SAN DIEGO (KGTV)- Two San Diego families were devastated when their dogs disappeared. After days of searching, they found out their dogs were adopted by other families at local shelters. “I would give anything to have him back,” says Valeria Mega?a. The Spring Valley family’s poodle mix, Cookie, has been missing since Halloween. “It’s been really hard. Life is not the same without him.”After searching day and night, the family got word Cookie was placed at the El Cajon Animal Shelter. When Mega?a checked, she was told Cookie had already been adopted. A similar situation happened to a family in City Heights. Nora Avila says she was out of town when her dog Mocha, who was staying with a neighbor, got out. By the time she made it to the San Diego Humane Society, he had already been adopted. “We pleaded with them to let the family know… that we loved him. He was never abandoned,” says Avila. The El Cajon Animal Shelter and the San Diego Humane Society have holding periods of four days for animals with no identification. Cookie and Mocha were not microchipped. “One in three pets in their lifetime is missing at some point. That’s why for us again, it is so important that people microchip their pets,” says Jennifer Brehler, with the San Diego Humane Society. Both shelters told 10News they notified the adopters but the new families have decided to not return the animals. SAN DIEGO (KGTV): A new study shows that young adults are seeing a spike in deaths from liver disease related to binge drinking. It's especially dangerous in California, where high alcohol content drinks are popular.The study, published this month in the British Medical Journal, says that the number of 25- to 34-year-olds who died annually from alcohol-related liver disease nearly tripled between 1999 and 2016, from 259 in 1999 to 767 in 2016, an average annual increase of around 10 percent.It cites binge drinking as a leading cause, because of rising rates of alcohol consumption between 2002 and 2012.It's especially bad in California, which the study says was among the top five states for those types of deaths.Local experts say the kind of alcohol we drink may be to blame, as craft beers tend to have higher concentrations of alcohol."If someone was having highly concentrated alcohol, then they're consuming more drinks per hour," says Dr. Rohit Loomba, with the UC San Diego Health Liver Center. "That will have detrimental effects on the liver, for sure."The CDC recommends no more than 1-2 drinks per day for "moderate" drinking. Binge drinking is defined as 4 or more drinks over 4-6 hours. Loomba says you may hit the "binge" point in fewer drinks if what you're having is stronger.For example, a Bud Light has just 4.2% alcohol by volume. Craft beers often have 6% or higher, so one craft beer may be as much as 2 or 3 other drinks."That quantity of alcohol intake over years definitely will contribute to higher risk for liver disease," says Loomba.He says people should ask themselves four questions to determine if they are drinking too much:1. Have you ever cut down on drinking? 2. Would you be annoyed if somebody asked you to cut down on drinking? 3. Do you feel guilty after drinking excessively over a weekend? 4. Do you need an "eye-opener" in the morning to get to work?Dr. Loomba says if you answered "yes" to 2 or more of these questions, you should talk to your doctor to discuss treatment.He also says obesity combined with alcohol can lead to more severe liver problems and even death. People with diabetes or who are overweight multiply their risk of the disease."If you're obese, you not only should restrict your alcohol, but you should try to lose some weight as well," says Loomba.The study says the financial crisis may have led to more binge drinking in the past decade, as young adults turned to alcohol to cope with financial stress. Researchers found the rise in alcohol-related deaths overlaps with rising rates of binge drinking from 2002 to 2012 observed across much of the U.S.The good news, according to the study, is that many liver diseases are preventable and reversible."Once you stop alcohol use, you can reverse complications related to it in the majority of cases," says Dr. Loomba. 2882

SAN DIEGO, Calif. (KGTV) -- An appeals court today overturned a ruling that would have allowed the conditional release of the “Bolder Than Most” rapist, Alvin Quarles. The ruling was issued by the 4th District Court of Appeals Monday. The court said, in part that “Quarles is a serial rapist whose crimes were shockingly brutal and destructive. If he fails after he is conditionally released, considering his past, we shudder to contemplate the consequences of such a failure.”After news broke of the reversal, Dianne Jacob, who serves on the San Diego County Board of Supervisors and has been adamantly against the release, spoke out on Twitter. We must continue to fight the placement of sexually violent predators into our communities,” Jacob said in part. The ruling comes after San Diego County Superior Court Judge David M. Gill's decision to release Quarles to a home somewhere in San Diego County. After his release, he would have undergone treatment through a conditional release program.Gill's ruling followed a series of closed-door hearings that involved testimony from psychiatrists and other experts. Quarles was dubbed the "Bolder Than Most" rapist due to the way he attacked his victims at knifepoint, sometimes forcing the women's husbands or boyfriends to watch. In 1989, he pleaded guilty to committing over a dozen sexual assaults in the mid-to-late 1980s. He was sentenced to 50 years in prison. SAN DIEGO (KGTV) -- Thousands of refugees, immigrants and asylum seekers are finding a place to stay through the Safe Harbors Network, an organization which got its start at the Christ United Methodist Church in Normal Heights. Pastor Bill Jenkins began giving shelter to Haitian refugees back in 2009. And for quite a while the church was the only immigrant welcoming shelter in southern California. Eventually, the Safe Harbors Network was created. It's a growing collection of churches, organizations, and individuals that house refugees, immigrants and asylum seekers. Pastor Jenkins says he's seen an explosion of interest from people wanting to help in recent months after Trump's zero-tolerance immigration policy went into effect. Safe Harbors works in cooperation with ICE to give shelter to people awaiting their day in court.   886

SAN DIEGO, Calif. (KGTV) - A proposal to build a four-story, 48 unit apartment complex in Carmel Valley has riled some neighbors, to the point where hundreds of them have now signed a petition asking the San Diego City Council to abandon the project.The complex would be at 10211 Rancho Carmel Drive, just off the 15 Freeway near Ted Williams Parkway. It's less than a half-acre. Right now, a two-story parking structure sits on the plot of land.Plans from developer New Pointe Communities say they would build the complex on top of the parking garage, essentially creating a six-story building.People who live in the nearby Provencal community say it doesn't fit the neighborhood. They've started an online petition to stop it."That’s pretty tall, and that just doesn’t fit in" says Eric Von Waldner, who signed the petition."It’s going to take away our view, take away our privacy. There will be balconies looking right at us. I just don’t like the idea of it," he adds.Von Waldner says neighbors worry the added units will overwhelm the area's electrical, water and sewage grid.They also say it will cause traffic headaches at the signal light on Rancho Carmel Drive and Provencal Place."You got Starbucks over there. You got people that live in my community. If you add 48 more units, it’s going to be crazy," says Von Waldner.They plan to send the petition to District 5 City Councilmember Mark Kersey, asking for a new plan. The Council already has an agreement with New Pointe to sell the land.“A number of residents have contacted me about the proposed project on Rancho Carmel Drive, and I continue to welcome feedback from my constituents. Any redevelopment plans for the site will go through an extensive public process with numerous opportunities for input from the community,” Kersey said in a statement to 10News.According to Eric Edelmen, the chair of the Carmel Mountain Ranch Community Council, the developer still has to submit a formal proposal to the city. They also have to ask for the area to be re-zoned to allow the extra units.Right now, Edelman says the land is only zoned for eight units.He says the last time they heard from New Pointe was at a November 14th meeting. The Community Council would have to approve the proposal first. Then it would need to pass through the Planning Commission and finally the full City Council. 2361
