SAN DIEGO (KGTV) -- San Diego State University is suspending spring 2020 programs to Italy amid the spread of the novel coronavirus. The university said in an update to students Monday that it was calling all students studying abroad in Italy back to the United States. The decision was made due to the elevated level three travel advisories the CDC and State Department issued for the country. SAN DIEGO (KGTV) — Several changes are being introduced to how Assembly Bill 5 applies to freelance writers and photographers.Assemblywoman Lorena Gonzalez announced the changes Thursday to address feedback from freelance writers and journalists over the effects of AB 5.“Having heard additional feedback from a variety of freelance writers, photographers and journalists, we are making changes to Assembly Bill 5 that accommodate their needs and still provide protections from misclassification,” Assemblywoman Gonzalez said.RELATED: Proposed bill would exempt musicians from AB 5The changes will remove the cap on the number of submissions that a freelancer writer, photographer, or editor can submit to one hiring entity before they must be classified as an employee. Hiring entities must not use a contractor to replace an employee position as well.When contractors provide services, their contract must specify the rate of their pay, when they receive payment, and the individual's intellectual property rights to the work submitted. The changes also say a freelancer can work for more than one hiring entity and cannot primarily perform their work at an entity's location.RELATED: Concerns raised as California's independent contractor law is set to take effectAB 5 was signed into law last year, requiring companies, including tech giants like Uber and Lyft, to classify their independent contractors as employees. SAN DIEGO (KGTV) -- San Diego’s City Council voted 8-1 Monday evening to ease parking requirements for certain housing projects, which they say will make it easier for developers to build new homes. Mayor Kevin Faulconer said Monday that the current parking rules are outdated, but opponents say San Diego isn’t ready for the changes and that the city should focus on improving transportation. The plan gets rid of parking requirements for multi-family units in neighborhoods within half a mile of mass transit. “While it took way too long to get this ordinance approved, I praise my colleagues for finally getting it across the finish line,” said Councilmember Scott Sherman. “This is good news, but our work to fix San Diego’s housing crisis is nowhere near complete. We must continue pushing innovative strategies to improve housing affordability and we can’t wait two years for approval.”Before Monday’s vote, at least one parking spot per unit was required. The new policy gives residents who don’t have a car the option of paying less for housing. Supporters say the move makes it easier for developers to build and help the city reach it’s climate action goals. Those opposed say San Diego doesn’t have the public transportation to support the change. Critics also say roughly 94 percent of San Diego residents own a car. SAN DIEGO (KGTV) -- San Diego resident Jenifer Raub describes herself as a fighter.“I just don’t give up. If I see a window, just a little crack in the doorway of opportunity, I’m going to jump on it," said Raub.She never imagined to find herself in the fight against Parkinson's Disease, a progressive nervous system disorder which affects movement and has no cure.“For me, it was I had a hard time walking, but it was real intermittent, it just made no sense, and then my hands started to shake," said Raub.In the beginning, Raub refused to believe the diagnosis, eventually finding a doctor who told her what she wanted to hear."He told me I didn’t have the disease and he told me to go off all those medications you're fine. I did, and I couldn’t walk at all at that point.”So Raub shifted her fight towards finding a cure for Parkinson's.She's now president of the Summit for Stem Cell Foundation, a nonprofit created to support the use of stem cells to treat Parkinson’s; research underway in Dr. Jeanne Loring’s Torrey Pines lab. “We’re right on the edge of a revolution, in which these particular cells, because of their power and our ability to manipulate them, are going to change the way medicine is done," said Dr. Loring.Her research focuses on pluripotent stem cells, the remarkable cells that self-renew and can give rise to every cell type in the body.Parkinson’s Disease breaks down and eventually kills certain nerve cells in the brain, dopamine neurons that affect movement. Dr. Loring's team is working to transform patient's skin cells into pluripotent cells which can then become dopamine neurons. “We plan to transplant those cells to the brains of people with Parkinson’s to replace neurons they’ve lost," said Dr. Loring. Because the cells come from the actual patient, they are a perfect match which the body will not reject. After the implant, Dr. Loring says over time they'll make connections and restore circuits that have been broken by the loss of dopamine neurons. Patients, she says, will likely start seeing changes in their symptoms in six months. Dr. Loring believes the treatment could also work for other diseases like Alzheimer's and Multiple Sclerosis. ‘These diseases are not going to able to be treated with a conventional drug that you take, it's going to have to be more sophisticated than that, and I think this opens the opportunity for really scientifically-based, knowledge-based therapies. Stem cells are medicines; we can't forget that. They're living drugs," said Dr. Loring.Her team has already proven the treatment works in animals. Now they're waiting on FDA approval for a clinical trial of 10 patients, Raub will be one of them. Raub is also a patient advocate and works tirelessly to fundraise for Summit for Stem Cell Foundation. "The disease is a progressive disease and their [patient's] time is of the essence, it's critical to people with Parkinson’s. The disease does not wait for an answer, it just keeps going," said Raub.Raub says she won't stop either, on behalf of all the patient's up against time. 3077
