SAN DIEGO (KGTV) - San Diego County is taking another jab at tackling the housing crisis. In a press conference Wednesday, Supervisor Dianne Jacob revealed a set of pre-approved plans to build granny flats throughout the county. Homeowners can choose between plans for a 600 or 1,200 square foot designs. The program can help homeowners save up to ,000 in design and permit fees. Tom Tanner recently built a granny flat on his home in Lakeside. "I was looking for that additional income to offset the cost of everything," said Tanner. "If it’s doable, yea, do it it all comes down to the numbers, how much they can afford what they’re going to get back."The county is currently working on developing four other designs for homeowners to choose from. SAN DIEGO (KGTV) - San Diego County homebuyers could be gaining an upper hand in negotiations as the region's housing market slows.A new report from real-estate tracker CoreLogic says 2,936 homes changed hands in San Diego County in November, an 11 percent drop from November 2017. Meanwhile, the rate of home-price appreciation slowed to 4.6 percent year-over-year. The median home price was 5,000 in November."It's a good time to get in there," said Mark Goldman, a San Diego loan officer with C-2 Financial. "There's more selection of homes to purchase, and there's probably sellers who are more willing to consider offers maybe a little bit below their list price, and so forth."CoreLogic says Southern California as a whole has seen its biggest sales drop in three years. The company says higher interest rates and the volatile stock market could be contributing to buyer pullback. The average rate for a 30-year-fixed is now 4.55 percent, up about a half percent from a year ago. Goldman said qualifying families, even with a few percent cash down, should be able to get an offer accepted in this market."Be cautious, make an offer at a good price, work with a professional realtor who can guide you to a reasonable price, but if you're going to be in that house five years or so, I think you'll be happy," Goldman said.Goldman said the market is coasting at a rate of appreciation that is more sustainable. He said the 6 to 8 percent annual price growth could not last with wages not growing nearly as fast, he said. Gavin Newsom said during a news conference that the county could be dropped from the list by Tuesday.Sunday, Aug. 16, was the fifth consecutive day San Diego County reported fewer than 100 positive coronavirus tests.State and county officials have said counties would be removed from the monitoring list if rates remain below 100 positive cases per 100,000 people for three straight days.Of the state's 58 counties, 42 remain on that list; five counties were added, with Santa Cruz County falling off Aug. 14."This is a dynamic list. People come on, people come off, the numbers shift every single week," Newsom said Monday. "I anticipate this week the numbers to shift again and it looks like, all things being equal and the latest reporting period -- 24-hour reporting period, which we will have later this evening -- it's very likely San Diego will join the list of those counties removed. SAN DIEGO (KGTV) -- San Diego County Fire is offering some residents key safe boxes that allow first responders to gain access to homes in emergency situations, County News Center reports.The boxes, called KnoxBoxes, are installed on or near the front door and can only be opened by local firefighters responding to life-threatening emergencies, the county says.County Supervisor Dianne Jacob says the program fulfills an urgent need.“For older folks with chronic health conditions or in need of help with basic activities, KnoxBoxes can be a lifesaver,” said Jacob. “These devices can also provide some peace of mind in a region where wildfire is a year-round threat.”County Fire received a federal grant to help purchase 200 boxes. The county plans to loan the boxes to residents in rural communities.So far, the county says it has received 70 applications.
