BEIJING, Dec. 31 (Xinhua) -- President Hu Jintao offered six proposals to promote the peaceful development of the cross-Straits relationship in a speech to commemorate the 30th anniversary of the mainland's "Message to Compatriots in Taiwan" here on Wednesday.     Hu said the mainland is willing to discuss with Taiwan proper and reasonable arrangements for Taiwan's participation in international organizations, as long as this does not create a scenario of "two Chinas" or "one China, one Taiwan".     Although the two sides of the Taiwan Straits have been split since 1949 by a civil war, the political confrontation between them did not change the fact that they belonged to one China, he said.     "Once the two sides reach a common understanding and accordant stance on the principle of one China, the foundation of political mutual trust will be laid and anything can be talked about between the two sides," he said. "Anything that is conducive to peaceful development across the Straits, we will greatly promote. Anything that harms it, we will firmly oppose."     Hu proposed that the two sides end hostility and reach peaceful agreements under the one China principle.     The two sides can start discussion about political relations under the special condition before reunification in a pragmatic manner, he said.     He also suggested the two sides to step up contacts and exchanges on military issues "at an appropriate time" and talk about a military security mechanism of mutual trust, in a bid to stabilize cross-Straits relations and ease concerns about military security. SHANGHAI, Nov. 13 (Xinhua) -- China's first local financial tribunal opened on Thursday in the People's Court of Shanghai Pudong New Area.     The tribunal, with three judges, will accept both individual and institutional civil cases, with no limit on claims, said a judicial official.     Lin Xiaojun, vice chief judge of the tribunal, said the global financial crisis has triggered an increase in financial disputes.     Financial innovation and opening-up had also seen a wider variety of cases, including finance product and company stock ownership disputes, said Lin.     Ding Shouxing, president of the People's Court of Shanghai Pudong New Area said the tribunal would also provide legal services for financial institutions, release case analyses for market information, and make proposals to prevent and resolve financial risks.     The tribunal would hire financial experts as assessors, and setup a consultative team to guarantee just, efficient, professional and clean hearings.     The Ministry of Justice has announced no plans to extend the tribunals to the other parts of the country.     Since 2006, the People's Court of Pudong New Area has heard 5,603 financial cases, including those relating to bank loans, credit cards, securities and assurance, involving more than 1.6 billion yuan (242 million U.S. dollars).     The Chinese government approved Pudong New Area, situated in eastern Shanghai, as a trial base for opening-up in 1990. Since then, 530 domestic and foreign financial institutions have been established there.

BEIJING, Nov. 21 (Xinhua) -- The Communist Party of China's (CPC) top anti-corruption official on Friday urged tighter supervision and inspection to ensure the implementation of the central government's economic policies.     He Guoqiang, secretary of the CPC Central Commission for Discipline Inspection (CCDI), made these comments at a conference held before inspection groups headed for local governments.     The central government has announced steps to spur domestic demand and boost economic development in the face of the global economic slowdown.     A supervision work leading group, composed of the CCDI, the Ministry of Supervision, the National Development and Reform Commission, the Ministry of Finance and the National Audit Office, has been set up to supervise the projects invested in by the central government and the implementation of economic policies.     Twenty-four groups will go to 31 provinces, municipalities and autonomous regions to carry out inspections.     He asked inspectors to examine project plans, as well as approval and construction procedures, to ensure they were in compliance with laws and regulations.     Supervision over the management and use of money, as well as project quality, should be tightened, He said.     He, who is also a member of the Standing Committee of the CPC Central Committee Political Bureau, added that officials found taking bribes or embezzling funds should be severely punished.

BEIJING, Dec. 21 (Xinhua) -- The Chinese government was taking such measures as deferring payment of social security funds in its latest efforts to reduce burdens of companies nationwide and foster stable employment situation, officials said here on Sunday.     In a notice jointly issued by the Ministry of Human Resources and Social Security (MHRSS), Ministry of Finance and State Administration of Taxation, troubled enterprises will be allowed to delay payment of social security funds in 2009 with the deferment period less than six months, MHRSS officials said.     Companies which are unable to pay social security funds are eligible to delay payment after authorization from the provincial governments, it said. No overdue fine will be imposed on these companies.     The notice also said the insurance rates for medical, work injury, unemployment and maternity will be allowed to temporarily cut back next year in some regions after authorization from the provincial governments. The pension insurance rate, however, should not be lowered.     China's social security system is made up of five parts: pension insurance, medical insurance, work injury insurance, unemployment insurance and maternity insurance.     The notice also encouraged troubled companies to conduct in-company training for employees and to apply necessary financial support from local governments.     In addition, troubled enterprises which refuse to lay off workers or dismiss fewer workers will be allowed to use unemployment insurance funds to pay social security subsidies, it said.
