SAN DIEGO (KGTV) — City Councilman Scott Sherman's newly announced candidacy will alter the race to become San Diego's next mayor.Sherman, termed out from City Council, is the first household Republican to run to lead America's eighth largest city. Sherman announced he would run just before the Dec. 6 deadline to file for the March 2020 primary. Current Mayor Kevin Faulconer, a Republican, is termed out. In an interview, Sherman said he did not want the mayoral debates to be dominated by two big-name Democrats: State Assemblyman Todd Gloria and City Council President Pro-Tem Barbara Bry. Sherman says he'll run on a platform of reducing regulations to bring lower cost market-rate housing. He also wants to increase enforcement of crimes by the homeless, compelling them to seek help. Finally, he says he wants to reduce what he calls union control at City Hall. "Listening to the two major candidates there, I'm going, 'Well, things that I care about aren't being discussed so let's see what I can do,'" he said. The Mayor is officially a nonpartisan job, but Sherman is facing an uphill battle as a Republican. The Registrar of Voters reports as of Dec. 2, there were 324,883 Democrats to 162,979 Republicans. There were 238,221 decline to state voters. "You have to assume that Scott Sherman will get the majority, if not the vast majority of Republican votes, and pick up some independent votes," said political analyst John Dadian. "There's a very good chance that he will get in the runoff."The top two vote-getters, regardless of party affiliation, will move on to the November primary. In September, a 10News-Union-Tribune scientific poll showed Gloria leading Bry by a two-to-one margin, with 31 percent of voters supporting Gloria, and 15 percent supporting Bry. Another 46 percent were undecided and 8 percent supported Tasha Williamson. In separate statements Friday, Gloria and Bry both said they looked forward to debating the key issues with Sherman. 2335

SAN DIEGO (KGTV) - Days after Governor Gavin Newsom signed a new law aimed at child sex abuse, three San Diego women came forward to announce a lawsuit against the Diocese of San Diego. The three women say they were abused by Monsignor Gregory Sheridan as children. Sheridan worked in this diocese for 35 years and is on the diocese’s list of credibly accused abusive priests. This new measure gives survivors of childhood sexual assault, regardless of their age, a three-year “window” to bring a civil lawsuit against any perpetrator and employer or third party that was aware of misconduct that created a risk of childhood sexual assault. The new law also extends the statute of limitations for survivors of childhood sexual assault, giving survivors more time to file civil lawsuits: up to their 40th birthday (previously their 26th birthday) or within five years (previously three years) from the date of discovery of an adult psychological injury caused by the childhood sexual assault. One of the victims told 10News, "It doesn’t mean you don’t love God, doesn’t mean you don’t support your church, it means this priest was a bad apple."10News reached out to the Diocese of San Diego and they sent a statement that reads in part, "There is no crime or sin worse than a priest abusing the young people he is sworn to serve and protect. We pray that victims of sexual abuse receive the help they need to heal." 1422

SAN DIEGO (KGTV) — As county leaders struggle to control the latest surge of COVID-19 in San Diego, there is an acknowledgment that there are no good options. While many businesses are preparing to ignore public health orders to close or limit operations, public health experts warn the consequences of failure to limit the spread of the virus will be dire.“The reality of it is indoor spaces with people talking without masks are not safe. I think that’s really important to getting this under control,” said Dr. Rebecca Fielding-Miller, an expert in infectious diseases at UC San Diego.She says the county has tried to chart a middle course between allowing businesses to remain open while trying to rein in the virus. “We have been, I’m really sorry to say, doing it in half measures since March," Fielding-Miller said.But to be successful, such a policy requires a great commitment by the public to safety measures such as wearing masks, social distancing, and avoiding gatherings. That commitment has proven vulnerable to the COVID fatigue felt by the public, as adherence to those measures tends to slide with time.Fielding-Miller says some counties in the United States, along with some other countries, have had success with brief but strict lockdowns. However, there may not be public support for such actions here.Others advocate a full reopening of the economy and letting the virus run its course. They argue that the economic, psychological, and educational harm from the public health restrictions are greater than the damage caused by the virus itself. Proponents say the United States should try a “herd immunity” strategy, where attempts are made to protect vulnerable populations, but the virus is otherwise allowed to spread unchecked through the general population. The theory projects that once enough people are infected, the virus has nowhere left to spread and will die out on its own.Most public health experts say that method could prove catastrophic. They point out that it’s not known how many people would have to be infected, but it would have to be a majority. “If we went down this path where we attempt to infect 70% of the population, the very, very likely outcome is we would end up with something like one to two million Americans dying,” said Fielding-Miller. Furthermore, it is also not known how long a person is immune after recovering from COVID-19. There have already been cases of people being infected for a second time. “We would end up with extraordinarily high rates of disability and mortality for no gain at all, for people to just be able to get reinfected in six months. So I understand the attraction, but it's also not viable," Fielding-Miller said.This week, San Diego moved into the purple tier, the most restrictive of California’s COVID-19 tiers. 2811

  

SAN DIEGO (KGTV) -- California Highway Patrol is investigating after a man was shot while driving on Interstate 8 Saturday night. According to CHP, the shooting happened on I-8 near Waring Road around 8:30 p.m. CHP says an unknown vehicle began firing rounds at the victim. According to CHP, the suspect fled the scene in an unknown vehicle and has yet to be located. The victim was taken to the hospital and is expected to recover. He was later arrested after CHP determined that he was under the influence of drugs and alcohol.
