SAN DIEGO (KGTV) -- San Diegans are feeling the effects of a winter storm moving through the county Thanksgiving weekend. The storm is expected to dump heavy rain along the coast and snow in the mountains.Heavy rain expected throughout San Diego CountyA flash flood watch was issued from late Tuesday night through Thursday evening. According to the National Weather Service, rainfall totals of two to three inches are possible, especially on coastal mountain slopes. Some areas could also see rainfall rates of half an inch per hour. "The threat for flash flooding is greatest in the mountains below 5,500 feet through Wednesday, below 4,500 to 5,000 feet for Wednesday night through Thursday, and on the lowest elevations of the mountains for Thursday evening," the agency said. Snow expected to impact travelA winter storm warning is in effect for the San Diego County mountains from 4 a.m. Wednesday through 10 p.m. Friday. The National Weather Service says snowfall accumulations of 3 to 6 inches are expected between 4,000 and 4,500 feet, 6 to 18 inches from 4,500 to 5,500 feet, and from 1 to 3 feet above 5,500 feet. Snowfall for lower elevations below 4,000 feet of 1 to 3 inches is also expected, mostly for late Thursday through Friday.Strong southwest winds of 50 to 70 miles per hour are also expected along ridges and desert slopes. SAN DIEGO (KGTV) — Residents may be seeing Uber delivery drones in San Diego's skies as soon as this year.Uber Elevate, Uber's drone and air transportation leg, announced this week during the Forbes’ 30 under 30 Summit that the company will begin testing Uber Eats delivery drones in summer 2020. The company added, though, that delivery service using partner drone operators could come in the coming months.A rendering of the Uber Eats drone shows six-rotors will allow the drone to take off and land vertically, with the ability to rotate to provide more lift and speed. The drone is designed to carry a meal for two people.Uber Elevate says the drone is designed to travel a total of 18 miles or 12 miles round-trip. The company says the drone is equipped to cruise below 400 feet and comply with existing regulations to operate the aircraft.The company estimates the drone can perform a delivery in eight minutes, including time to load and unload.The company says the design has passed the design review phase and is expected to fly before the end of the year. 1073

SAN DIEGO (KGTV) - Recent changes at the border are being felt as President Trump considers a total border shutdown to combat the immigration crisis. Customs and Border Protection officials announced the reduction of the commercial lanes at Otay Mesa from 10 lanes to 8 Tuesday. “4 to 5 hours,” said one driver who added another man in his fleet took more than 6 hours to make it across Wednesday. Companies say drivers are missing deadlines or just skipping the day altogether to avoid the delays. “They lose millions,” said driver Benjamin Alfaro on the already cumbersome process taking even longer, “so if they don’t do that in the normal time of course they lose money. It’s a lot of pressure on everybody.” The President is expected visit the Southwestern border on Friday. 788

SAN DIEGO (KGTV) - San Diego Fire-Rescue unveiled two new tools Wednesday that will help their dive team be faster and more efficient. "They move about 5 times faster than a diver can swim," Sergeant Rob Brown, with the SDFD Dive Team, said. The first hour during a search is crucial, he added. It could mean the difference between life or death. According to the website, DiveX, the scooters can go up to 600 feet underwater and can drive about 3 miles-per-hour. "It reduces our air consumption, allows us to stay under longer, as well as reduce diver fatigue, so we can get more reps in while we're conducting searches," Brown said.The team's had scooters since the 1990's but the new Piranhas are three generations ahead of what the team's been using, according to Brown.The need became apparent in August of 2018, when a 12-year-old girl fell off a boat in the San Vicente Reservoir. Her body was found days later.The team's request was answered by the San Diego Fire-Rescue Foundation. They donated two scooters to the team, costing about ,000 each."We cannot say enough how grateful we are for the support of the San Diego Fire-Rescue Foundation in getting this equipment to us," Brown said. The foundation is accepting donations to afford four more scooters here.Brown said the scooters are lightweight and they can buy the batteries at Home Depot, saying they're the same as those power tools use. 1415

SAN DIEGO (KGTV) - San Diego Metropolitan Transit System officials say ridership spiked in the first quarter of the 2020 fiscal year by more than a million trips compared to the same time last year.From July through September of 2019, 22,258,345 trips were taken on an MTS trolley or bus. In 2018, MTS saw 21,313,801 trips. It's a 4.4% rise from one year to the next."It's encouraging," says MTS Chair Nathan Fletcher.MTS officials say a heavy focus on investment over the past few years is starting to pay off. They recently completed a million plan to streamline services and add frequency to many bus routes. They also added the South Bay Rapid route from Otay Mesa to Downtown and expanded the Rapid Superloop service in the University City area."As we add those services where folks want them, as we squeeze every dime we can get out of our existing budget, as we make a full commitment to engage the community in what they want, people will use it," says Fletcher.The surge in riders helps MTS buck a nationwide trend where public transportation is on the decline.Even in San Diego, year-to-year numbers had been dropping for four straight years, since hitting a record high in 2015 (see chart above).Fletcher says it's a positive step as the city tries to meet strict climate goals that require a reduction in greenhouse gas emissions.Recently, SANDAG put out a plan to increase transit ridership to 10%. That sparked a debate over how much money should go towards transit vs. road construction.Fletcher says any money spent on transit also benefits drivers."Every person who chooses transit is one less car driving," he says. "The individual who says, 'I'm always gonna drive,' should support transit because that means less congestion. Less congestion means less toxic pollution and less greenhouse gas emissions. So it's a win for everybody whether you use transit or drive your car."To raise money for more expansion, MTS is looking into a ballot measure for the November 2020 election that would add a half-cent sales tax. 2046
