UPDATE - The Escondido City Council voted 5-0 Wednesday to approve the moratorium on carwashes. Escondido has too many car washes. That's a conclusion the City Council may make on Wednesday, when it may place a moratorium on new car washes in the city.A city report says there are now 28 car washes in Escondido, with more in the planning stages. Instead, the report says the city prefers businesses that create higher paying jobs, more sales tax revenue, and are less intrusive on the surrounding environment. "Escondido has the most permissive policy towards car washes compared to other agencies in North County," the report says. "Currently, there are no special use regulations established for carwash facilities."The moratorium would give the city 45 days to come up with those rules.The issue is coming to light because Neil Capin wants to redevelop an old skating rink at 864 N. Broadway into an express wash. But that's right across the street from a 24-hour mostly manual carwash, with one automated wash. Capin said it should not matter what's across the street, noting that there are plenty of coffee shops and fast food restaurants near each other.Others say the city has too many car washes as it is."I'd rather drive another mile and not have them on every corner," said Ryan Carlson, who was washing his truck at the 24-hour facility on Broadway. Plus, not all car washes are the same. At Soapy Joe's on East Valley Avenue, V.P. Ron Deimling says the company sets itself apart by giving back to the community, having good environmental habits, and investing locally."We provide jobs, we provide training," he said. "We really also want people to grow and learn so if they don't want to stay in the carwash business that's fine, but hopefully take those skills of leadership and working with customers somewhere else."The council meets at 4:30 p.m. Wednesday.   1939

UNION, Ky. — A 17-year-old girl faked a school shooting threat at Ryle High School in Union, Kentucky because she didn't want to go to class on Wednesday, according to a news release from the Boone County Sheriff's Office. Classes are still on, but she'll get her wish. The girl was arrested Tuesday night and booked into the Campbell County Juvenile Detention Center. The threat, which deputies said she made herself but pretended to have received via Snapchat, was the fourth of its kind targeted at Ryle in just two days. Three other teenagers — two 15-year-olds and one 17-year-old — were arrested Monday for making "terroristic threats."The girl's mother called police Tuesday night, Sgt. Philip Ridgell wrote in the news release. She believed her daughter had just received a threat reading, "since nobody showed up to school today just sat till tomorrow, i'm going to drive past the cafeteria during 3rd lunch and just shoot non stop."In reality, Ridgell said, the girl had created it. Deputies who questioned her about the threat noted inconsistent responses and ultimately learned she had posted it to her own Snapchat story because she did not want to go to school.After confessing, she tried to flee on foot. Deputies caught her, arrested her and took her to the detention center."We will continue with classes tomorrow as normal," Boone County Schools wrote in an emailed statement. "We will continue to have additional staff and law enforcement on campus to help our staff and students feel safe." 1553

(KGTV) — Police are asking for the public's help to locate a missing man who suffers from Alzheimer's disease.Police say 87-year-old Romy Castro disappeared from his South Escondido home off Brotherton Rd. sometime between the evening of Dec. 19 and Dec. 20. He was last seen wearing a grey shirt, tan jacket, black pants, and black moccasins. Uber and Lyft have been awarded a five-year federal contract, estimated to be worth up to 0 million, according to various reports.The contract was awarded Monday by the General Services Administration, according to both companies.Although federal employees could use Uber and Lyft in the past, the contract will allow the ride-sharing companies to formally work with federal agencies to launch and promote their services to their roughly 4 million employees. “The expansion of our customer base to include government is a natural next step for us, and we’re proud to help federal agencies tackle some of the biggest administrative challenges they face,” Ronnie Gurion, global head of Uber for Business, said in a statement to The Hill.The contracts were tentatively awarded to Uber and Lyft in April, following a multi-year negotiation process. TUCSON, Ariz. (AP) — Arizona authorities say a driver escaped injury when his car's windshield was pierced by the trunk of a saguaro cactus during a wreck Wednesday on the outskirts of Tucson.Pima County sheriff's Deputy Daniel Jelineo said the black sports car struck the cactus while crossing a median before ending up on the other side of a road and that the cactus ended up slamming into the car's windshield.The broken-off cactus ended up partially inside the car, with the rest jutting over car's hood.Jelineo said deputies detained the driver for further investigation after observing signs and symptoms of impairment.The driver's identity wasn't released. 671
