A military helicopter carrying officials surveying earthquake damage crashed Friday night in the southeastern Mexican state of Oaxaca, killing at least 13 people, Mexican officials said.Twelve people died at the site of the crash in Santiago Jamiltepec, while another person died in the hospital, the state attorney general's office said. Three of the dead were children, the office said. Fifteen others were injured.It is unclear how many of the victims were on the helicopter and how many were on the ground.Mexican Interior Minister Alfonso Navarrete Prida and Oaxaca's governor, Alejandro Murat, were flying near the quake's epicenter to evaluate damage when the helicopter crashed. Both men survived and only suffered "slight concussions," the Interior Ministry tweeted. A new report from the Government Accountability Office released Thursday criticizes the federal government for sending out .4 billion in stimulus payments to dead people.The independent watchdog report says the Treasury and IRS sent almost 1.1 million payments totaling nearly .4 billion to deceased individuals around the country.“IRS announced that if a payment was issued to a deceased or incarcerated individual, the total amount should be returned,” read the report. “However, the IRS does not currently plan to take additional steps to notify ineligible recipients on how to return payments.”The GAO is an independent investigative agency that reports its findings to CongressThe agency found that the IRS failed to access death records maintained by the Social Security Administration before sending out the payments.“Typically, IRS uses third-party data, such as the death records maintained by the SSA to detect and prevent erroneous and fraudulent tax refund claims,” read the report. “However, Treasury and IRS did not use the death records to stop payments to deceased individuals for the first three batches of payments because of the legal interpretation under which IRS was operating.”J. Tilden, who lives near Indianapolis, was surprised when he got a ,200 paper check in the mail for his mother, Lillian. Lillian’s death certificate shows she died on Jan. 12, 2018 at the age of 73."So I was surprised and immediately thought about how this was potentially something that was a fraud," Tilden said. "I just thought this is crazy. A New York judge dismissed count 6 of Harvey Weinstein's criminal indictment Thursday, which was a criminal sexual act in the first degree.The count stems from charges brought forth against the disgraced movie producer in May by Manhattan District Attorney's Office.A source familiar with the investigation told CNN at the time that the criminal sex act charge was from a case involving aspiring actress Lucia Evans, who alleged Weinstein forced her to perform oral sex on him in his Tribeca office in 2004. She first spoke out about the alleged incident to Ronan Farrow in the New Yorker last fall.Carrie Goldberg, an attorney for Evans, spoke to reporters outside the court in lower Manhattan following the dismissal, and said the prosecution "jumped ship" and "ultimately she was caught between the middle of a feud between the NYPD and the DA's office."Goldberg added that despite District Attorney Cy Vance not opposing a motion to dismiss the charges against Weinstein, her client's claims remain and this "does speak to a system desperate in need of reform.""People always ask why don't sexual assault survivors come forward, this is why. Today is why," Goldberg said. A wallet-sized card with a picture of a young girl in West Michigan on the front may not mean much, but once flipped over the card’s intent is revealed.It asks people to pay it forward.“When we see the cards, we’re sad, but we’re happy because people look at the card and see our daughter,” said Cindi Rasmussen.Cindi and her husband, Mark, are the parents of the girl on the card.Her name is Molly.The parents describe the 16-year-old Forest Hills East student as fun-loving, social, and always on the go.“My favorite line of mine was, ‘When you finish what you’re doing, can you take me to Starbucks? Or can you take me to the gas station to get candy?’” Mark remembered.But this past June, everything stopped for the family.Molly died while swimming with a friend at Lake Bella Vista in Cannon Township. According to her parents, Molly was an epileptic and had a seizure in the water.“There’s not a day or a second that I don’t think about her,” said Mark.“That whole night was awful,” said Cindi.However, in the midst of their grief came Molly’s Cards, which encourage people to perform a small task, like opening a door or paying for coffee, in honor of the Grand Rapids native.Cindi says one of her former co-workers created Molly's Cards after Cindi asked people to pay it forward in lieu of sending more flowers to their family.The family estimates more than 1,000 Molly’s Cards have been distributed already.
