ZHAOYUAN, Shandong, Aug. 7 (Xinhua) -- Fourteen miners were confirmed dead, 23 others still trapped underground while 292 were lift to the ground safely following a fire that engulfed a gold mine in east China's Shandong Province Friday, local authorities said early Saturday morning.A total of 329 miners were working underground when the fire broke out at about 5 p.m. at the Luoshan Gold Mine run by Lingnan Mining Co. Ltd. in Zhaoyuan city, a spokesman with the rescue headquarters told Xinhua.Three hundred and six were lifted to the ground as of 5 a.m., but 14 of them were found dead, he said.Twenty-three people were still trapped underground, with 21 miners' locations identified, he added.Dozens of injured miners had been sent to two local hospitals, he said.An initial investigation showed that the fire was likely caused by an underground cable. Police were further investigating the incident.The mine owner had been taken into police custody, he said.Over 100 rescuers are working at the scene. Provincial Party chief Jiang Yikang and governor Jiang Daming have rushed to the scene to oversee the rescue work.

BEIJING, July 14 (Xinhua) -- Rainstorms and floods sweeping through south China have left at least 118 people dead and 47 missing since July 1, said a statement on the Civil Affairs Ministry website Wednesday.By 4 p.m. Wednesday, more than 32.3 million people in 10 southern provinces and Chongqing Municipality had been affected by continuous rainstorms and floods, the ministry said.About 101,000 houses were destroyed and close to 1.1 million people had been relocated, it said.Direct economic losses were estimated at 22.2 billion yuan (about 3.3 billion U.S. dollars).In Anhui Province alone, at least four people had been confirmed dead since July 8, whereas direct economic losses amounted to 2.3 billion yuan.The ministry had allocated 3,000 tents, 3,000 folding beds, and 20,000 quilts to Anhui.In Hubei Province, rain-triggered floods and disasters have left 28 people dead and two others missing since July 3, the provincial civil affairs administration said Wednesday.Rains and floods have disrupted lives of 9.24 million people, forcing more than 256,700 people to be relocated. BEIJING, Aug. 16 (Xinhua) -- China's central bank and banking regulatory commission have ordered the country's financial institutions to provide preferential loan policies to victims in the mudslide-hit regions of Gansu and Sichuan provinces.The minimum down payment for a home in the disaster-affected urban regions could be reduced to 10 percent while the interest rate for home loans could be cut to possibly 60 percent of the benchmark rate, the People's Bank of China, the central bank, and China Banking Regulatory Commission said in a joint statement issued over the weekend.Banks were also asked to help ease loan pressures for rural residents in the disaster-affected regions.A massive mudslide, which took place on Aug. 8 in Zhouqu County of northwest China's Gansu Province, has killed 1,248 people as of 4 p.m. Sunday, with 496 still missing. Flooding and mudslides in southwest China's Sichuan Province has left at least 13 dead and 59 missing.
