Some neighbors who live along Seacoast Drive tried to put out sandbags earlier in the week. It wasn’t enough to stop water from reaching inside homes. “I’ve talked to someone they've lived here 30 years they say this is the worst they've seen,” a neighbor told 10News. Many residents are concerned about the bacteria lingering in the ocean after recent sewage spills, and now draining into their homes. RELATED: Sandbags available in San Diego CountyMark Merrifield from the Scripps Institute of Oceanography is studying the combination of waves and tides that lead to these flooding events. “We have sensors out in the water measuring offshore waves, waves as they come to the shore and the flood as it happens around the street here,” said Merrifield. Imperial Beach crews are removing sand from the roadway so they can get to the clogged storm drain and start relieving some of the flooding.FEMA flood maps for the Imperial Beach area indicate the southern end of the street is designated as a floodway. Immigration and Customs Enforcement agents have released more people seeking asylum in the United States from custody, citing a shortage in space.The release comes as thousands of people fleeing violence in Central America as part of a migrant caravan are beginning to arrive in Tijuana, hoping to enter the U.S. and claim asylum here.Earlier this year, federal officials released several hundred families to relatives, church groups or other organizations due to statutory limitations on how long people can be held in custody."These people, they don't speak English they don't have any money, and they are in another country and they don't have a cell phone to call their relatives," said Magdalena Shwartz, who works with churches and ICE to help find places to stay until relatives can pick up those the government releases.For families detained by immigration authorities, under a settlement agreement and subsequent decision, unaccompanied children or families can only be held in custody for 20 days before being released while their cases work their way through immigration courts.Pastors at a church in Mesa said they recently received a call from ICE asking if the church could help at least one hundred people, who were dropped off Tuesday. Others were given a bus ticket and dropped off at a bus station in Phoenix."They don't have another option," Shwartz said. HOWARD COUNTY, Indiana — A Howard County sheriff's deputy in Indiana caught more than just the road ahead of his cruiser with his dash camera late Wednesday.According to the sheriff's department, Cpl. In a security policy that has been implemented in many stadiums and arenas around the country, large bags will soon be banned inside Cinemark's movie theaters, the company has announced. The ban will go into effect on Thursday at all of its theaters. Cinemark is the parent company of chains such as Rave Motion Pictures, Century Theatres, CineArts and Tinseltown. Bags larger than 12 inches by 12 inches by 6 inches will not be permitted. Exceptions may be made for medical equipment and diaper bags. Cinemark said there will not be anywhere to check bags. The chain also said that the company reserves the right to inspect all bags entering its theaters. A Century Theatre, which is owned by Cinemark, was the scene of a mass shooting in July 2012, when 12 were killed and 58 were wounded by a gunman. Survivors and families of the victims sued Cinemark claiming the company did not take adequate safety and security precaution.
