VERO BEACH, Fla. — It was around 9 in the morning, on Aug. 21 that Vero Beach police first became aware of Frank Cook."This guy parked his car in the middle of the road and took off running," one 911 caller said.Five more 911 callers would follow."Says his truck is out of gas, and his wife and kids are in danger at a school around the corner here," another caller said. "He's on something. He looks like he is about to die."Then, Cook ran into a Community Church and pre-school. "Community Pre-School here in Vero Beach. He's in the hallway in our main lobby. He's not well, he's not well," a caller said. "He's barefoot, he's delusional. He said there were people after him this morning. I'm not sure his children were actually here. He keeps grabbing at something in the back of his waist belt," another caller said.His children weren't there. When police caught up with Cook, after he ran a mile or two from the pre-school, Cook told them he had taken cocaine and an unknown substance.He asked them to check on his wife and children, screaming profanities, and telling officers, "If we don't go now, the samurai ninjas are going to kill my family."When told his children were OK, Cook responded, "What about my wife! She's probably been abducted."Incident reports show a witness at the pre-school noticed Frank Cook "was armed when he was inside the building yelling and causing a disturbance inside the hallway of the church building."The witness "stated that he could hear the subject yelling inside the building that "I am not here to shoot anyone" and shouting for his kids.  A receptionist added that Cook "kept trying to get into some of the classrooms," so "she had all the teachers in the nearby classrooms lock-down and asked the rest of the classrooms to do the same."Police did find a loaded gun with "one round in the chamber" in Cook's waistband, although reports say Cook "never displayed a firearm nor made any threats to hurt anyone."Pre-school loophole"You had this gentleman walking in with a gun. It was very unsafe for everyone, and it was legal for him to do that,"  Florida State Sen. Lori Berman said. She's right.Following the incident, Cook was only charged with resisting arrest because had a concealed carry license.The State Attorney's Office says under Florida law they couldn't consider gun charges because Cook can carry his gun into a pre-school.The concealed carry statute prevents a licensed owner from carrying into a secondary or elementary school. Pre-schools do not apply to the law. "Why is there a division between the younger children?" Berman said. "Especially after Parkland, we're all on heightened alert when anytime somebody goes into a school who doesn't belong there." Six years ago, Berman tried to make it illegal to bring a gun into any child care facility. The bill died.Berman says she's going to "look into the possibility of filing legislation to close the loopholes that currently exist."But Eric Friday, the general counsel for the Florida Carry Organization, doesn't think it's that simple. "There's nothing you can write into a new law that would have changed anything here or is going to prevent the next criminal," Friday said.Friday says there should be fewer gun-free zones."There's no reason why a person who is licensed to carry a concealed firearm is safe on the sidewalk outside of a school but suddenly a danger because they cross an imaginary boundary," Friday said.Berman disagrees. "It's something I'm going to continue to advocate for because I think it's crazy we have that distinction right now in our statutes. We don't want to send the message for people, yes it's legal for you to walk into a pre-school with a gun," Berman said.Currently, Frank Cook is legally barred from owning, possessing or purchasing a gun or ammo over the next 18 months. That's because he's on drug probation. Cook was arrested for possession of cocaine in June 2018.Also, while in a hospital emergency room, police said they saw Cook going through "drastic mood swings of anger, to sadness, and then to being calm as if coming down off narcotics."According to police records, Cook told them he "used cocaine every day for the past three years," "believed his house was "wiretapped" and that "helicopters flying to spy on him."Doctors decided to hold him, and police completed a risk protection order because "of multiple firearms at the residence." In early October, an Indian River County judge approved the risk protection order, barring Cook from owning, possessing, or purchasing a gun/ammo for the next 12 months. (AP) — A study shows California’s stay-at-home order in response to the coronavirus outbreak seems to have saved some wildlife, as decreased traffic resulted in fewer collisions with mountain lions, deer and other large animals. The Ventura County Star reports a study by the Road Ecology Center at the University of California, Davis found traffic declined by about 75% after the emergency order went into effect in March. The number of animals struck and killed by vehicles also fell, including a 58% decrease in fatal crashes involving mountain lions between the 10 weeks before and 10 weeks after the order. 635

Victims who endured mental, physical, and sexual abuse at the hands of wealthy Palm Beach hedge fund manager Jeffrey Epstein and his co-conspirators can now start filing compensation claims against his estate.Earlier this month, a U.S. Virgin Islands probate judge gave the go-ahead for the Epstein Victims' Compensation Program to begin accepting claims starting on Thursday, June 25.An estimated 0 million has been allocated to the fund."Jeffrey Epstein has failed, and his victims have won," said attorney Spencer Kuvin, who represents four of Epstein's accusers. "Hopefully this is the first page of the final chapter of the Epstein saga."Speaking at a news conference on Thursday, Kuvin said the fund is only open for less than a year, and money will be distributed to victims based upon their allegations that can be proven.Victims who have more evidence and more significant damages will receive more money, Kuvin said."It is imperative that anyone who believes they're a victim of Jeffrey Epstein come forward now. Your identities will remain confidential throughout the process," said Kuvin. "It is for all victims to apply. This includes women that have never come forward before. It includes women that have filed lawsuits. It includes women whose only evidence is their tragic memory of the events. And it includes women that have filed and settled their cases."Kuvin added that women who have been abused by Epstein can come forward with "merely their memories of what has occurred."After applying, victims will be interviewed by a fund administrator to look at their evidence and determine how much money they may receive.Epstein, who was accused of sexually abusing underage girls and running a sex trafficking ring, was found dead in his jail cell at New York's Metropolitan Correctional Center on Aug,. 10, 2019. A medical examiner determined his cause of death was suicide by hanging.One of Epstein's victims, who wished to remain anonymous, spoke via phone call during Thursday's news conference, calling the Palm Beach financier a "monster" and urging other victims to come forward."It's something I've been living with every day of my life, and it's really transformed my life," the victim said. "To get closure and put it in the past and move on and move forward is a big deal."Kuvin recommended that anyone who applies for compensation from the fund should have an attorney."There could potentially be close to hundreds of victims out there over a 20-year period," Kuvin said. Two people were found dead in a South Euclid, Ohio home early Saturday morning following a 12-hour standoff tied to the investigation of a Beachwood, Ohio doctor who was found shot to death on Thursday.Around 7:30 p.m Friday, SWAT converged on a second house belonging to Dr. Richard Warn in the 4300 block of Elmwood Road to serve a warrant with homicide detectives. Warn was found dead the previous day inside his Beachwood home on Brentwood Road.SWAT officers made entry into the residence using an armored vehicle and were met with gunfire. Authorities retreated and over the next 12 hours attempted to make contact with the people inside. On Saturday morning SWAT entered the house and found two white males dead inside, police said.The Ohio Bureau of Criminal Investigation is processing the scene for evidence.Police said the two men were persons of interest in the doctor's death. Their identities have not been released, and it's not known how they died.Watch the press conference regarding the SWAT standoff below: 1052
