MENTOR, Ohio — Some northeast Ohio salon owners are concerned House Bill 189, which proposes cuts in mandatory cosmetology training, could create a potential public safety issue.The measure sponsored by State Representatives Kristina Roegner (R-Hudson) and Alicia Reece (D-Cincinnati) calls for a reduction in training for cosmetology licensing from 1500 hours to 1000 hours.Bill proponents believe the measure will improve Ohio’s cosmetology laws by allowing more cosmetology graduates to enter the workforce earlier and with less debt, thus increasing entrepreneurship and bolstering the workforce for Ohio’s salons.But some local salon owners, like Jennifer Pealer with Jenniffer and Company Salon in Mentor, believe a reduction in required training can set-up future cosmetologists for potential salon mistakes. Pealer believes 1500 hours of training is needed to insure cosmetologists are prepared to use potentially hazardous chemicals and equipment on a daily basis."The biggest thing is public safety," said Pealer. "Hair damage can occur very easily without proper training. What happens is there is damage to the follicle, the hair breaks off, and if it's not reproduced, there could be balding."Salon owner Nancy Brown owns the Brown Aveda and Casal Aveda Institutes for cosmetology training in Northeast Ohio and believes HB-189, and its companion Senate bill, SB-129, are being considered for the benefit of chain salons, which provide quick hair cuts and not more technical services.Brown believes the measures sets cosmetologists up to be under-trained, and could also cut training for nail technicians to just 100 hours."The equipment we use requires training, the shears we use are sharp enough to perform surgery," said Brown. "Our curling irons at the professional level are 450 degrees. Michael Rotondo, 30, thought he could eek out just a few more months under his parents' roof, but a New York judge ruled on Tuesday it's time for Rotondo to move out. According to the Syracuse Post-Standard, Rotondo gained praise from the judge for the legal arguments he made in court. But after a 90-minute debate, which included Judge Donald Greenwood trying to convince Rotondo to move out on his own, the judge ruled that it was legal to immediately evict the 30-year-old. Rotondo's parents had given him several notices to leave. At odds was Rotondo's belief that he was entitled to a six-month period after being formally notified that he was being evicted. The judge ruled that a six-month provision does not apply to family members. Rotondo???????'s said he was simply not ready to leave a bedroom in his parents' house. Millions of homeowners and renters have been struggling to make housing payments since March.“The latest census pulse survey shows about a third of renters have little to no confidence that they will be able to make rent,” said Alieza Durana with Princeton University’s Eviction Lab.It’s been tracking the affordable housing crisis in America, but particularly how that has manifested during this pandemic.“We have counted over 39,000 evictions between March and August,” said Durana.Those evictions took place because the CARES Act’s federal moratorium on eviction only covered tenants in properties with federally backed mortgages, which is estimated to be about a third of all renters.However, more than a month ago, even that partial protection expired, and millions of Americans have been lingering with concern over whether they can keep a roof over their heads.“In the absence of government intervention, it doesn’t look good,” said Durana.Late Tuesday afternoon, the Centers for Disease Control and Prevention (CDC) issued a 37-page order that will ban evictions in order to reduce the spread of coronavirus. The order applies to owners and tenants of “any” residential property.However, there are a few important caveats.First, in order to be protected from eviction, you are required to provide your landlord with a signed copy of the declaration form that is located at the end of the CDC’s order.Secondly, on the form, you have to swear that your income is below the CDC’s outlined threshold and that you are unable to make full rent payment because of a substantial loss of household income. The CDC’s income threshold is ,000 for single filers and 8,000 for joint filers.Lastly, renters have to certify on the form that they will continue to pay whatever portion of their rent that is manageable and that they are aware whatever rent was not paid will still be owed in addition to late fees.The CDC’s order protects renters until the end of 2020, but it does not protect homeowners against foreclosures. MAUI, Hawaii (AP) — Authorities say the man killed by a shark in Hawaii this weekend was a 65-year-old resident of California.Shark warning signs are posted Sunday in the Ka'anapali Beach Park area on Maui where the man died.Witness Allison Keller tells Hawaii News Now that the man appeared unconscious as rescuers brought him to shore Saturday.Keller says the victim was missing his left leg from the knee down and skin was torn from his wrist.Hawaii's Division of Conservation and Resources Enforcement confirmed the man's age but did not release his name. Officials didn't say where in California he was from.The man's family told rescuers he had gone swimming in the area.The last fatal shark attack in Hawaii was in 2015, when a snorkeler off Maui was killed. 773
