RIPON, Wisconsin — An assistant professor at a Wisconsin college is getting national attention for the research she just published about a dog's empathy for its owner.The idea came to Ripon College's Julia Meyers-Manor when her collie tried to save her mom from a pile of pillows when she was just playing with her children.In her study, Meyers-Manor observed whether dogs would open a door if their "trapped" owner was on the other side crying or humming, and if so, how much of an effort they would make to "rescue" the person. She also recorded the dogs' heart rate variability.Meyers-Manor said dogs can "feel" your emotions. One dog named Molly rammed through the door and leaped into her owner's arms."If we're distressed they become distressed," Meyers-Manor said.The animals, however, had a hard time deciphering whether the human was being truthful."In the crying condition the dogs basically ran in, and if they did, they did it within 20 seconds," said the assistant professor.About 50 percent of the dogs rammed through the door. Roughly 27 million Americans are claiming some form of unemployment according to the Department of Labor as of late August, and that means millions are without employer-provided health insurance benefits.An estimated 12 million people in this country have lost their health insurance during the COVID-19 pandemic, based on research from the Economic Policy Institute. The group looked at net employment levels between February and August 2020, and job churn levels to estimate losses of health insurance coverage.They say roughly 6.2 million workers right now have lost health insurance that they previously got through their employer. The number was closer to 9 million initially in March and April, but estimates show roughly 2.9 million workers have gotten jobs between April and July.When you consider spouses and family members covered by a person’s employer-provided health insurance benefit, the number of Americans without health insurance during the pandemic is estimated around 12 million.The study also looked at opportunities to get coverage. They found Medicaid in certain states has been increasing enrollment, with five million additional people signing up between February and June 2020.For people who find themselves in this situation, there are some options. It basically comes down to three options: through COBRA, on the Affordable Care Act subsidized marketplace or by enrolling in a public plan like Medicaid or Medicare.If a spouse has employer-provided benefits, or a parent if you are 26 or younger, look into joining their plan within 30 days of losing benefits. 1596

(AP) — A man charged with killing a rookie California police officer made his first brief court appearance Monday wearing a four-inch gauze pad covering what officials said was a self-inflicted injury.Adel Sambrano Ramos was appointed a public defender during a five-minute court hearing, and spoke only to acknowledge his name.Ramos, 45, faces a murder charge that could bring him the death penalty in Wednesday's slaying of 26-year-old Sacramento Officer Tara O'Sullivan. He's also charged with attempting to murder her training officer and with possessing two illegal assault-style rifles.He did not enter a plea.Assistant Chief Deputy District Attorney Rod Norgaard defended police from criticism that they took 45 minutes to rescue O'Sullivan with an armored vehicle because they were pinned down by rifle fire that could penetrate standard bulletproof vests."There was nothing that could have been done to save her life," he said after the hearing. "The nature of that injury is such that it could happen in an emergency room and she would not be save-able. So I find it very disheartening that people are criticizing the police response time to evacuate her. That has no merit whatsoever."He also took exception to questions of whether O'Sullivan was properly trained."Nothing in the training or lack thereof is the cause of this," he said. "There is an individual responsible for this, not law enforcement."Assistant Public Defender Diane Howard declined comment, as did Police Chief Daniel Hahn, who sat quietly in the back of the courtroom. Hahn was one of at least a dozen uniformed police officers and deputies watching as the hearing unfolded.Ramos was shackled at the hands, waist and ankles and surrounded by three deputies in the courtroom's holding cage. (AP) — An investigation has found many California state agencies have failed to provide sexual harassment training for all their supervisors as required by state law.Capital Public Radio reported Tuesday its investigation found nearly 60 percent of agencies surveyed by the State Personnel Board did not provide the training, up from 25 percent in 2016 and 32 percent in 2017.The public radio station reports that since 2016, the State Personnel Board has identified nearly 1,800 state government supervisors at dozens of agencies who did not receive the required training.A state law requires businesses with 50 or more workers and all state agencies to provide two hours of sexual harassment training to new supervisors within six months of being hired or promoted. 794
