SAN MARCOS, Calif. (KGTV) — Palomar College announced Friday that the school's police academy will no longer train cadets on how to perform a carotid restraint hold.The restraint will not be taught or used in the academy setting, according to Palomar's Director of Public Safety Programs Michael Andrews.“Effective last week, the tactic is no longer being employed or used in the academy setting, period,” Andrews said. “We won’t even use it as an example. It will just simply be erased from training.”RELATED: San Diego County law enforcement agencies that have stopped using carotid restraintPalomar's decision comes after several agencies through San Diego County ended the use of the restraint technique amid demonstrations against police violence.On June 18, the California Commission on Peace Officer Standards and Training approved changes to its "Arrest and Control" learning unit to remove the training and use of the hold.Andrews adds that the school is in the process of changing its academy curriculum to align with the learning unit's changes.“Palomar took a stance, and we were successful,” Andrews said. “There are many other policing tactics which, when employed properly, can be productive. There is no need for this particular tactic.”He added that originally the restraint was to be a last resort tactic, but has gradually become a common move during arrests.Palomar Community College District Interim Superintendent and President Dr. Jack Kahn applauded the move, saying, "Palomar College is committed to training professionals, including police officers, who will serve and build up the community. We applaud the Commission, and our Police Academy leaders, for taking meaningful action on this issue." 1730

Scalp sores, breakage and hair falling out in chunks. It's a hair care nightmare and women are blaming it on the Monat hair care product line."I took a picture of my hair, compared it to a picture of before I stared Monat, and my eyes just filled up with tears. It was so thin and it was stringy and I was just sick," said Erin Ostby, a military spouse who used and sold Monat products.Women like Ostby say they watched their hopes for beautiful, healthy hair wash down the drain after using Monat."It's devastating!" said Heather Fox, a customer in Phoenix."I had bald spots in the back of my hair," reported Amber Alabaster of Oklahoma City.Autumn Thomas, a mother in Canada, sent pictures of her 2-year-old son's abrupt and acute hair loss. She included a doctor's diagnosis tying it, as well as pain and redness on the scalp, directly to Monat shampoo.  Fox used it on her son too."And right away he had a reaction to his scalp. He had big, red, open sores throughout his scalp. It was really itchy." As a salesperson, Ostby is what the company calls a Market Partner.  "I have over 100 people in my downline -- customers and Market Partners. I reached up to my W-2 said five figures in those eight months in additional income. So realizing what was happening was a hard pill to swallow."Her decision to stop selling Monat didn't come easily."I was crying to my husband," she recalls. "I was vacuuming every day because I was losing so much hair. And I think I was in denial. I didn't want to believe it was the product."All three women say their Market Partners told them that it was a problem with them and they needed top go to their doctor."I had a full panel done, blood work, everything," Fox said."And there was nothing that pointed to a reason -- besides product use -- of why I lost my hair," Ostby said.They and consumers who complained online were told it was normal and part of a detox process documented in the company's own sales literature.  "We no longer do that. We don't do it," said Monat spokesperson Gene Grabowski regarding using the term "detox."Monat would only agree to a phone interview where said all the complaints just don't add up."To have this happen in such a short period of time, statistically is impossible," Grabowski said.Monat question consumer claims about their products."It's been a real challenge because we have seen the pictures online and we've heard the complaints but we haven't seen any documentation of accuracy of a single one."   2577

SANTEE, Calif. (KGTV) -- A victim was rescued following a crash in Santee Wednesday afternoon. According to the San Diego County Sheriff’s Department, the crash happened just after 4:30 at Mission Gorge Road and Cottonwood Avenue. Deputies responded to calls of a car hitting a motorcyclist. The victim was said to be conscious and breathing when they were taken to the hospital. Last month, PG&E briefly cut power to thousands of people in selected portions of Northern California to guard against wildfires as the weather turned very windy, dry and hot.Also in June, PG&E said its workers discovered more than 1,000 high-priority safety risks on its transmission lines and distribution poles over several months of inspections and almost all of them had been fixed.A federal judge in San Francisco on Wednesday ordered PG&E to provide a "paragraph-by-paragraph" response to the Wall Street Journal story.PG&E must provide "a fresh, forthright statement owning up to the true extent" of the Wall Street Journal report by July 31, ordered U.S. District Judge William Alsup, who is overseeing PG&E's probation for a natural gas pipeline explosion in 2010 that killed eight people in San Bruno.Alsup also asked the company to explain its payment of billion in dividends in recent years "at a time when PG&E was aware of the problems" named in the Journal report.PG&E said it disagreed with the conclusions of the Journal report but "we have acknowledged that the devastation of the 2017 and 2018 wildfires made clear that we must do more to combat the threat of wildfires and extreme weather while hardening our systems.""As we have disclosed publicly, we are taking significant actions to inspect, identify, and fix these issues with our electric system," the utility said in a statement, adding that "while the number of safety issues we have identified on our electric system is small by percentage, it's unacceptable."PG&E filed for bankruptcy in January in the face of some billion in potential liability from 2017 and 2018 wildfire damage. 3356

  

SEATTLE — If you’re eating seafood in the US, there is a good chance it came through Seattle. Data from 2017 show more than 150 million pounds of seafood worth nearly 0 million came through the city on the sound. But COVID-19 is changing everything.A new study published in the Journal of Fish and Fisheries found that seafood imports, exports, and catches were all down around 40% compared to 2019. A colossal decline.“We were scared, just like everybody. Not only with the health concerns and people getting sick, and then financially we just bought the business a couple years ago from our boss and it was pretty quiet, pretty sleepy down here," said Ryan Reese, one of the owners of Pike Place Fish Market. Just like everyone else, they’ve had to adjust during the pandemic.“We’ve converted our whole operation like a little shipping factory and so we’ve really changed our focus from over the counter service to trying really hard to drive our online presence,” said Reese. Ryan says they’ve been lucky to stay busy shipping fish out to customers.“People still need to eat everyday and they’re cooking at home and luckily they think of us and we ship overnight and so we’re feeling grateful,” said Reese. What we found is it’s kind of a mixed bag with the seafood industry; some companies are adapting really well and getting their product to people and other companies are really struggling and their sales are down from 10% to 40%. “You got to have your gear in perfect condition, it’s gotta be fishing for you, that’s what makes the money,” said Cub Jansen, fishing captain. Cub is doing some maintenance work on one of his boats. He and his crew had a tough season.“The biggest thing would be the price difference. You know, we’ve been hurting on price. Typically in Alaska, we’d get paid per pound for crab, but this year, we got paid .85 per pound. There’s no casinos buying, no cruise ships, there’s limited capacity at restaurants, so it’s made for a tough market,” said Jansen.When you have no place to sell your catch, that can crush an industry.“This year has really hurt our crews and our boat owners earnings,” said Bob Alverson, the manager of the Fishing Vessels Owner’s Association. He says his members are hurting.“The earnings for our crews and the boats are off about 30 to 40%,” said Alverson.There are two huge reasons. First, seafood is mostly sold in restaurants and COVID-19 restrictions have been hard on those businesses.“The restaurant trade is where we make our living a lot and I feel sorry for the waiters and waitresses’ businesses. They have really been hit hard. And anyone who depends on selling their product through the restaurant trade has been similarly hit,” said Alverson.Second, exports to Japan and China have essentially dried up since the pandemic.“We’ve lost our overseas markets to China, which buy the vast majority of our live crab,” said Jansen.That leaves this group of hardworking people with a lot of questions.“The biggest thing with the COVID stuff is, am I going to have a market tomorrow? Am I going to be able to sell this crab or salmon that I have on the boat? Or is everything going to shutdown?” said Jansen. Those are the type of questions that make you lose sleep at night.But it’s not the first time this industry has been hit hard, and it certainly won’t be the last. Maybe you wouldn’t know by looking at them, but fisherman tend to be ocean half full type of people.“In the fish business, everybody is an optimist. Next year can always be better than this year,” said Alverson.“There’s a lot of heritage and a lot of pride. It’s a hard working community,” said Reese. “We all need each other,” said Jansen. We all need each other, a simple phrase that might apply to more than just the fishing community during this pandemic. 3813
