TIANJIN, Oct. 6 (Xinhua) -- China's top climate change official said on Wednesday that the country's greenhouse gas emissions would peak earlier than expected if developed countries complied with international protocols."We will try to get past the peak of emissions as early as possible, but this also hinges on how much money the developed nations will offer and what technology they will transfer, as required by the international protocols," Xie Zhenhua, who is also vice minister of the National Development and Reform Commission, told reporters on the sidelines of the ongoing United Nations climate talks in northern China's Tianjin."The more money they provide, or the earlier the money arrives, the sooner we should be able to pass the emissions peak," Xie said.He noted some developed countries, even with a per capita GDP of more than 40,000 U.S. dollars per year, have yet to reach their emissions peak as their greenhouse gas emissions continue to rise."Under such circumstances, how can you ask China, with a per capita GDP just over 3,000 U.S. dollars, to foresee its peak?" he asked. After three rounds of talks this year, which are moving slowly towards a negotiated text for the Cancun meeting, more than 3,000 delegates from 194 nations gathered in Tianjin to speed the search for common ground prior to a major meeting in Mexico's Cancun at the end of the year. However, the gap remains wide between developed and developing nations as rich nations remain wary of green technology transfers and providing additional financing to poorer nations.

BRUSSELS, Oct. 6 (Xinhua) -- Chinese Premier Wen Jiabao on Wednesday urged European political and business leaders not to join the "chorus" on pressuring China on the appreciation of the Renminbi, or RMB.China's trade surplus was explained by the specific structures of the economies involved in international trade instead of the exchange rate of the RMB, Wen said at the Sixth China-EU Business Summit here."The (past) appreciations of the RMB did not lead to any changes in the trend (of China recording trade surplus)," Wen said, referring to the fact that China continued to record trade surpluses after it initiated an exchange rate reform in 1994 although the RMB has appreciated by an accumulated 55 percent since then. Chinese Premier Wen Jiabao addresses the 6th China-European Union Business Summit in Brussels, capital of Belgium, Oct. 6, 2010.China also continued to record trade surpluses against the United States after it initiated a second exchange rate reform in 2005 to allow the RMB to appreciate 22 percent against the U.S. dollar since then, Wen said."The trade issue should not be politicized. It is an issue of the (trade) structure," the premier said.Chinese enterprises were still mostly at the lower end of the global industry chain. China has a surplus in commodity trade but deficits in the trade of services. It has surpluses against the United States and the European Union but deficits against South Korea, Japan and the Association of Southeast Asian Nations (ASEAN), Wen said.

BEIJING, Oct. 20 (Xinhua) -- China must improve the quality, accuracy and credibility of statistics to better serve the country's social and economic development, said Chinese Vice Premier Li Keqiang in a letter addressed to a ceremony on Wednesday in Shanghai marking the first World Statistics Day.A relatively standardized modern statistics system that conforms to China's national conditions and international standards have basically taken shape in China, according to the letter received by Xinhua on Wednesday.Li said that as China will soon enter into the 12th five-year development period (2011-2015), it must push forward the development and reform of statistics gathering to provide accurate and comprehensive information in a timely way.Li also said the Chinese government will continue to strengthen international exchanges and cooperation in the realm of statistics. The World Statistics Day, initiated by the United Nations, aims to promote knowledge about statistics among the public.

BEIJING, Sept. 28 (Xinhua) -- Chinese Vice Foreign Minister Fu Ying said Tuesday Premier Wen Jiabao's Europe trip aims to promote the two sides' comprehensive strategic relationship.Fu made the remarks at a press briefing at which she and Vice Foreign Minister Zhai Jun briefed the press about Wen's upcoming visit to Europe.Wen will pay an official visit to Greece, Belgium, Italy and Turkey from Oct. 2 to 9 at the invitations of Greek Prime Minister George Papandreou, Belgian Prime Minister Yves Leterme, Italian Prime Minister Silvio Berlusconi and Turkish Prime Minister Recep Tayyip Erdogan.Wen will attend the eighth Asia-Europe Meeting (ASEM) and the 13th China-European Union (EU) summit from Oct. 4 to 6 as guest of European Council President Herman Van Rompuy, Belgian Prime Minister Yves Leterme and European Commission President Jose Manuel Barroso. The Greece visit is the first by a Chinese premier in 24 years. During his stay, Wen will meet George Papandreou and discuss China-Greece relations. The two leaders will also witness the signing of several cooperation agreements. Wen will also deliver a speech in the Greek parliament on China-Greece relations and China-EU relations."Coping with the financial crisis will be an important topic for talks between Wen and Greek leaders. We have a positive attitude about the measures taken by the European Union and the International Monetary Fund. We have noticed that the Greek government has adopted measures which have been effective. We hope Greece will recover soon from the difficulties," Fu said.Speaking highly of the role Belgium has played in promoting China-EU relations during its rotating presidency, Fu said China-EU relations will be on the top agenda of Wen's meeting with Belgian leaders.Wen will hold talks with Yves Leterme and meet King Albert II. The two countries will also sign deals on nuclear energy.During Wen's visit to Italy, he will have talks with Silvio Berlusconi and meet President of the Italian Senate Renato Schifani, and President of the Chamber of Deputies Gianfranco Fini. Premier Wen will also attend the opening ceremony of the Chinese Culture Year."There are lots of cooperation programs between China and Italy, especially in technology, environmental protection and trade. The two countries will sign some new deals during Wen's visit and some documents to map out future cooperation," Fu said.According to Zhai, Wen will hold talks with Recep Tayyip Erdogan and meet Turkish President Abdullah Gul during his visit to Turkey from Oct. 7 to 9.He will also meet people from business circles and hold seminars with people from cultural circles."China-Turkey relations have witnessed smooth development, and the two countries cooperate fruitfully in many areas. Cooperation in such areas as investment, transportation and energy are progressing steadily. The two countries also carry out frequent exchange between governments, parliaments, local governments and non-governmental organizations," Zhai said.He said China and Turkey are two important developing countries, which share a broad common interest in maintaining world peace and promoting common development.

BEIJING, Sept. 12 (Xinhua) -- Chinese State Councilor Dai Bingguo told Japan early Sunday morning to make a "wise political resolution" and immediately release the Chinese fishermen and fishing boat its coast guard seized earlier this week.Dai made the remarks when he summoned the Japanese Ambassador to China Uichiro Niwa in the wee hours. He was the highest-ranking Chinese official to make a response after the fishing boat and its crew were seized Tuesday in waters off the Diaoyu Islands and its captain was detained on Friday."Dai expressed solemnly (to the Japanese ambassador) the Chinese government's grave concerns and its serious and just position," said the Foreign Ministry in a statement.Dai warned Japan not to make a wrong judgement on the situation and urged it to make a "wise political resolution" and immediately release the fishermen and return the boat. The Japanese ambassador expressed that he would promptly report the Chinese position to his government, according to the statement.China decided Friday night to postpone a negotiation with Japan on the East China Sea issue, which had been scheduled for mid September, after a Japanese court ruled a 10-day detention through Sept.19 against the captain despite protests from China.Previously, Foreign Minister Yang Jiechi on Friday summoned the Japanese ambassador and demanded Japan immediately and unconditionally release the boat and all the crew, saying China's determination to defend its sovereignty over the Diaoyu Islands and the interests of the Chinese people was unswerving.Foreign Ministry spokeswoman Jiang Yu said Friday night when announcing the postponement of the talks that the Japanese side has "ignored China's repeated solemn representations and firm opposition, and obstinately decided to put the Chinese captain under the so-called judiciary procedures."She said Japan's acts have violated the law of nations and basic international common sense, and are "ridiculous, illegal and invalid.""Japan will reap as it has sown, if it continues to act recklessly," Jiang warned. On Tuesday, two Japanese Coast Guard patrol ships and the Chinese fishing boat collided in waters off the Diaoyu Islands in the East China Sea. No injuries were reported, but the fishing boat was then intercepted by the Japanese patrol.
