(KGTV) — A nine-hour standoff between San Diego SWAT officers and a Valley Center man ended with the suspect peacefully surrendering to authorities.William Halverson was arrested hours after the standoff unfolded in the early hours Saturday. Tropical Storm Josephine became the 10th named storm of the Atlantic hurricane season Thursday, marking the earliest “J” storm to ever form in the basin.While Josephine is not a particularly noteworthy story due to its strength and location, the storm indicates that the 2020 hurricane season could go down as a record-breaking one. Analysis released by Colorado State University last week forecasts 24 named tropical systems in 2020, which would make it the second-most active season in history.If there are 24 named systems in 2020, it would become just the second time the National Hurricane Center would exhaust its name list. In that case, the National Hurricane Center would use the Greek alphabet for any remaining storms at the end of the season.Josephine does not pose an immediate threat to land, as of Thursday evening. The storm packs top winds of 45 MPH, and is in the open Atlantic well east of the Caribbean Islands. The city also said it has extended the stance to commercial uses.SAN DIEGO (KGTV) -- Amid new COVID-19 restrictions, some local churches and gyms are expected to begin using San Diego's parks to conduct operations outside beginning Monday morning.City Councilman Chris Cate proposed the idea in mid-July, and the San Diego County Board of Supervisors approved a similar ordinance for county parks on Aug. 5.The ordinance means the City of San Diego's more than 300 parks, 26 miles of shoreline, and 57 recreation centers could be used for gyms, fitness classes, and worship services, however social distancing and face coverings are still encouraged.The ordinance defers park permit fees for 60 days. Mayor Kevin Faulconer will bring an ordinance to the council once it is back in session in September to make the waiving of fees permanent.This latest move is Faulconer's third executive order allowing for some businesses to operate outside.Previously, he had allowed for some retail and restaurants, and subsequently for gyms, barbershops, hair salons, and massage businesses to expand to sidewalks and private parking lots.In Poway, officials approved a plan to share park space with places of worship and fitness centers. 1404
