Carlsbad (KGTV): Voters in Carlsbad could put women in charge of the local government, as female candidates overwhelmingly outnumber male candidates in the races for Mayor and City Council.Right now, there is just one woman on the five-seat council, which includes the Mayor. The lone female, Cori Schumacher, is currently running for mayor against incumbent Matt Hall.Meanwhile, Council-members Mark Packard and Michael Schumacher are not seeking reelection.Six candidates have come forward to fill their spots, five of which are women. In District One, Linda Breen, Tracy Carmichael, Barbara Hamilton, and David McGee are running. In District Three, Priya Bhat-Patel is facing Corrine Busta.Depending on the outcomes of those elections, women could hold 3 of the five City Council seats. And, even if Schumacher loses, she'll still keep her current position on the Council."I think it's about time," says Loann Simon from the League of Women Voters in North County.Simon believes the rise of the women's movement in the last few years has spurred more women to come forward and get more involved in local politics."Women are becoming braver," she says. "I think it’s something that’s evolving, but after 2016, it’s kind of flipped a switch." A "pink wave" would be rare in Carlsbad. According to the Coast News, only 11 women have been elected to the City Council in the last 66 years.Simon says more female candidates means more of a focus on women's issues, like family, health and open space."It brings their voice to the table. It’s not enough to just shout about what you want. CAMPO, Calif. (KGTV) -- Three people were taken to the hospital and two others are in custody after a Border Patrol chase led to a crash in Campo Tuesday night. According to Border Patrol, agents tried to stop a 23-year-old San Diego resident driving a blue Mazda MPV around 5:05 p.m. near Old Highway 80 and McCain Valley Road for possible immigration-related violations. The driver refused to stop, sparking the chase. During the chase, agents say the woman drove onto Shasta Way at a “high rate of speed” before driving over a dip and losing control of the vehicle. According to border patrol, the 23-year-old had minor injuries and was taken to the hospital. Border Patrol says four men were found in the back of the vehicle. The men are between the ages of 24 and 39 and all claim to be residents of Mexico. Two of the men were taken to the hospital for treatment while the other two were taken into custody after refusing medical aid, Border Patrol says. 1139

Chad Daybell, the husband of a woman whose children have been missing since September, appeared in court on Wednesday after two sets of human remains were found on his property.During Wednesday's court appearance, prosecutor Rob Wood said the remains were those of 7-year-old Joshua "JJ" Vallow and 17-year-old Tylee Ryan, both of whom have been missing since September.Kay Woodcock, JJ's grandmother, also confirmed to East Idaho News that one set of the remains are those of her grandson's.Police have not yet publicly confirmed the identity of the remains.Daybell faces two counts of evidence destruction, alteration or concealment. His bail was set at million. Should Daybell make bail, he will be required to stay in certain parts of Idaho and will wear an ankle monitor. He also cannot have contact with the families of the victims. Daybell was arrested Tuesday shortly after police served a search warrant on his home in Idaho. Two criminal complaints allege Daybell willfully concealed or aided and abetted in the willful concealment of human remains, "knowing that said human remains were about to be produced, used and/or discovered as evidence in a felony proceeding, inquiry and/or investigation authorized by law, with the intent to prevent it from being so produced, used and/or discovered."Daybell is married to Lori Vallow, the mother of JJ and Tylee. She was arrested in Hawaii in connection with her children's disappearance on Feb. 20 and was extradited back to Idaho. She remained jailed despite several attempts to lower her bond.JJ and Tylee went missing in September, shortly after Daybell and Vallow married. Daybell's former wife, Tammy, died of what was believed to be natural causes shortly before Daybell and Vallow married. CHICAGO, Ill. -- Scientists are continuing to develop new COVID-19 testing methods. Everything from throat swabs and saliva tests to breathalyzers are potential options. The federal government has ordered 150 million rapid antigen tests to help quickly identify cases in places like schools and disaster zones.Still, we're six months into the global pandemic and experts say we still need better and more frequent testing.Supply chain bottlenecks, long turnaround times and the looming flu season have many pharmaceutical companies scrambling for a better test.“There's been a great push and a lot of innovation has gone into developing new tests that might be able to be used in different scenarios,” said Dr. Emily Landon, an infectious disease specialist at University of Chicago Medicine.Abbott Laboratories’ sixth iteration of the COVID-19 test, known as “Binax Now,” is a compact credit card sized rapid test similar to a home pregnancy test.“You are receiving a nasal swab and then that swab is directly inserted into the card and there's a small pouch there that it's inserted into. Six drops of a buffer had been placed there prior to putting in the swab,” explained John Hackett, Junior Vice President of Applied Research and Technology at Abbott Laboratories.And though it does require a health care worker to administer, no specialty lab equipment is needed to process the antigen test. Results are available in about 15 minutes. The cost is apiece.“So, in 15 minutes you can look at the front of this test and if you see a single line, that would be the control line, and if there's two lines, that would indicate that the individual is positive for SARS-CoV-2,” said Hackett.The test was granted emergency use authorization by the FDA. It includes an app that allows people who test negative to display a temporary digital health pass for quick screening.The Trump administration quickly bought up 150 million tests for about 0 million.Officials say they are already beginning to deploy the tests to states, nursing homes, schools and areas hit hard by recent natural disasters.“These antigen tests however are fast and cheap, and it can be done really easily,” said Dr. Landon.Though, helpful in some scenarios, Landon cautions quick antigen tests like this can be less accurate and have a high false positive rate.“These tests aren't perfect and some of you have been in that situation with strep throat where you find that even if the test is negative that they send off a culture afterwards to make absolutely certain that you don't have strep throat and these tests are kind of similar,” she said.Still, experts say having a variety of testing options is beneficial. But the gold standard of accuracy remains the deep nasopharyngeal swab tests processed in a lab. 2796
