(AP) -- Inmates in California prisons would be housed by their gender identity according to a bill moving through the state Legislature.The California Senate voted 29-7 on Thursday to require the California Department of Corrections and Rehabilitation to ask inmates their gender identity and to put them in prisons designed for that gender. The only exception would be if the department believed it would pose a significant security risk.The bill would require the department to refer to inmates by their preferred gender pronoun.Bill author Sen. Scott Wiener, a San Francisco Democrat, says transgender women put in prisons with men are often assaulted and raped and put in isolation for their safety.The bill now heads to the state Assembly. 771

(AP) — California's state auditor says the California State Lottery skimped on giving million in revenue to fund public education funding and spent 0,000 on food and travel expenses without considering cheaper options. The auditor's report made public Tuesday says the lottery agency should have accounted for an increase in profits for the fiscal year that ended in June 2018 by providing million in public education financing.The auditor also recommended that the state legislature amend the Lottery Act to ensure audits of the lottery's procurement process at least once every three years.The California State Lottery says in a written response accompanying the audit that it disagrees with the auditor's findings and that the agency gives the most money it can for education.“Lottery revenues and contributions to education were declining in the years prior to the passage of AB 142. The year before this change, the Lottery’s contributions to education were approximately .05 billion. In contrast, last year the Lottery provided .8 billion–the highest contribution to date. Had the Lottery utilized CSA’s interpretation of the law, it would have had to intentionally suppress sales for certain games, resulting in fewer dollars to public education," CA Lottery wrote. “The Lottery disagrees with CSA’s underlying conclusions of the value of its Fairs and Festivals program. The Lottery must continually raise brand awareness, incentivize and persuade California adults to voluntarily purchase Lottery products to meet its mandate to provide supplemental funding to education." 1623

ROSEMEAD (CNS) - Residents across Southern California were checking their homes and apartments this morning for any damage caused by a magnitude 4.5 earthquake that struck two miles south of Rosemead and was felt across a large portion of the region, including Orange County.The quake struck at 11:38 p.m. Friday, according to the U.S. Geological Survey. It was in almost the same location as the magnitude 5.9Whittier Narrows earthquake in 1987, famed seismologist Dr. Lucy Jones said. ``Just like in '87, the earthquake is quite deep ... it's possibly on the same fault,'' Jones told NBC4 early Saturday morning.She later tweeted this quake ``is not considered an aftershock (to the Whittier Narrows quake) because the aftershocks died off completely in less than two years.''A pair of aftershocks, magnitudes 2.1 and 1.6, struck within 10 minutes of Friday's quake, Jones said.She said there is about a 5% chance this was a foreshock to a bigger earthquake.The Los Angeles Fire Department went into ``Earthquake Mode, with all 106 Neighborhood Fire Stations checking their areas for damage.''About 12:45 a.m., the department said it had completed its assessments. "Though felt widely in the greater Los Angeles area, we are pleased to report there are no serious injuries, and no preliminary indication of significant infrastructure damage within the City of Los Angeles,'' department spokesman Brian Humphrey said.The department asked residents to also check on at-risk neighbors, especially seniors living alone, and pets. Immediately after the quake, the department called on residents to be prepared for aftershocks.``If inside when shaking starts: DROP, COVER, HOLD ON,'' the department said in a statement. ``Protect your head (and) neck while taking cover under sturdy furniture or near a sturdy interior wall, away from windows and doorways until the shaking stops.''There were no reports of damage at Los Angeles International Airport, but crews are thoroughly checking the airfield and terminal, officials at Los Angeles World Airports said.USC tweeted about 2:15 a.m. that ``(Department of Public Safety) completed a survey of (the main) & (Health Services) campuses, respectively. ROSARITO, Baja Calif. (KGTV) - Mexican officials have rearrested two suspects who may be connected to the disappearance of Los Angeles firefighter Frank Aguilar who went missing in Mexico in August.Suspects Santos "N" and Fanny "N" were briefly released from a Baja jail overnight Sunday, according to media partner Televisa which confirmed the update with Mexican authorities.On Monday, ABC10 News interviewed Aguilar’s daughters, 17-year-old Bella and 23-year-old Amaris. “We were extremely devastated last night. It was probably the most hopeless we felt during this entire experience,” said Amaris.They told ABC10 News that their own sources have made significant discoveries about the suspects. They said the female suspect may have been dating their father. Officials have only said that it may have been a kidnapping setup and that the suspects were found in possession of Aguilar’s bank cards which had been used across Baja.“We don't know what happened for sure but after he went missing, between the seven weeks, they have been using his credit cards, his phone and there were blood traces [from] my dad in the location of the investigation,” said Bella.ABC10 News reported last Friday that the two suspects were arrested on Thursday but Aguilar still hasn't been found.Televisa has now learned from Mexican officials that on Sunday a judge allowed for their release but the state investigation agency got another arrest warrant at dawn and the two were apprehended.In September, ABC10 News reported that the 48-year-old's family learned that he may have been violently kidnapped from his second home in a guard-gated community in Rosarito.There were reports that his condo may have been ransacked, his vehicles were missing and Ring video showed a troubling scene.The two suspects reportedly have a new hearing scheduled for Monday night.“These people could be let out on bail and we have no other way of finding information until [they remain] incarcerated so this is our most desperate plea in our most desperate time of need,” added Bella.The San Diego FBI Office told ABC10 News on Monday that their agents are still assisting Mexican authorities with the investigation. 2193
