SAN DIEGO (KGTV) - A North Park woman is wondering what went wrong after she quickly paid off a fine for a parking ticket, and then got hit with a big late fee.On the second Tuesday in November, Stacy parked her car on Meade Avenue near her home in the morning. When she got off work later that day, she found something unexpected on her windshield."I didn't read the sign correctly. Parked in a spot that said 'No Parking' and got a ticket," said Stacy, who asked 10news not to use her last name.For parking in a street sweeping zone, she received a ticket for .50."Wrote the check the next day and sent it in the mail the following day," said Stacy.Stacy says she included the ticket in her payment and put the citation number on the check."At that point, I thought everything was fine," said Stacy.A few weeks later, she got a notice from the city saying the citation hasn't been paid, and she had a few weeks to pay it. Stacy wrote another check for .50 and sent it in the mail. She stopped payment on her initial check. Fast forward to late December, when she got another notice. Her payment had been received, but she now owed a late fee of ."How I felt was frustration. I felt a lot of frustration, because I felt like I had done what I was supposed to do," said Stacy.Stacy ended up paying the late fee online. She's not alone. After posting details of her ordeal on the Nextdoor app, another driver responded with a similar story. He reported that his check wasn't processed until after the late deadline."My concern is other people aren't able to afford late fee," said Stacy.Stacy won't be mailing any more checks when dealing with the city. "If checks aren't the way to do things, and they can't get to the volume ... we just need to know about it," said Stacy.Stacy says her initial payment didn't get lost in the mail, because the city tried to cash it - weeks after the late deadline.A city spokesperson released the following statement:"Check payments are processed by a third party vendor located in Inglewood, Calif. The average processing time in calendar year 2019 was six days for payments mailed to the vendor. Recently, the vendor encountered delays due to the installation of new remittance processing equipment. The new equipment had connectivity issues which created a backlog of payments. Customers who reached out to the Office of the City Treasurer during the backlog were advised not to stop payment on their checks, the postmark date was considered the legal payment date. When the payments were processed, the postmark date would automatically roll back any late fees if assessed. The Office of the City Treasurer generally advises customers to use the online option as the payments are posted in real-time ... (Stacy) put a stop payment on her original check payment. When stop payments are initiated on checks, it triggers an automatic process that rolls back the original payment. When this occurs, the bank will assess a stop payment fee that is added to the balance due. Late fees were automatically assessed. Her original payment was timely. Subsequently, the late fee and assessment were waived. (Stacy) will receive a refund check for in approximately 30 days." 3235

Many families lose much needed support from free or reduced price meals at school. But a program through Feeding San Diego is working to make sure every kid has the "Fuel for Summer" they need."It's both heartwarming and heartbreaking," says Feeding San Diego CEO Vince Hall. "That summer meal we're able to provide is probably the first meal that they've had of the day."1 in 6 children in San Diego faces hunger and food insecurity. The Fuel for Summer program provides meals that follow all federal nutritional guidelines. They include a protein, side, vegetable, fruit and healthy drink. Often, Hall says, they're introducing kids to foods they don't get on a regular basis."I went to one of the meals last summer," says Hall with a smile. "There were kids who'd never had a tamale, and had to be instructed on how to eat a tamale, and then they thought they were absolutely delicious."The Fuel for Summer program has 16 sites, some feed as many as 200 kids every day. SAN DIEGO (KGTV) - A jury deadlocked Monday in the second trial of a former Navy commander accused of trying to rape a military colleague.The alleged victim said John Michael Neuhart II sexually assaulted her after they spent time drinking and hanging out with colleagues downtown in 2016.The woman said Neuhart took off her pants and underwear and was physically violent inside her Valencia Park home.RELATED: Mistrial declared in trial of former Navy commanderIn a cell phone video recorded by the defendant, the woman can be heard telling Neuhart to "stop" as he tries to get her to open the door about 3 a.m."I've wanted you for a while," Neuhart tells her. SAN DIEGO (KGTV) -- A Republican candidate is finally in the race to become San Diego's next mayor.Thus far, the campaign to be the city's next leader has been dominated by Democrats, with no household Republicans stepping in.But earlier this month, Bay Park resident Richard Hansen re-registered from a decline-to-state to Republican in his own quest to succeed Republican Kevin Faulconer, who is termed out in 2020."I saw that there was a vacuum regarding the Republican Party putting up a candidate for mayor, and so I see a path to victory here in San Diego," Hansen said. Hansen, an ardent supporter of President Trump, is a former Democrat who left that party in 2016. He never re-registered with a party because he said he took issue with elitists in both the Democrat and Republican Parties. Hansen said, however, that he aligns with President Trump on issues such as the Second Amendment, the Border Wall, and abortion. "I just felt that Donald Trump, even though he is a billionaire, he's the blue collar billionaire," said Hansen, a real estate broker, who added he would serve the entire community as mayor. Candidates have until Dec. 5 to file nomination papers with the city of San Diego. The position is technically non-partisan. As it stands, Democrats outnumber Republicans in registration by a near two to one margin, 318,507 to 162,004. Additionally, there are more decline-to-state voters, 242,522, than Republicans in the city. "It's a blue city," said John Dadian, a political analyst. "We may have a super-duper majority on the City Council of Democrats, maybe more than exists right now, so it's just not feasible, quite honestly."A recent 10News-Union-Tribune scientific poll found Assemblyman Todd Gloria leading City Councilwoman Barbara Bry in the race. Both are Democrats. It remains to be seen whether a household GOP candidate will emerge. SAN DIEGO (KGTV) - A pet parrot gave its owner quite the scare after flying up into a tall tree in La Jolla.The owner, Katie Anthony, said she camped under the tree all night worried about her African Grey parrot named "Sidekick." Anthony said the bird is domesticated and not used to being in the wild.Anthony called the San Diego Fire Department and crews came out to investigate. SDFD Capt. Margot Johnson - who was retiring Wednesday - climbed up to retrieve the bird, but it took a couple tries to get it down. At one point, another firefighter fought off a falcon in the process."We really appreciate it and very very thankful because we didn't think we were ever going to see him again," Anthony said.Sidekick is now safe and sound.
