SAN DIEGO (KGTV) - Typically dry and brown swaths of San Diego County are currently lush and green due to record-setting levels of rain, indicating the availability of more vegetation with the potential to fuel a wildfire during drier years. To watch for the threat from growing brush and grass, Cal Fire and other agencies track fuel moisture, the amount of water in a plant. When fuel moisture is high, fires do not ignite quickly - or at all, according to the National Oceanographic and Atmospheric Association. Fires spark easily and spread fast when fuel moisture is low. Any fuel moisture content level below 30 percent indicates the brush is dead and at the mercy of temperatures, humidity and winds, NOAA reports. The calculations are critical for firefighters when Santa Ana conditions arrive and San Diego’s winter storms are a distant memory. “A direct relationship to this rain is how damp that brush is throughout the summer, or how high it is,” said Cal Fire Captain Jon Heggie. “Think of it as a sponge and it’s full of water right now,” said Heggie. “We’ll monitor that throughout the year and as we get closer to the heat of the summer we’ll really pay attention to what those levels are. Once they hit certain thresholds, that’s when we know fire danger is really at its highest.” Fuels were critically dry before San Diego County’s Cedar Fire in 2003, the U.S. Forest Service and California Department of Forestry reported. Humidity levels monitored at the Descanso Fire Station dropped to 4 percent, with the fire moisture level of the brush plunging to the same low. To make the situation worse, the county had experienced several years of below-normal rainfall. Although chaparral and coastal scrub were the most likely to burn in the Cedar Fire, Heggie called grass a “huge contributor” to fire growth in California. Heggie’s assertion echoes what climate change scientists from Scripps Institution of Oceanography, San Diego State University and other local research outlets discovered about fire fuel. “One climactic variable that has become important in recent years is high prior-year precipitation, likely due to its role in promoting higher abundance of annual grasses that, once dry, become extremely ignition prone in the subsequent year,” the group wrote in a study about the ecological impacts of climate change. Heggie, who has been fighting fires in San Diego County for 25 years, has noticed the changing weather patterns. “I’ve seen conditions gradually get worse for probably the last decade; what that tells me is that the landscape is reacting to those ten years of drought.” To alleviate the threat, fire agencies routinely conduct brush mitigation activities including controlled burns and, on occasion, using goats to eat through unwieldy vegetation. “There’s so much fuel, we are doing our best to stay in front of it, but the tremendous amount of fuel on the landscape is going to take decades for us to really get a handle on,” said Heggie. Cal Fire increased the amount of controlled burns planned for 2019, but Heggie says preventing fire is key. He encourages San Diegans to clear the brush around their homes and be careful on high fire danger days. “Our new normal is that we always have potential for that large fire to break out anyplace here in San Diego County.” 3325

SAN DIEGO (KGTV) — Uber recently released a safety report highlighting the number of sexual assaults reported by passengers between 2017 and 2018.In the two years, nearly 6,000 people reported being sexually assaulted. Of those, 464 reported being raped.“When you get in the car you should be able to feel safe, like nothing is going to happen to you,” said attorney Mike Bomberger. That feeling of security is quickly evaporating in an age where it is completely normal to jump into a car with a stranger.RELATED: Uber safety report reveals nearly 6,000 reports of sexual assaultBomberger’s firm, Estey & Bomberger, represents more than 100 women in approximately 40 states who reported being sexually assaulted in Uber and Lyft rides.Three of the women reported incidents that happened in San Diego.“Each situation here in San Diego is different,” he said. “The one common theme is that a driver, a predator, took advantage of a vulnerable female in the backseat of a vehicle.”He said in most of the cases he represents, the women are intoxicated and trying to get home safely.“You're getting into a car with someone you know nothing about,” he said. “Every single woman that we represent that has been assaulted has Post-Traumatic Stress Disorder.”RELATED: Uber, Lyft riders report being charged for cleanup fees for messes they didn't makeAccording to the report, more than three million Uber trips were taken daily in 2017 and 2018.Bomberger said a key part of the solution, is to install cameras or other recording devices in every Uber and Lyft driver's vehicle."What’s the likelihood of a driver who knows there’s a camera in the car to sexually assault or rape somebody in the car?" he asked. "It doesn’t take a rocket scientist to realize the changes of that happening are going to be exponentially lower."Uber has already started doing this in some states."I hope their intent is to roll that out in other states as well because that is the single biggest way they’re going to prevent women from being harmed and assaulted," said Bomberger. As for Lyft, 10News received the following statement from a spokesperson Friday:"Safety is fundamental to Lyft. We recognize these risks, which is why we are relentless in our work to build safety into every aspect of our work. That means continually investing in new features and policies to protect our riders and drivers. This year, nearly one in five employees at Lyft have been dedicated to initiatives that strengthen the platform’s safety. In just the last few months, we’ve launched more than 15 new safety features -- including daily continuous criminal background monitoring of all of our drivers, in-app emergency assistance to make reporting easier for riders, and mandatory feedback for rides rated less than four stars to ensure we are constantly tracking any level of problematic behavior by drivers. We’ve also partnered with RAINN, the nation’s largest anti-sexual violence organization, to roll out mandatory sexual violence prevention education. Our work on safety is never done, and we will continue to invest in new features, protocols, and policies to ensure Lyft is the safest form of transportation for our riders and drivers." 3656

SAN DIEGO (KGTV) -- With the help of witnesses, a driver was arrested late Wednesday night after police said he crashed into several parked cars before taking a U-turn and crashing head-on into another vehicle.According to San Diego police, the incident began at around 11 p.m. on University Avenue in North Park.Cell phone video captured by a witness shows the driver hitting parked cars before trying to leave the scene. He then ends up on the wrong side of the street, where he then crashes into another car, the video shows.The man gets out of the car and tries to run away, but witnesses detained him until police arrived.The driver was taken to a hospital and is suspected of driving under the influence.A woman in the car hit head-on was also taken to a hospital with minor injuries. 798

  

SAN DIEGO (KGTV)-- A San Diego mother says working from home during the coronavirus pandemic cost her her job. She claims she was fired because her kids were making noises in the background of her teleconference calls."We're letting you go," Drisana Rios said. That was what her Human Resources representative told her in a call earlier this month. She said she thought the call was supposed to help resolve her workplace problems. Instead, by the end of the call, she says she was fired.Rios says it all began in mid-March when her bosses at an out-of-state insurance firm told her to work from home and telecommute via conference calls. This was in response to the state's COVID-19 lockdown orders.Rios says all parents working from home received an email from the company's regional boss that read, "thank you for the incredible effort you are putting forth through these difficult times." She says it also said that they would avoid layoffs during the pandemic.Like many parents, Rios was unable to find childcare for her four-year-old daughter and one-year-old son. Despite juggling parenting and working from home, Rios claims she was able to complete all her tasks. She adds that her clients never complained about her kids being in the background of her conference calls. The only complaints, she says, came from her male, direct superior."I said, 'Do you want me to lock my kids in the room? My one-year-old in the room? Do you want me to do that?' And… he responded and said, 'Figure it out.'" Rios said.She says she tried to arrange calls to be during her children's afternoon naptimes but claims her boss continued to ignore and demean her."He would purposely overlap schedules," Rios said.Rios then reached out to her HR department and asked how she should deal with the harassment she says she was experiencing-- a move she says that backfired a week later."She was shamed for having children, so she first elevated it to Human Resources," Daphne Delvaux, Sr. trial attorney at Gruenberg Law, said. "Human Resources took the side of the abusive manager, and terminated her for complaining."Rios has since filed a lawsuit against both her direct boss and the company for Gender discrimination, Retaliation, Gender harassment, Failure to prevent gender discrimination, Negligent supervision, Intentional infliction of emotional distress, and Wrongful termination in violation of public policy.In her complaint, Rios claims her HR representative told her that the company was "...experiencing a reduced revenue due to COVID-19 and they were laying [the] plaintiff off as a result of the pandemic." But Rios believes this was retaliation."The fact that they tried to cover it up because I went to HR, it's obvious what they did," Rios said.ABC 10News reached out to the company headquarters for comment on this lawsuit. SAN DIEGO (KGTV) – With nearly a dozen casinos in San Diego County, a local gaming expert says the region has become oversaturated creating too much competition.This is forcing the county's gaming resorts to focus less on gambling and more towards becoming an entertainment destination to help drive revenues.Others are laying off staff.The news comes amid a string of critical headlines targeting some local casinos.RELATED: Controversial 0M Jamul casino opens its doors, creates traffic problems in area?Last week, the developers and operators of Hollywood Casino declared in a filing that it was pulling out of a contract with the Jamul Indian Village, citing nearly million in losses. The Pala Casino Resort and Spa also confirmed that there will be layoffs, citing pressure from an increasingly competitive casino market in Southern California.Longtime gaming expert Dave Palermo says with the addition of the Hollywood Casino, the market just got very competitive for San Diego County’s 10 casinos.RELATED: Sycuan Casino breaks ground on new hotel and resort expansion?As far as the overall gaming market in the state, Palermo says it’s holding pretty steady with annual gaming revenues increasing about five percent. While the state’s gaming market remains healthy, Palermo says for each casino, holding onto their share won’t be easy. Palermo says local casinos are taking their cue from the Las Vegas industry where revenues from amenities like hotels, food and entertainment are now a bigger piece of the pie.A total of six local casinos have been undergoing expansions.A spokesperson for the Jamul Indian Village Tribe declined to comment on the Hollywood Casino’s revenue losses, but says the development is an important step toward the tribe managing its own casino.“Our announcement today represents an important step toward our long-held goal to manage our own casino,” said JIVDC Chairwoman Erica Pinto.“We are grateful to Penn National for all their hard work and leadership in bringing what was a very challenging development project to fruition,” said Pinto. 2102
