SAN DIEGO (KGTV) -- Authorities Monday identified a man who died after falling from an East Village building he was trying to paint with graffiti. Alejandro Vazquez Paz, 28, died after falling from a building on the 1500 block of E Street, according to San Diego County’s Medical Examiner. The incident was reported around 8:30 in the morning after transients in the area flagged down police, leading them to the abandoned building. "It started when I was reading a Wall Street report saying google search results were bias and it was shocking to me."Agastya created a Google platform mock-up that surveyed people's perceptions on political candidates, based on search engine results. "I had a few political search results which were arranged in 5 different orders, one favoring a liberal, one favoring a conservative. Once I got the results back, I was shocked how much it changed people's perspectives by 30%."And it wasn't just his creativeness that got the judge's attention. He was also asked to answer two questions, one to offer a solution to the global wildfire issue. "You'd have a fleet of drones that'd detect fires with image processions and AI, that was my idea for solving the wildfires." His sharp responses then placed him in the top 30. "I just freaked out, it was incredible."Next month, Agastya will be competing in the final round as the contest goes virtual for the first time amid COVID-19. He said the most exciting takeaway so far, has been seeing others his age come up with real solutions that could change the world. SAN DIEGO (KGTV) – At a press conference on Wednesday afternoon, San Diego Police Chief David Nisleit and San Diego Mayor Kevin Faulconer announced new policies on de-escalation and an officer's duty to intervene.Mayor Faulconer said the changes come three weeks after he called for a series of public meetings for feedback on community and police relations.“These policies are meant to protect the officer as much as the subject and prevent escalation whenever possible before force is used,” he told reporters.The first of SDPD'S two new stand-alone policies requires officers, when safe and reasonable, to use techniques that can resolve situations either through lower levels of force or no force at all.The second new stand-alone policy requires officers to step in if another officer is using unreasonable force and mandates that they report the incident to a supervisor.“Let me be clear. It's not as though the SDPD was operating without de-escalation tactics before but now the department has separate, expanded stand-alone policies that don't just suggest de-escalation, they require it,” added Mayor Faulconer.“It's an absolute. SAN DIEGO (KGTV) -- Boulevard Fitness in University Heights is open for business, with a line of people wrapped around the building waiting to go inside to workout on Tuesday, even though they’re not supposed to be open.Last week, San Diego County Supervisors said the county would be cracking down on businesses that violate public health orders put into place due to the coronavirus pandemic.A gym owner in Ramona was recently charged with several misdemeanors for staying open for indoor workouts. The San Diego County District Attorney’s Office said Peter San Nicolas, owner of Ramona Fitness Center, faces five charges that each carry ,000 fines.However, at Boulevard Fitness, staff members told ABC 10News they’ve had visits from police telling them they should not be open, but nothing more.The gym on El Cajon Boulevard is limiting the number of people inside and increasing cleaning and other measures to try to limit the risk of potential virus exposure to gym members.A San Diego Police Department spokesperson said officers are responding to complaints about businesses that are open when they’re not supposed to be, but police are -- at this point -- only educating businesses that may be in violation of the health order and not physically forcing any shutdowns.San Nicolas is holding a rally in Ramona Tuesday night in hopes of getting the word out that small businesses, including gyms like his, are still trying desperately to survive -- even if, in some cases, it means facing charges to stay open. 1526

The change in Balboa Park is important," says Peter Comiskey, the Executive Director of the Balboa Park Cultural Partnership.Comiskey says nearly every museum in the park has used the unexpected downtime to refresh their exhibits or renovate their facility. That includes large-scale renovations at the Timken and Mingei Museums."While they've been closed, they've been taking advantage of, in some cases, completely removing all of their pieces and reworking their entire buildings," says Comiskey.RELATED: Observation Wheel could bring people back to the parkBut it's not just museums. The 100-year old carousel is getting refurbished. Crews are almost finished building an observation deck around the Morton Bay Fig Tree. Five new cottages in the International Village are about to open up, housing 9 new cultural groups. "We want to do our part to help elevate the Palisades and revitalize it in the way that Plaza de Panama was."The pandemic allowed the Comic-Con Museum to get a head start on their online offerings, while still working on building renovations and exhibit planning.The Starlight plans show new terraced lawn seating, nature gardens, walking trails, and smaller stages surrounding the main bowl.Save Starlight President Steve Stopper says work is already underway on some of the smaller parts of the renovation, so they can build excitement over the coming months."It creates a window for people to get behind the idea," he says.
