SAN DIEGO (KGTV) - A San Diego man has been sentenced to more than six years in prison after pleading guilty to multiple gun charges in a Tucson, Arizona federal court.Joshua Pratchard came to the FBI's attention after a short-lived attempt to join what prosecutors call a border militia group in Arizona in January 2018. The group kicked Pratchard out after just a few days, saying he did not want to follow their rules, including repeatedly asking to get physical with detainees and demanding to put a silencer on his weapon. He was also deemed eager for confrontations with criminal bandits known as "rip crews" who seek to steal drug loads in the desert.Pratchard continued to be involved in activity in Arizona, leading to contact with a member of the group who was a FBI informant. Pratchard revealed that he manufactured and sold weapons. The informant reported this to the FBI, which led to an investigation. Eventually, Pratchard was arrested after selling firearms to the informant. A search of Pratchard's apartment in Pacific Beach led to the discovery of a "gun factory." Along with the machinery to build firearms and bullets, agents found four homemade guns and enough gunpowder for 9,000 rounds of ammunition.The FBI investigation also discovered Pratchard's criminal history, which includes a conviction for having ecstasy when he was serving in the Marine Corps, and a 2007 felony assault conviction.Although he has been sentenced on the gun charges, Pratchard's legal trouble may not be over. During the sentencing hearing, prosecutors made multiple references to a non-profit organization Pratchard ran in San Diego which could see fraud charges filed in the future. 10News uncovered Pratchard's involvement leading a charity known as "Second Chance Fields," which is dedicated to rebuilding or refurbishing athletic fields at San Diego schools. His website touts to significant projects, including renovation of the baseball field at Mission Bay High School and a large-scale renovation of football and lacrosse facilities at Del Norte High School. For the latter project, Pratchard recruited former San Diego Padres star Adrian Gonzalez, who appeared at a press conference with Pratchard at the school and whose foundation donated ,000, according to the Second Chance Fields website.10News asked the FBI if there was an investigation underway into Pratchard and Second Chance Fields. SAN DIEGO (KGTV) -- A North Park house, empty for years, has nearby neighbors frustrated about the lack of action taken to clean up the property they say has become a magnet for crime. "We have people that are squatting here, we've had illicit drug use, we've had prostitutes, we've had an increase in break ins in the area, " said Alan Nelson, who lives across the street. Nelson says even though he and others call the police, unless it's an emergency they can't always come out. He has called and emailed Councilman Chis Ward's office repeatedly about the matter but isn't happy with the response he's received. Ward's office says the property is in foreclosure and the case is being handled by the city attorney's office. They issued the following statement to 10News:"My office has been working with the San Diego police department and city code enforcement to address the illegal activity occurring at this property. Public safety is and will always remain my most pressing priority." A code compliance hearing for the property is scheduled for late April.  1106

SAN DIEGO (KGTV) -- A neighbor says San Diego Police were called to the home of YouTube personality McSkillet, whose real name was Trevor Heitmann, the morning of the deadly freeway crash.According to the CHP, the 18-year-old was in his McLaren sports car when he drove south in the northbound lanes of the 805 freeway near Sorrento Valley Thursday just before 5 p.m. He collided head on with an SUV. Both cars burst into flames.Aileen Pizarro and her 12-year-old daughter Aryana were killed instantly. Heitmann also died following the crash.A neighbor, who didn't want to be identified, says she's known the family roughly 15 years,"He was a normal kid, we went to elementary school with him and everything was totally normal," the neighbor said. "He went off to La Jolla Country Day from then on I mainly saw him playing basketball with a couple of guys in the street, " she said.She said once Heitmann started getting into online video games, he stopped playing basketball outside.The neighbor said she saw police at the family's Carmel Valley home Thursday morning just hours before the fatal crash."There were probably three police cars, I would guess five officers and they were talking to his mother out in the driveway," she said.She also noticed an SUV blocking the family's driveway. Heitmann's McLaren sportscar was in the garage and the door was open."Now it makes sense. It was actually blocking the McLaren that was sitting inside the garage," she said.Later that afternoon, she said her husband heard a crash."He saw the McLaren zoom away and then it was a little while later that we had the news on and saw that there was a horrific accident," she said.Shortly after, she said she saw a CHP officer talking to Heitmann's dad.She says that's when she learned from the boy's father that the family had been worried about the 18-year-old's behavior."He told me five days earlier, that Trevor had just snapped, that was the word he used. He started making threats, or started saying he was driving at high speed, down the wrong side of the street and through red lights and he said that's what prompted him to come to San Diego," said the neighbor, who added that the boy's parents were divorced and his dad lived in Colorado.She said the teenager's dad also shared with her that his son hit the SUV that was blocking the driveway and nearly hit him."He said he almost hit me. This was him going back to the context of saying he had just snapped. And I said, 'you mean hit you as a person,' and he said, 'yeah I was standing out here because we were supposed to go to a psychiatrist,'" she said.San Diego Police have not confirmed that officers were called to the family's home that morning. My goal is that maybe, I don't know the level of information that police got, hopefully, we'll find that out. These people were obviously very concerned to the degree that they called the police, especially in the face, they are very private people," she said.Clinical Psychologist Michelle Marie Carcel said forcing a kid who is over 18 to get psychiatric help can be complicated. She said parents need to be clear when calling 911 that they think their child is a danger to themselves or others."The most important thing is to really stress that in the call. I am concerned that my child is going to hurt themselves or hurt someone else, that kind of urgency really triggers that response from the officers," said Carcel.We don't know the circumstances of the call that day or if officers had contact with the 18-year-old. 3930

SAN DIEGO (KGTV) – A new alliance of San Diegans with a mission to end gun violence launched their new collation Tuesday night.More than 200 people were there for the formation of San Diegans for Gun Violence Prevention, made up of four local chapter of national groups:  Brady Campaign, Moms Demand Action, Survivors Empowered and Sandy Hook Promise.”“We really think expanded background checks in every state would go a long way,” said Wendy Wheatcroft, the driving force behind the creation of the coalition. “California definitely has the strongest gun laws and should be an example to the rest of the country, and we’re hoping other states follow suit.”“I want to emphasize all the organization here’s support the second amendment, and we’re not trying to take anyone’s guns away,” Wheatcroft said.Michael Schwartz is with the San Diego County Gun Owners; he says the country before looking at gun laws. The country needs to take a hard look at the mental health system.“If you look at the mass shooting that made the headlines,” Schwartz said, “There have been mental health issues, they raised red flags, and no one was there to help.”Like President Trump, Schwartz also believes in exploring the idea of teachers packing heat.“If there is a teacher that is licensed and trained and wanted to protect themselves in the classroom, she shouldn’t be stopped by state law,” Schwartz said, “Her right to defend herself doesn’t end in the classroom.”  1470
