State legislators will vote Monday on an emergency bill to block evictions across California when a moratorium expires on Sept. 1.The bill would extend the moratorium protections for tenants through January 2021, but evictions could resume in February.This bill, called the COVID-19 Tenant Relief Act of 2020, does two major things to protect tenants:1) It converts unpaid rent from March 1 to Aug. 31 to civil debt, meaning a tenant cannot be evicted for nonpayment.
