached agreement on intellectual property, trade rescue, customs procedures and other fields.     The official said the pact would play an important role in helping both nations deal with global financial foes and boosting their own economies.     Trade between the two countries reached 7.5 billion U.S. dollars in 2008, according to Chinese customs authority.     The FTA deal is likely to come into force in early 2010, Zhu said.     Since the beginning of the decade, Beijing has vigorously pursued free trade agreements. So far, China has signed FTA deals with the Association of Southeast Asian Nations (ASEAN), Chile, Pakistan, New Zealand, Singapore and Peru.     China is also in free trade talks with Australia, the Gulf Cooperation Council, Iceland, Norway and Costa Rica, among others.

BEIJING, June 21 -- Chinese stocks rose to a weekly high on Friday after the securities regulator lifted a nine-month ban on initial public offerings (IPOs), indicating investors' strengthened confidence in the market based on ample liquidity and clearer signs of economic recovery.     The Shanghai Composite Index, which tracks the bigger of China's bourses, rose 26.59, or 0.9 percent, to 2,880.49 at close, its highest close since July 28, 2008.     The CSI 300 Index, measuring exchanges in Shanghai and Shenzhen, gained 0.7 percent to 3,080. Investors are set to return to the bourses in a big way with the return of initial public offerings and robust economic indicators. The market barometer has also shown significant gains in the past few days. Shi Yan    "We expected the new IPOs to be the biggest bad news for the capital market this year," said James Yuan, chief investment officer of Everbright Pramerica Fund Management Co Ltd. "But now it is not as daunting, thanks to the improved economy, more liquidity and new listing rules."     Guilin Sanjin Pharmaceutical Co, a medium-sized drug firm, on Thursday night received regulatory approval from the China Securities Regulatory Commission (CSRC) to seek a stock exchange listing, marking the resumption of IPOs since September last year.     The company said it plans to float 46 million A shares on the Shenzhen bourse on June 29 and will start a road show for the same on June 22.     "The restarting of IPOs of smaller firms rather than the big caps indicates that the government aims to stabilize the market," said Dong Chen, senior analyst, CITIC China Securities. "If the market does not panic after the new round of IPOs, the regulator will grant more approvals next week, but probably for small caps."     Earlier reports said China State Construction Engineering Corp (CSCEC), the country's biggest home-builder, would probably be among the first batch of companies to issue 12 billion shares to the public and raise about 40 billion yuan.     Based on the number of new shares to be issued and the average price-earning ratio on the secondary market, analysts said the 32 companies now waiting could raise as much as 70 billion yuan through their IPOs.     "The loose monetary policy, coupled with the huge advance of the Shanghai Composite Index, has bolstered confidence that the stock market can withstand the added supply of stock," said Dong.     "Meanwhile, the anticipation of gains on their investments may propel more investors to test the market waters, when the bullish trend becomes clear," he said.     China's major market barometer has surged nearly 58 percent this year, thanks to the government's timely launch of the 4-trillion-yuan economic stimulus package and loose monetary policy.     The resumption of IPOs is also expected to give a strong boost to brokerages whose earnings are expected to improve on the investment banking revenues.     CITIC Securities gained 2.8 percent to 29.54 yuan, the highest in a year, while Sinolink jumped 10 percent to 21.46 yuan.     Shares of medical companies also outperformed on news of drugmaker Guilin Sanjin's listing and the spread of the H1N1 flu virus.     Beijing Tiantan Biological Products, a biological bacterin producer, jumped to its 10 percent daily limit for the second day in a row to 26.26 yuan after it said on Thursday that it had started to research bacterin for fighting the H1N1 flu virus.

SINGAPORE, May 15 (Xinhua) -- China Aviation Oil said on Friday that its net profit in the first quarter of this year fell by 54.6 percent on-year to 4.1 million U.S. dollars.     The company said in a statement that revenue fell by 34.8 percent to 655.6 million U.S. dollars in the first quarter of 2009 over the same period last year.     The company said the drop was mainly due to lower jet fuel prices in the first quarter of this year, adding that it will continue to take a cautious approach to its trading activities during the global downturn.

BEIJING, May 19 (Xinhua) -- The 11th China-European Union (EU) summit, after being postponed from December in France due to well-known reasons, will be held on Wednesday in the Czech capital of Prague.     The resumption within half a year shows that China and the EU can endure all kinds of difficulties and tests, and shows the common desire of both sides to consolidate and develop the bilateral relationship, and indicates that the China-EU comprehensive strategic partnership is at a new historical threshold.     At the beginning of China's Lunar New Year, Chinese Premier Wen Jiabao made a "journey of confidence" to the EU headquarters and four European countries, which hugely promoted the two sides' confidence of cooperation.     During his visit, Wen agreed with European Commission President Jose Manuel Barroso that enhanced China-EU cooperation bears significance for the world and the China-EU summit would be held as soon as possible in 2009.     Besides, as the relationship between China and France gradually improved, conditions for the summit were ripe.     The upcoming summit will take place when the international situation is much different from earlier in the year. The global financial crisis has caused damage to the real economy, and A/H1N1influenza is posing a challenge to both China and Europe.     In this scenario, Premier Wen's attendance at the summit not only demonstrates China attaching great importance to the China-Incomprehensive strategic partnership, but also China's determination and sincerity to join hands with the EU to deal with global issues such as the financial crisis.     The summit will also help stabilize the China-EU relationship and strengthen its favorable trend of development.     The twists and turns in China-EU relations last year provided an opportunity for reflection. As a high-level EU official said at a recent seminar, China and the EU should seek common ground while reserving differences under the comprehensive strategic partnership, which does not demand identical ideas from both sides.     It will be a wise choice for both sides to respect the core interests of each other and deal properly with differences, compared with which, the China-EU cooperation is definitely the mainstream.     China and the EU attach great importance to each other in their strategic considerations. Both sides have common economic interests and have a broad range of global issues to cooperate on. Therefore, a healthy and stable relationship serves the core interests of both sides. Leaders from both sides need to strengthen dialogue and exchange of contacts from a global strategic perspective on the basis of equality and mutual respect.     In the face of the ongoing global financial crisis, the Prague China-EU summit is expected to push forward bilateral trade and economic cooperation which remains a key element of the China-EU comprehensive strategic partnership.     Last year, the bilateral trade volume exceeded 400 billion U.S. dollars for the first time. The EU remains China's biggest trade partner and largest export market. Recently, the EU became China's largest source of imports while China remains the EU's second largest trade partner. China's steadily growing market presents great opportunities for European enterprises.     However, since the beginning of this year, China-EU trade has been increasingly affected by the financial meltdown. Both sides are facing a key task to strengthen trade and economic cooperation and join hands to tide over the crisis.     Sound cooperation between China and Europe, including participation in each other's stimulus plans, will help both sides fight trade and investment protectionism, boost confidence, and promote early recovery of the global economy.     In December, the UN Climate Chance Conference will be held in the Danish capital of Copenhagen and various parties are still negotiating on a final deal. The Prague summit will help China and Europe to better understand each other's position on the issue and carry out practical cooperation.     In fact, China and the EU have huge potential in cooperating in the fight against climate change. Both sides may expand cooperation in developing new energy and energy saving technologies, promoting a low-carbon economy, and making environment-friendly industries new economic growth sectors.     There is a famous Chinese saying: people should see and tackle their issues from a long-term perspective with an open eye. Since 1975, China-EU ties have been upgraded from the constructive partnership to the comprehensive partnership to the current comprehensive strategic partnership which was established in 2003.This triple-jump process indicates that China-Europe relations are deepening with increasing global strategic significance.     It is believed that the 11th China-EU summit, which has not come easily, will push forward China-EU ties to a new phase of development.
