SAN DIEGO (KGTV) - A broken water line in Tijuana sent a mixture of potable water and untreated sewage across the U.S.-Mexico border. The 7.8 million gallon spill, which started Sunday night at 7:30 p.m., was stopped Monday afternoon, according to a spokesperson from the International Boundary Water Commission.A spokesperson for the IBWC said the 16-inch potable water line broke near Agua Caliente Blvd. in Tijuana. The ruptured portion of the pipe has been repaired.Mexican water officials shut down Tijuana’s pump station because the water flow exceeded the station’s capacity, the IBWC said. “Water and untreated waste water continues to flow into the United States,” said IBWC officials.County Beach and Bay Monitoring Program staff members tell 10News the flow was stopped before it could impact local beaches and there is no risk at this time. 860

SAN DIEGO (KGTV) – A former San Diego County Sheriff’s Captain pleaded guilty in federal court on Tuesday to illegally trafficking firearms.In a gray suit and a mask, Marco Garmo made his way into the downtown courthouse. ABC10 News’ cameras were not allowed in the courtroom, where Garmo stood before the judge and pleaded guilty to one count of engaging in dealing firearms without a license.The case stems from last year's bombshell allegations that five defendants including Garmo, prominent jeweler Leo Hamel, and former Sheriff's Lieutenant Fred Magana were involved in a massive gun running operation.ABC10 News was there as agents raided Leo Hamel's Fine Jewelers in Old Town.Hamel and Magana were charged with working with Garmo to re-sell guns and falsify records. Both have since pleaded guilty.The U.S. Attorney’s Office said Tuesday that the cases for the other two defendants are still pending.According to prosecutors, Garmo used his position to buy and re-sell guns that are intended only for law enforcement, not the general public, so-called off roster guns. Over six years, investigators say he sold more than 100 firearms for cash or to collect favors from those who might support him in a future run for San Diego Sheriff.Garmo faces a maximum sentence of five years in prison, a fine of 0,000 and supervised release for up to three years. SAN DIEGO (KGTV) - A group of San Diegans fighting for rent control is bringing their battle to city leaders this week.The group San Diego Tenants United is calling for city leaders to pass a rent control ordinance to curb the skyrocketing cost of living in San Diego.In a letter to San Diego's Smart Growth & Land Use Committee Chair Georgette Gomez, the group requested a new rent control ordinance and amendment to San Diego's Just Cause Eviction ordinance to prohibit landlords from increasing rents or displacing families.RELATED: San Diego group calling for rent controlThe group believes a permanent ordinance and amendment will slow the rate of increase in local rents and stifle the local housing crises."This can make real, effective changes that can truly fight displacement and gentrification," the letter to Gomez reads. SAN DIEGO (CNS) - The San Diego Unified School District announced plans Thursday to offer voluntary in-person learning sessions for elementary school students identified as experiencing learning loss.While the district is preparing to open its 2020-21 school year Monday for remote, online learning for all students, some children who have faced learning challenges due to the COVID-19 pandemic may be offered appointments to take part in the in-person sessions, which could begin as soon as late September, according to the district.Sessions will be held in spaces "with adequate air exchange, including MERV-13 air filters and/or portable ventilation units," according to the district.Students will be identified by their teachers for participation based on several factors:-- Below standard, represented by an average academic mark of a 1 or 2 in Math or English Language Arts strands on their Spring 2020 report card-- Students who do not have a Spring 2020 report card (incoming TK, K or new students to the district) and do not make progress toward grade-level standards once schools open-- Special education students not meeting their IEP goals-- Special education students with intense support needs-- Students who have been recommended for an initial assessment for an IEP or require a triennial assessment, and require standardized assessment that cannot be completed online for eligibility"We remain committed to following the science in designing our response to the COVID-19 crisis, including all of the recommendations we received from our expert panel of UCSD science and health professionals that included a phased return to in-person instruction," said District Superintendent Cindy Marten."This is Phase One, which provides a measured approach to address the very real problem with learning loss, faced by our most disadvantaged students, while maintaining the strict standards put in place to protect the health and safety of all students, staff and community," Marten said."Online learning has created new challenges for every student. SAN DIEGO (KGTV) - A colony of 300,000 bees lives on the roof of the Marriott Marquis in Downtown San Diego, and the hotel says that's perfectly fine with them.In fact, they planned it that way.The bees are part of Bee Leaf USA's Urban Bee Keeping program, which is an effort to help the struggling American Honey Bee population."This is the absolute most fantastic thing we can do for beekeeping at this point," says Travis Wolfe, from Bee Leaf USA."For a corporate entity to onboard something as outlandish as honey bees to offset their carbon footprint is one of the most moving and engaging things that one of these businesses can do," he says.The bees have been on the roof for about five years. They gather pollen in a three-mile radius around the hotel.They also make honey -- lots of it."They make about 7 gallons a year," says Wolfe. "That really is an enormous amount to consume."Fortunately, the hotel's Marina Kitchen and Bar helps use the honey."The ethos of the restaurant is to be as local as possible," says Executive Chef Aron Schwartz. "What could be more local than our roof?"Schwartz has put the honey in seasonal offerings for the last few years. Recently, it's been part of the salad dressing in their tomato and cucumber salad. It's also been featured on the charcuterie board and in a honey almond cake."It's about being restrained," says Schwartz. We're not going to put honey into 16 dishes. We're going to put it in one or two."This month, the bar is adding a honey-infused whiskey to several of its cocktails. They've partnered with Malahat Distillery in Miramar, which is aging their whiskey for six months in barrels coated with honey from the roof of the Marriott."We get a more naturally infused honey flavor out of that than some of the bigger producers who just stir honey into the whiskey," says Bar Operations Supervisor Michael Girard."It tastes amazing. You can smell the honey, you can taste the honey, but it's not a sweet sugar bomb," Girard says.The drinks will be available throughout the summer. Meanwhile, the bees will stay on the roof indefinitely."It really is a true demonstration of fantastic sustainability," says Wolfe. 2179
