ZHENGZHOU, Sept. 20 (Xinhua) -- A senior official of the Communist Party of China (CPC) in charge of culture and publicity has pledged to deepen the nation's reform of its cultural sector over the next five years.More state-owned cultural institutions will be converted into enterprises as the nation builds a competition-based market for cultural products and services, Liu Yunshan, a Secretariat member of the CPC Central Committee and head of the Publicity Department of the CPC Central Committee, said Monday.Liu was speaking at a workshop on a blueprint for the country's cultural reforms and development for the "12th Five-Year Plan" (2011-2015), which was held in Luoyang in central China's Henan Province.In his speech, the official called for the mapping out of the goals and tasks of the country's cultural development in accordance with the requirements of the Scientific Outlook on Development."Cultural restructuring is fundamental for the emancipation of cultural productivity and the realization of cultural prosperity and development," he said.Other speakers at the meeting included Party officials responsible for local publicity work in the provinces of Henan, Hebei, Zhejiang, Jiangxi, Shandong, Guangdong, Yunnan, Shaanxi and Fujian, as well as the autonomous regions of Guangxi and Inner Mongolia.

BEIJING, Nov. 7 (Xinhua) -- Chinese President Hu Jintao on Saturday wrapped up a fruitful visit to France, opening a new chapter in the comprehensive strategic partnership between the two countries.With Hu's three-day visit to France, which started on Thursday, the heads of state and top legislators of the two countries have visited each other's country within one year for the first time.Earlier this year, French President Nicolas Sarkozy and Bernard Accoyer, speaker of the French National Assembly, visited China. China's top legislator Wu Bangguo has also visited France recently.Such a frequent exchange of visits has been rare in the history of bilateral relations.During his stay in France, Hu met Sarkozy on at least five occasions and the two leaders held in-depth consultations on issues concerning bilateral ties and major global affairs.The frequency of their meetings in less than 48 hours reveals the high importance both sides have attached to this visit.On Thursday, China and France issued a joint statement, pledging to strengthen the comprehensive strategic partnership between the two countries.The statement stressed that China and France, both permanent members of the UN Security Council and big economies in the world arena, shoulder special responsibilities, and China-France relations should continue to play an exemplary role.The two sides should establish a new type of partnership and should also deepen their cooperation in international affairs to jointly deal with major global threats, especially the proliferation of weapons of mass destruction and their means of delivery, said the statement.They should also work together to address such hotspot issues as Iran's nuclear program, the denuclearization of the Korean Peninsula and the conflict in Afghanistan, it added.The two sides have also reached consensus on such issues as fighting protectionism, combating climate change, supporting Africa's economic growth and advancing China-EU relations.During Hu's visit, China and France signed a number of cooperation agreements, covering a wide range of areas such as nuclear energy, aviation, finance, energy efficiency, environmental protection, climate change and culture.According to French media's estimates, the total value of the trade and cooperation agreements signed between the two nations during Hu's visit could reach 20 billion euros (about 28.1 billion U.S. dollars).

XICHANG, Sichuan, Sept. 30 (Xinhua) -- Preparations for China's second unmanned lunar probe, Chang'e II, are almost complete at the Xichang Satellite Launch Center (XSLC) in southwest China, and the satellite is ready for a Friday launch, based on satisfactory weather forecasts.Weather will be the only question for Friday as the rocket's first and second stage boosters were fueled with conventional propellants Thursday, said authorities with the XSLC.Li Shangfu, Chief Director of the XSLC, said the center's Thursday weather forecast for Oct. 1, the first launch window, predicted light rain and very limited chances that thunder and lightning would occur from the time of the rocket fueling to an hour after the launch window.Further, the launch is not likely to be influenced by the high-altitude winds and the electric field on the ground, he said.The launch center will hold a meeting at 10:30 a.m. Friday to decide whether to begin the final stage of fueling of the Long March 3C rocket, the last procedure before the launch, based on weather conditions, said Li.Once the fueling of the rocket's third stage booster begins, the launch of the satellite will be "irreversible" and occur in eight hours, he said.With the help of radar and satellites, weather forecasts at the XSLC are 80 to 90 percent accurate for no more than 48 hours, and for weather conditions within four hours they can be over 90 percent accurate, said Jiang Xiaohua, a meteorological expert at the center.The rocket will carry the Chang'e II to a trans-lunar orbit, and then the satellite is expected to take about 112 hours, or nearly five days, to arrive at its lunar orbit for a six-month mission.The lunar probe will test key technologies and collect data for future landings of Chang'e III and Chang'e IV, and provide high-resolution photographs of the landing area.Chang'e II was built as an alternative to Chang'e I, which was launched in October 2007 and maintained a 16-month lunar orbit. The series of Chang'e probes is named after a legendary Chinese moon goddess.

  

BEIJING, Sept. 10 (Xinhua) -- China has decided to postpone a negotiation with Japan on the East China Sea issue as part of its response to the seizure of a Chinese fishing boat, said Foreign Ministry spokeswoman Jiang Yu Friday night.The postponed talks, the second governmental negotiations on the principle common understandings on the East China Sea issue, had been scheduled for mid September, according to Jiang.A Japanese court on Friday, despite Chinese protests, ruled a 10-day detention through Sept.19 against the captain of a Chinese trawler which collided with Japanese patrol ships off the Diaoyu Islands in the East China Sea on Tuesday.The Chinese trawler under detention stops at the harbor of Ishigaki, Okinawa, Japan, Sept. 9, 2010. Japan Coast Guard sent the captain of the Chinese trawler which collided with Japanese patrol ships in waters off Diaoyu Islands to prosecutors in Okinawa Prefecture Thursday morning."The Japanese side has ignored China's repeated solemn representations and firm opposition, and obstinately decided to put the Chinese captain under the so-called judiciary procedures. China expresses strong discontent and grave protest," Jiang said."The Diaoyu islands and its adjacent islets have been Chinese territory since ancient times. Japan's acts have violated the law of nations and basic international common sense, and are ridiculous, illegal and invalid," Jiang said."Japan will reap as it has sown, if it continues to act recklessly," Jiang warned.Chinese Foreign Minister Yang Jiechi on Friday summoned Japanese Ambassador to China Uichiro Niwa, saying China's determination to defend its sovereignty over the Diaoyu Islands and the interests of the Chinese people was unswerving.Yang said China demanded Japan immediately and unconditionally release the boat and all the crew, including the captain.On Tuesday, two Japan Coast Guard patrol ships and the Chinese fishing boat collided in waters off the Diaoyu Islands.No injuries were reported, but the fishing boat was then intercepted by the Japanese patrol.
