LUOYANG, July 11 (Xinhua) -- Chinese President Hu Jintao has stressed economic restructuring, agricultural production and the role of grass-root party organizations during his visit to the city of Luoyang in central Henan province.Hu visited state-owned enterprises, research institutes and talked with local farmers during this trip from Friday through Sunday.At Citic Heavy Industries Co., Ltd., the largest manufacturer of mining machinery in China, Hu learned that the company had shifted focus from manufacturing to research and development. He said innovation is the lifeblood of a company.He also visited a tractor manufacturing plant and a bearing producing company, both enjoying rapid growth thanks to restructuring. Hu asked officials at the two companies to continue with their restructuring and their ongoing expansion through innovation.Hu also visited two research institutes. At China Aviation Lithium Battery Research and Development Center, Hu asked the center to seize the opportunity as the new energy industry is booming and the market demand for lithium batteries is expanding.At another research institute, Hu stressed the role of talent in scientific and technological research.Hu also urged the province to to do a good job in agricultural production this year, as Henan contributes the largest share of crops in China.Hu urged village-level party organizations to serve the interests of farmers while visiting a local village.Hu visited farmers at a corn field and asked about the yields and price of corn. Hu told farmers that supporting grain production is a long-term policy and the state will again boost such support in the future so farmers can earn more and increase their wealth by planting grain.Hu said China would continue to give priority to the development of rural areas, agriculture and farmers during the 12th five year plan, China's development blueprint for the next five years.Hu noted that China's grain yields have increased for 6 consecutive years, and this year the summer yield of grain is another good harvest, despite earlier bad weather.Hu said, however, that Henan, as China's bowl of grain, should take on the responsibility to safeguard the nation's food security and enhance its agricultural production capacity.While visiting a local village, Zhouli village of Mengjin county, Hu requested village-level party organizations to work for the interests of farmers.Hu added that the party organization plays a critical role in improving the standards of living for farmers.Zhouli village was relocated to its present site to make way for a water conservation project in the Yellow River in 1995. Since then, the per capita annual income of local farmers rose from 680 yuan (100 U.S.Dollar) to its current 4,950 yuan now, and farmers now have access to running water, cable TV as well as other public services.Hu said the government would continue providing favorable policies to farmers so they might lead better lives.At the end of his visit, Hu urged continuing efforts to transform the economic growth pattern, adjust the economic structure, increase the amount of indigenous innovation, continue to promote energy conservation, emission reduction and environmental protection as well as reform and opening up.

BEIJING, July 8 (Xinhua) -- A senior Chinese leader in charge of disciplinary and supervision work Thursday stressed the need for higher-caliber anti-graft officials in the country's fight against corruption.He Guoqiang, a Standing Committee member of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remark at a forum with representatives of municipal-district level anti-corruption officials.He, also head of the CPC Central Commission for Discipline Inspection, told the anti-corruption officials to stand firm in their faith of socialism and remain vigilant in the fight against corruption.He said the officials should improve their work skills through theoretical studies and training.The anti-corruption officials should always be people-oriented and carefully listen to public opinion, He said.He also told the officials that it was imperative for them to be self-disciplined and clean-handed to show an example.China trained more than 2,000 anti-graft officials at county level nationwide in 2009 and over 400 officials at city level in this June.About 850 anti-graft officials at municipal-district level around China are being trained in Beijing currently.

ZURICH, Switzerland, July 18 (Xinhua) -- Top Chinese legislator Wu Bangguo and Doris Leuthard, president of the Swiss Confederation, held talks on Sunday and agreed to expand their bilateral cooperation.Wu, chairman of the Standing Committee of China's National People's Congress (NPC), delivered Chinese President Hu Jintao's regards to Leuthard. He said China will work together with Switzerland to push forward the Sino-Swiss ties.The Chinese and Swiss economies are highly complementary and have large potential in economic cooperation, said Wu. China expects to make joint efforts with Switzerland to strengthen cooperation in such areas as financial service, environmental protection, green economy and low-carbon technology while deepening cooperation in traditional fields, he said.Leuthard highly commended the progress in Sino-Swiss relations in recent years.She said Switzerland, which is one of the earliest western countries to establish diplomatic ties with China, gives great attention to a friendly cooperation with China and is willing to deepen the bilateral ties. CHANGCHUN, July 31 (Xinhua) -- Soldiers and emergency workers are still struggling to retrieve the thousands of chemical-filled barrels that were swept into a major river by rain-triggered floods in northeast China's Jilin Province.Some 3,000 chemical-filled barrels and 4,000 empty ones fell into the Songhua River Wednesday morning after floods swamped the warehouses of two chemical companies in Jilin City, Jilin Province.The accident happened on the same day when Zhou Shengxian, minister of environmental protection, called for more steps to tackle pollution in the Songhua River while addressing a meeting on water pollution control.Though the river is facing the risk of being contaminated by chemicals, experts have concluded that the root cause of the accident is the irrational layout of chemical factories.MORE THAN 5,000 BARRELS RECOVERED AMID DIFFICULTIESMore than 5,000 of the 7,000 chemical barrels had been recovered as of 7 p.m. Saturday, local authorities said.Additionally, more than 10,000 soldiers and civilians have been stationed at 16 points in Jilin's Songyuan City, where the Songhua River enters Zhaoyuan City in the Heilongjiang Province; their task is to try and recover all the remaining barrels within the territory of Jilin Province.However, as the Fengman Dam, located on the upper reaches of the Songhua River, opened its floodgates Friday afternoon to discharge flood waters, the unrecovered barrels are now flowing faster down the river and it has become more difficult to retrieve them, said Professor Liu Guoliang, a chemist who is leading Heilongjiang's retrieval team.Experts are concerned that the chemical-filled barrels might explode if they slam into a dam at high speed, although the dams may be helpful in intercepting the barrels."The blue barrels are like time bombs. We don't know when any of them might explode," said Chen Yanpeng, a resident of Jilin's Yushu City, who has participated in the salvage work."In addition to retrieving the barrels, people should also consider why this has happened," Cheng said.

BEIJING, Aug. 13 (Xinhua) -- Chinese military forces are rushing to prevent disease in mudslide-devastated Zhouqu County in northwest China's Gansu Province as high temperatures hit the area where at least 1,156 people were dead.While giving medical treatment to 12,000 local residents, soldiers have also sterilized an area of 128,000 square meters in the disaster-hit county, Wang Wenjie, a senior officer with the Lanzhou Military Area Command of the People's Liberation Army (PLA), said Friday.On Thursday, the Ministry of Health warned of disease-prevention challenges in Zhouqu, as dead bodies and dead animals entombed in the mud may easily decay in the hot weather.Although wells have been dug up to ensure water supply, the ministry said sterilization work is difficult as the water may be contaminated during transportation and storage.In order to ensure rescuers' health, more disinfectant and anti-sunstroke medicine has been dispatched to Zhouqu along with fresh clothing.While more equipment is en route to Zhouqu, Wang said more epidemic prevention workers are ready to go to Zhouqu if needed.Tuo Chengxiang, a senior officer with the Chinese People's Armed Police Force, said the main roads into the township are covered in sludge, hampering vehicular access to the area.A total of 6,281 soldiers and armed policemen are participating in the rescue and relief work in Zhouqu. They have saved 45 lives and delivered 808 tonnes of relief supplies.Besides personnel, 17 helicopters and aeroplanes and 35 rubber rafts have been mobilized to the disaster-hit area.Also on Friday, the PLA General Political Department issued a circular ordering soldiers and policemen in Zhouqu to lead the rescue and relief work while giving top priority to saving people's lives.
