SAN DIEGO (CNS) - A rare thunderstorm Friday night is expected to quickly give way to conditions ripe for wildfire by late Sunday, forecasters said.A storm system arrived Friday evening and unleashed heavy rain and lighting on the San Diego area, with precipitation amounting to a few tenths of an inch in most places.The National Weather Service predicted scattered showers to persist through Saturday night. By Sunday night, Santa Ana winds of 25-35 mph -- with isolated gusts up to 70 mph possible in some areas -- were expected to move in.Humidity was expected to drop rapidly to 5-10 percent on Monday as well, prompting the NWS to issue a fire weather watch for San Diego County, as well as Orange, Riverside and San Bernardino counties, from 3 a.m. Monday to 8 p.m. Tuesday.The watch was set to be in effect for mountains, foothills and valleys, but the conditions could cause fire to spark anywhere.Moisture from the thunderstorm will help to alleviate the fire threat, but fuels will dry quickly on Monday, NWS forecasters said.Winds were predicted to gradually decrease Tuesday night and Wednesday, and conditions will be warm and sunny the remainder of the week, forecasters said. 1199

SAN DIEGO (CNS) - Father Joe's Villages will kick off its first housing project of the year Tuesday at the future site of 82 affordable housing units.The project will convert an old E-Z 8 Motel at 1010 Outer Road into the housing complex for homeless residents. The project's kick-off ceremony will include a name dedication for its community funders and a 17-feet-tall banner unraveled from the building's top balcony, reading "Hope Lives Here."The city of San Diego plans to open a similar facility nearby in the Egger Highlands area by refitting a Super 8 motel that was the site of regular drug use and prostitution. The facility will include 82 beds and counseling for low-level drug offenders, many of whom are currently homeless. The California Coastal Commission voted to allow the project to move forward last month.Father Joe's Villages' ceremony will include remarks by president and CEO Deacon Jim Vargas and one of the organization's clients who has dealt with homelessness. Gavin Newsom announced Friday that the city of San Diego is one of four cities in the state that will receive 0,000 in state funding to support residents affected by power shutoffs due to the threat of wildfires.While visiting Sonoma County emergency responders, local officials and residents affected by the Kincade Fire, Newsom announced the establishment of the Local Government Public Safety Power Shutoffs Resiliency Program, which will provide funding to local governments to maintain power service to high- risk areas affected by power shutoffs.San Diego, Los Angeles, San Jose and Oakland will each receive 0,000 in state funding through the program and all 58 counties in the state will receive at least 0,000 each. An additional million will be made available through a competitive grant process for incorporated areas of the state and .5 million will be available for tribal governments.The state included million in one-time funding in the state's 2019 budget to maintain public safety and limit the effects of power shutoffs by companies like San Diego Gas & Electric and Pacific Gas & Electric. Half of that funding will go to local governments and half will fund state agencies and departments to continue providing public services in the state."We must do everything we can to support Californians, especially those most vulnerable to these events," Newsom said. SAN DIEGO (CNS) - In a 6-3 vote, the San Diego City Council today rejected a proposed .5 million sale of the property holding the city's only roller skating rink, Skateworld.The proposal called for the city to sell the parcel of land to big-box store developer Pacifica Companies, much to the chagrin of Skateworld supporters who called on the council to either collect more community feedback before approving the sale or reject it outright in favor of renovating the rink.Skateworld advocates collected thousands of signatures in an effort to save the skating rink, including a change.org petition that garnered more than 19,000 supporters. "I really appreciate that residents of every council district came to speak today about the community that Skateworld fosters,'' said City Councilwoman Barbara Bry. "I think there's so few family friendlyopportunities in that community that it's really essential.''The skating rink was developed under a state redevelopment agency more than 40 years ago. When Gov. Jerry Brown dissolved the redevelopment agencies in 2011, he ordered that their assets be liquidated to the highest bidder.The city put the property up for bid last year and named Pacifica the recommended buyer after three rounds of receiving offers for the site. Supporters of the sale, including City Councilman Scott Sherman, who represents the district Skateworld is in, argued the city's hands were tied and it should honor Pacifica's bid. SAN DIEGO (CNS) - A pair of thieves stole a safe and pistol-whipped a woman during a home-invasion robbery in the Jamacha-Lomita neighborhood, police said Tuesday.The robbery happened shortly before 5:10 p.m. Monday at a group home on Blackstone Court, a short, dead-end street off Meadowbrook Drive south of Jamacha Road, San Diego police Officer John Buttle said.A man and a woman entered through the back door of the home, then began asking around for the manager of the home, Buttle said. When a 40-year-old woman told them the manager lived upstairs, the pair began looking around and the male suspect spotted a safe.The man picked up the safe and an altercation ensued, during which he pistol-whipped the 40-year-old victim, the officer said. The man then carried the safe outside to a black Ford Escape SUV.The pair of thieves were last seen in the Ford heading north on Meadowbrook Drive toward Jamacha Road, Buttle said.No detailed suspect descriptions were immediately available. 997
