BEIJING, March 4 (Xinhua) -- Chinese leaders joined in panel discussions with the country's political advisors Wednesday, calling for concerted efforts to pull through the global financial crisis which is unfolding its impact on the country's economy. NANJING, Feb. 3 (Xinhua) -- China's Vice Premier Wang Qishan said on Monday that the country should take advantage of the rare opportunity to expand the outsourcing industry.     The State Council has identified 20 pilot cities to take part in a program that offers perks to businesses that opt to participate in outsourcing. The program will help ensure economic growth, industry restructuring and the job promotion -- notably for the college graduates, according to Wang in an industry meeting held on Monday in the east city of Nanjing.     The government would offer more support in tax breaks, financing, and vocational training, Wang said.     The Vice Premier noted it was important to nurture China's outsourcing industry, and local governments should create sound legal conditions to pave the way for the industry expansion.     Twenty cities, including Beijing, Shanghai, Xi'an, Suzhou and Hangzhou, have been designated for pilot service outsourcing programs. Beginning Jan. 1, these companies are eligible for tax breaks, financial support, subsidies and intellectual property rights protection, the Ministry of Commerce (MOC) said on Monday.     More multinational companies and financial institutions, hard hit by the global financial crisis outsource their business to less costly regions. This creates an opportunity for Chinese outsourcing companies, said vice minister of MOC Ma Xiuhong.     McKinsey, the New York based consultancy, said in a report last month that China posted rapid growth in the business but was lagged behind India, whose market value was nine times that of China.     The report said that despite the challenges, China still had potential to become the main outsourcing destination in the future.

BEIJING, March 2 (Xinhua) -- Chinese State Councilor Ma Kai asked for more active policy to boost employment, guarantee economic growth, people's livelihood and social stability here on Monday.     Ma made the comments when addressing the opening ceremony of China National School of Administration.     He suggested that policies to boost economic growth and enhance economic structure should be combined more closely with the effort to create job opportunities.     Measures should be taken to relieve companies' burdens and maintain existing positions for employees, Ma said.     He also encouraged job seekers to start their own businesses, and adjust their job expectations.     Ma highlighted the importance of creating jobs for university graduates, migrant workers, veterans and families with no income.

  

TOKYO, March 29 (Xinhua) -- Li Changchun, a senior official of the Communist Party of China (CPC), arrived in Tokyo to kick off his official goodwill visit Sunday afternoon.     Li, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, conveyed sincere greeting from the Chinese people to the Japanese people in a written statement delivered at the airport.     "China and Japan are important countries in Asia and the world at large. Chinese President Hu Jintao paid a successful visit to Japan last year, during which the leaders of the two countries reached important consensus to fully advance the China-Japan strategic relations of mutual benefits," he said in the statement.     "Sino-Japanese relations now stands in a new historic point and faces an important opportunity to go further ahead," he said.     "With concerted efforts made by both, I believe the visit can meet the pre-set goal of increasing political mutual trust, deepening mutually beneficial economic cooperation, expanding friendly communication and pushing forward our strategic relations of mutual benefits," he said.     Li is the highest-ranking official who visits Japan this year. Soon after his arrival, Li met with Japanese Foreign Minister Hirofumi Nakasone. Li is expected to meet with Japanese Prime Minister Taro Aso Monday. During his stay, he will also meet with leaders of ruling and opposition parties and people from all walks of life.     Japan is the third leg of Li's four-nation tour which will also take him to the Republic of Korea. He has already visited Australia and Myanmar.

  

BEIJING, Feb. 11 (Xinhua) -- The Communist Party chief of China's Health Ministry has been replaced, the ministry's official website said Wednesday.     The post of secretary of the ministry's leading Party members' group, formerly held by Gao Qiang, 65, was taken over by Zhang Mao,55.     The website didn't give a reason for the change, only saying that the central government made the decision out of "work necessity and prudent study."     Zhang, from east China's Shandong Province, had been vice mayor of Beijing and vice minister of the National Development and Reform Commission previously, during which time he was in charge of health system reform work, the website said.     Gao had been vice finance minister and deputy secretary-general of the State Council (Cabinet). He was appointed Party chief and vice minister of the Health Ministry during the SARS (Severe Acute Respiratory Syndrome) outbreak in 2003 after former health minister Zhang Wenkang was sacked over the crisis. Gao became minister in April 2005.     In June 2007, Gao's post of health minister was taken by Chen Zhu, who is not a member of the Communist Party of China. He then began to act as the vice minister and remained the Party chief.
