The county of San Diego is preparing to ask the state for nearly million to repave stretches of hundreds of roads it maintains.The Board of Supervisors could vote Wednesday to seek revenue from the recent gas-tax hike to repair the roads. The roads are in all ends of the county, from Bonita to Alpine to Vista. You can see a list of the roads here (it starts on page 3)."The proposed projects will improve the overall condition of the roads and will protect roads from deterioration and costly future repairs," a county staff report said. Gov. Jerry Brown signed the billion gas tax hike into law last year. Californians already pay a series of gas taxes ranking among the highest in the nation. The tax hike raised the per-gallon tax by 12 cents last November, with future increases planned. The bill, SB1, also added a 0 fee to the annual registration for electric vehicles, starting with model year 2020."People can't afford it. I'm retired but if you're working and have to commute, I don't think people realize how much of a dent that's going to make," said Vicky Bamburger, a Bonita resident who is supporting an effort to repeal the tax that appears to be headed to this November's ballot.But those who support the increase say fixing the roads will save California drivers from expensive car repairs due to problems like potholes, and save taxpayers from larger repairs later."A small improvement now - if you have a road that needs to be covered - that's going to be so much more cost effective, cost saving in the long run," said Catherine Hill, of the League of California Cities.Local governments have until May 1 to submit their gas-tax revenue road repair requests to the state. The Cambridge Analytica?scandal has thrust Facebook privacy settings into the national conversation after the political firm used the personal data of about 50 million people without their consent.Now, Mozilla is helping Firefox users keep their Facebook data secure so they won't be exploited in the future.The company has introduced a Firefox extension that it says will make it much harder for Facebook to track which websites you browse.Facebook has developed a network of trackers that tell the social media site which of its users are visiting certain webpages, like online retailers. Facebook will then use that information to serve its users ads based on what products they've been viewing.Mozilla says its Facebook Container extension will make it much more difficult to track which websites you visit, and keep your browsing information private.Mozilla admits the extension isn't perfect. In a blog post, the company said that the extension would not have prevented user information from being abused in the Cambridge Analytica scandal. It also says that Facebook Container would not work well on sites which require you to use Facebook information to log in.But Mozilla says the simple step of downloading the extension is giving power back to internet users. "Troves of data are being collected on your behavior on the internet, and so giving users a choice to limit what they share in a way that is under their control is important," the company wrote.To download Facebook container, first download the free Mozilla Firefox browser if you're not already using it. The City of San Diego had a system in place to warn-water meter readers of inaccurate or questionable reads on manually read meters.But somehow more than 300 residents in four neighborhoods - Rancho Bernardo, Mira Mesa, Rancho Penasquitos, and Carmel Valley - were still overcharged by an average 0 on recent bills. Their meters were all the manually read type.Meanwhile, residents from Webster to Normal Heights to La Jolla are still questioning the validity of mysteriously high bills. "At this point I don't trust the government. Who is overseeing these departments?" Carmel Valley resident Denise Hornby said in a recent interview over her ,800 water bill. The city has more than 250,000 water meters that need to be read manually. Workers use a handheld electronic device to enter the readings, and get a warning if the numbers don't fall inline with that meter's use from the last billing cycle, said Steven Broyles, a city meter reader of about 18 years. "Based on the pervious use 60 days ago, it was inline," Broyles said after measuring a home in Rancho Bernardo. "So it didn't throw me a failed audit."Workers, however, are able to override the warning and enter the reading.If that happens, the city says the meter's data gets kicked into the city's quality assurance process - a process that could have uncovered the pattern of errors in those four neighborhoods. The city terminated the employee who made the errors that lead to the 300 erroneous bills. A city spokesman, however, declined to comment on whether the system lead to the discovery. The city auditory, meanwhile, is continuing a top-down probe into the water billing department.
