CAMPO, Calif. (KGTV) -- A homeowner was injured in a house fire that tore through a home in Campo Thursday afternoon. Cal Fire says the man received burns on his feet and shoulder. The injuries are considered minor. According to Cal Fire, the blaze started around 5 p.m. on the 33000 block of Highway 94. Video from Sky10 shows the home completely engulfed in flames. The fire in rural Campo quickly spread to nearby brush as it burned through the home, leaving nothing by the fireplace standing. Cal Fire says the fire burned less than half an acre. At this time, it’s unclear what started the fire. 609

California Gov. Gavin Newsom signed a bill Saturday that allows transgender inmates to be housed in jails or prisons based on their gender identity.SB 132 says that during the initial intake process, the California Department of Corrections is required to note each incoming inmate's gender identity, whether they identify as "transgender, nonbinary, or intersex" and the inmate's gender pronouns. The inmate will then be sent to an appropriate facility based on their gender identity.The state cannot deny an inmate's request solely based on their anatomy or sexual orientation. However, ABC News reports that the state can deny requests if the inmate poses a "management or security concern." In that case, the state must provide the inmate with a written statement explaining their decision and give the inmate an opportunity to object.Previously, inmates were sent to facilities based on their birth gender. A 2009 study by the University of California, Irvine found that transgender inmates in the state were 13 times more likely to be sexually assaulted than an average inmate. A separate federal study done between 2011 and 2012 found that about 12% of non-heterosexual inmates reported being sexually victimized — a rate about 10 times higher than those of heterosexual inmates.According to ABC News, transgender women housed in facilities for men are among those most at risk of being assaulted."It's just a false narrative about transgender people and about transgender women in particular that they're somehow not really women and are just trying to scam their way into women's bathrooms or facilities in order to do bad things," State Sen. CARDIFF (KGTV) -- With just a little bit of planning, Sharon Belknap begins a free-hand sand mandala that will offer its message, briefly, to all who pass by on the bridge at Cardiff State Beach where the San Elijo lagoon meets the ocean.Watching her work is like watching a dance.The graphic designer and illustrator draws shapes using a small, inexpensive rake. She brings extras because often passersby find inspiration and ask to join her, a collaboration she welcomes.The connections she has made through her sand art, she says have added meaning to her creations.People also send her their photos of her artwork, asking to use them in their holiday cards.Each mandala has an inscription, such as: "You Are Loved," or "Only Love."One that resonated particularly was "Grateful for ____.""People were shouting their words from the bridge," says Belknap.Sometimes friends join her.Heather Nelson is a regular, and a longtime friend. (KGTV) - A brush fire broke out Friday afternoon in the hills east of Burbank.Burbank firefighters and police officers closed roads near Sunset Canyon Drive and Harvard Road about 2 p.m.The location of the fire is above a residential neighborhood.
