INDIANAPOLIS, Indiana — Police have arrested an Indianapolis man on a charge of murder in connection with the death of his friend on the Near Eastside earlier this month.Dewayne Sims, 32, was taken into custody Thursday night on a warrant for charges of murder and being a felon carrying a handgun in connection with the death of 36-year-old Earl Whitney.Whitney was found shot and killed inside a home in the 500 block of North Tacoma Avenue just after 6:30 p.m. on March 8.According to a probable cause affidavit filed Monday, a witness told police that Whitney had brought home his longtime friend, Sims. Both appeared to be possibly intoxicated, according to the witness.At one point in the evening, Whitney reportedly attempted to get Sims to leave. Sims, the witness said, had dozed off. When Whitney tried to rouse him, Sims reportedly said, “Who is you?”Whitney reportedly responded, “It’s me, cuz” – at which point Sims allegedly shot him. According to the witness, Sims shot Whitney once, paused, then shot him two more times. Sims then allegedly fled the residence.An autopsy of Whitney determined he died of a gunshot wound to the torso.According to the affidavit, Sims was on GPS monitoring through Marion County Community Corrections at the time the shooting took place. The device “reported insufficient,” though, meaning that it “did not have a clear view of satellites to report a valid location.”As of Friday evening, Sims was being held without bond at the Marion County Jail. INTERACTIVE MAP: See where the Hill Fire is burning in Ventura County(KGTV) — Fire crews battled back flames from the Hill Fire burning near Thousand Oaks overnight Friday.The blaze has burned more than 4,500 acres and contained to 70 percent as of Sunday morning. On Friday, crews had estimated the fire to have burned about 6,100 acres.While low humidity and high winds have made fighting the nearby Woolsey Fire difficult, crews Friday encountered minimal active fire activity with the Hill Fire, according to the Ventura County Fire Department.At least one firefighter has been injured fighting the fire, and several hundred structures have been threatened. Surprisingly, no structures have reportedly been destroyed.The fire is burning in a south-southwest direction, VCFD said. About 800 personnel have been assigned to the Hill Fire. 883

  

Instagram is continuing its efforts to combat bullying on the platform.On Tuesday, the company said it is starting to use new machine learning technology to proactively detect bullying in photos and captions. Those posts will be sent to Instagram's Community Operations team for human review."Online bullying is complex, and we know we have more work to do to further limit bullying and spread kindness on Instagram," Adam Mosseri, the new head of Instagram, said in a blog post.Mosseri was named Instagram's chief last week following the exit of co-founders Kevin Systrom and Mike Krieger. This is Mosseri's first announcement in his new role.An Instagram spokesperson said the technology can detect bullying and harassment such as attacks on a person's appearance or character and threats to someone's wellbeing or health.For example, the tech can identify bullying tactics such as comparing, ranking and rating images and captions, such as a split-screen image in which a person is compared to someone else in a negative way. It's unclear what else the technology can detect and whether it would work on images without captions.This feature has started to roll out and will continue to in the coming weeks.The company, owned by Facebook, is also launching a "Kindness Camera Effect" in partnership with dancer Maddie Ziegler. Anyone who follows Ziegler will have the camera effect automatically. In selfie mode, hearts will appear on the screen. In rear mode, kind comments in different languages will appear. You can tag friends, too.Earlier this year, Instagram announced it would filter out bullying comments that aim to harass or upset users. That feature built on a tool introduced last year that blocks offensive comments, and a filter that removes spam in comments.
