Although he could cast a ballot without issue here in California, African Americans in southern states faced plenty of challenges."There were so many Jim Crow laws to keep blacks from voting in the south, all the civil rights in the south were really diminished," said Johnson.He describes the years leading up to the passage of the Voting Rights Act of 1965, which bans racial discrimination in voting, as a time filled with protest and frustration around the country."It was a chaotic time, it was a time of great distress," he said.For the longtime San Diego pastor, the right to vote isn't something he's ever taken for granted. He says since being able to cast a ballot for himself, he's voted in every single election he could."I think that's where the power is. SAN DIEGO (KGTV) — County supervisors and health officials say the region's number of community outbreaks has exceeded its threshold prompting a pause on future business reopenings.Thursday, community outbreaks rose to eight from June 11-17. A community outbreak is considered three or more confirmed cases from the same place.The community outbreaks were linked to three businesses, two restaurants, one private residence, one campground, and one social club, according to Public Health Officer Wilma Wooten. "When people come together and are within 6 feet of each other without facial coverings it's bound to happen."As things open up and people think that they can go back to the pre-COVID-19 existence, we cannot."Three of the eight outbreaks could fall off the county's metrics on Friday and bring the county below the threshold once again.Supervisor Nathan Fletcher said the following actions would be taken in response:The county will pause implementing statewide guidance on additional reopenings, not including Friday's planned reopenings of nail salons and other personal care services; andThe county would begin targeted enforcement on entities that are not following health orders.The locations of the county's eight outbreaks were not detailed. Fletcher said revealing which businesses had outbreaks could jeopardize contact tracing reporting and businesses cooperating. He took the stage in front of hundreds, as they gave him a standing ovation."My mom keeps saying it's a big deal," said Callum, 12. "I don't like to talk about it."Callum's mom, Beverly Wagner, says she wouldn't be alive today if not for her son. That's why on Monday, Callum was one of three children honored as 2020 local 9-1-1 for kids heroes. It was July 1, 2019. Beverly had just got out of the jacuzzi in their Alpine home when she said she was feeling ill. Moments later, she was unconscious, suffering cardiac arrest. Callum was the oldest other person home at the time. He called 9-1-1, and Heartland Dispatcher Kim Gonzales picked up. "All I remember hearing him say was, his mom is dead, and at that point, it's go time," Gonzales said. For the next eight minutes waiting for first responders, Gonzalez instructed a desperate Callum how to deliver C.P.R. "She's not breathing," Callum told her on the phone call."It's OK, keep doing 1, 2, 3, 4. 1, 2, 3, 4," Gonzales responded. It was Callum's first time delivering C.P.R. He did it so well that Beverly made a full recovery, with no brain damage. "He did a great job because he broke my ribs, and that kept me alive," Beverly said. "They said that's a good sign of CPR."Beverly says Callum deserves all the accolades. During the 9-1-1 call, Callum told Gonzales that his mom was going to die. City governments are coming up with different ways to help local businesses stay afloat.Rediscovering the great outdoors has been a roller coaster ride for city tacos owner, Gerald Torres."We kind of did a 180 and closed it all down, and now we're doing a 180 again and opening up for patios," Torres said about his La Mesa location. This comes after the city of La Mesa enacted an Executive Order on Thursday, which allows businesses to use outdoor spaces for dining, displaying products, and other services.Meanwhile, Coronado waived its alcohol prohibition in city parks, just ahead of this weekend's Spreckels Park Outdoor Dining Room event. This is a move to get people to buy local take-out, and picnic outdoors.Coronado also approved gyms to hold classes at Spreckels Park, Bradley Field, and the beach."We feel fortunate that we live in a town where we can just jump out into the park and do yoga," Stephanie Anderson with Island Yoga Coronado said.Tuesday, San Diego Mayor Kevin Faulconer signed an Executive Order waiving permitting requirements for sidewalks and parking lots for restaurants expanding outdoors.On the same day, Chula Vista approved plans to block off car traffic on Third Avenue on weekend evenings. This will help diners expand their businesses onto the entire street, not just on sidewalks and parking lots. The Third Avenue Village Association will discuss details and the start date at a special meeting next Wednesday.On Wednesday, Poway approved its Shared Outside Spaces (SOS) program, which lets houses of worship and gyms to hold activities at city parks. "Everyone has stepped up to the plate.
