THE POLICYRepublicans are talking about the Affirmatively Furthering Fair Housing Rule, which President Barack Obama and Biden updated in 2015. Biden has signaled he'd support even further updating of the rule. The rule basically says that if a town takes federal money, they should examine whether they engage in housing discrimination. Trump disagrees with that policy and is against the rule. BATTLE FOR THE SUBURBSThe issue is being brought up by Republicans because for them, the election will be decided by the suburbs. Cities will generally vote for Biden, rural America will vote for Trump. How large suburbs vote will determine who is in the White House. Kim Stewart is an undecided voter living in a suburban community an hour outside of Washington D.C. "I love having the space, having a yard," Stewart said, talking about why she and her husband moved to the suburbs. When asked what she thought of more apartments being built in suburbs like hers, Stewart, admitted she didn't like it. "It would make me feel a little uncomfortable. We enjoy the quiet," Stewart said. THE OTHER SIDEThe Biden campaign says what Trump is saying about Joe Biden and the suburbs is a smear campaign, contending the rule is not "abolishing the suburbs" as Trump has said. There is also another side. Shantai High is a resident in a D.C. low income housing community. She's lived in her apartment for nearly 19 years. If you get a letter in the mail from the IRS, you might want to open it.In an attempt to track down some Americans who did not receive an economic impact check earlier this year, the IRS said on Thursday it is sending 9 million letters to Americans who do not file a traditional tax return.The letter will encourage recipients of the letter to visit the IRS.gov before an Oct. 15 deadline to register for a stimulus check. For most Americans, the checks are worth ,200.“The IRS continues to work hard to reach people eligible for these payments,” said IRS Commissioner Chuck Rettig. “These mailings are the latest step by the IRS to reach as many people as possible for these important payments. We are releasing this state-by-state information so that state and local leaders and organizations can better understand the size of this population in their communities and assist them in claiming these important payments. (KGTV) — Wednesday, Imperial Beach city leaders unanimously approved a one-cent sale tax measure for the November ballot.The city says, if enacted, the measure would, "enable the City to prepare for medical or catastrophic emergencies including preparing local first responder services, updating emergency communication systems and maintaining rapid 911 emergency response capacity."The potential one-cent sales tax increase would also support restoring the city's long-term emergency funding that is being used to address the coronavirus pandemic."Even through these challenging times, the City must continue to address challenges with clean, safe neighborhoods and addressing homelessness to maintain Imperial Beach as a quality community to live, work and raise a family for all residents," said Assistant City Manager, Erika Cortez-Martinez.The measure includes accountability and transparency requirements, including public disclosure of spending and independent audits, the city says.If approved it would go into effect in the spring of 2021. 1079

(KGTV) — A new initiative between California and Mexico officials could pave the way for solving the persistent issue of sewage flowing from Tijuana to the U.S.The sewage comes as runoff from the Tijuana River or as flow from the Punta Bandera treatment plant, leading to beach closures in Imperial Beach and Coronado. On Friday, officials from California and Mexico met in Imperial Beach to launch the California-Mexico Strategic Dialogue. The inaugural issue is to find solutions to stop the sewage from flowing into the U.S."While other leaders may use the border as an opportunity to distract and divide, we want to use this as an opportunity to convene and advance," said State Assemblyman Todd Gloria, a Democrat. Officials are reporting progress. Tijuana Councilman Manny Rodriguez said he and others just requested 300 million pesos, or about million dollars, to improve processing tanks at Punta Bandera."We need to focus more on treatment, and if we get the money for that, I think this problem can be fixed," Rodriguez said. Imperial Beach Mayor Serge Dedina said the International Boundary and Water Commission is installing an Earthen Dam in the Tijuana River channel to stop any accidental flows during the dry time of year.
