SAN DIEGO (KGTV) - One of San Diego's most iconic buildings is getting an upgrade for the city's 250th-anniversary celebration.The Junipero Serra Museum will have 0,000 worth of renovations done this summer. The work will focus mainly on the exterior, repairing cracked and deteriorating stucco on the walls and adding a fresh coat of paint."We needed to move forward and return this building to the way it looked in 1929 because it is an important icon to the San Diego Region," says San Diego History Center CEO Bill Lawrence."It will gleam just like it did in 1929 when 40,000 people came to this spot for the dedication."The museum was established 90 years ago on the spot believed to be where Junipero Serra set up Mission San Diego, the first European settlement in California, in 1769. Archaeological research now shows the museum is about 100 yards away from the original site.It's been more than a decade since any structural work was done on the building. New roof tiles were added in 2008.The History Center raised 0,000 from the board and other donors to get work started on the West side of the building. They're hoping the City and County can help them fund the remaining 0,000 to complete work on the East side and the North Tower.In addition to the exterior work, the museum will unveil a new welcoming exhibit. That's been in the works for about seven years and has cost million."If you think about 1769 to 2019, it's 250 years. That seems like a long time," says Museum Collections and Education Vice President Dr. Tina Zarpour. "But humans have been living here for 12,000 years."The new exhibit will feature the stories of the Kumeyaay Nation and their contributions to San Diego before Serra arrived. Zarpour says it's essential to include that story to get the full breadth of San Diego History."This is a very layered, complex site," she says. "It means different things to different people. So we want to bring all of that to light.""Understanding all of the aspects, the good history, the bad history, is part of the process of bringing to light the complexity, the richness and what we as a community need to understand," says Lawrence.Part of the restoration also includes building a fourth flag pole on the grounds. That will hold the flag of the Kumeyaay Nation.The first phase of the work will be done by July 16th, the day recognized as the actual 250th anniversary. SAN DIEGO (KGTV) — Outrageously high electric bills are landing in inboxes across San Diego County, some nearing ,000.And it's not just the sweltering San Diego summer leading to the increases."I was wondering exactly what's going on and wondering if there was an issue," said Matt Berlin, a Point Loma resident who got a 0 electric bill this month from San Diego Gas and Electric. "I mean we do run our A/C but my bill's never been this high."RELATED: Homeowner saves thousands by making his home more energy-efficientThe higher electric bills are another challenge as county residents from Point Loma to Poway struggle with the region's increasingly high cost of living."I'm at a loss," said Jeff Tarzia, of Poway, who got a 7 electric bill. "I don't know what we're doing different from year to year."It's not just the near-record heat that is causing the increases due to higher air-conditioning use. SDG&E spokesperson Wes Jones said the utility instituted a state-mandated third usage tier for its highest users. Plus, rates have gone up in the last 12 months, some as high as 28.5 percent.RELATED: Buyers, renters willing to pay more for homes with air conditioning"While there is frustration over somebody's bill right now, there are choices to look at in terms of 'hey, is this the right plan? Am I even on the right plan, what can I do?" Jones said.Jones said San Diegans can switch for free to a Time of Use plan, where energy is most expensive from 4 p.m. to 9 p.m. Then, they can plan ahead by setting the A/C lower before 4 p.m., turning it up when that time hits."You're going to experience some savings right there because your A/C is not running as hard from 4 to 9 but you're still using all that cooling you had during the day," he said.Jones said SDG&E is continuing to move all of its customers to the Time of Use plan. Each should transition by next year.He added that the utility will refund customers the difference if they end up paying more under Time of Use than the previous arrangement, for the first year. 2064

SAN DIEGO (KGTV) - New plans for a development in the Bay Park neighborhood are aimed at providing "transit-oriented" homes amid the region's housing crunch.Protea Properties has plans for the 3.5-acre lot right off Interstate 5, between Clairemont Drive and Morena Boulevard. The site is located across from the future Blue Line Trolley Station.The development director of the project confirms the development includes 156 apartments and 40,000-square-feet of retail and restaurant spaces. Some community members are concerned with the current plans and tell 10News they hope their concerns will be heard and changes will be made. "We're trying to back the city off from slamming us with density and trying to get a project that meets everybody's needs," local James Lamattery said.Lamattery says the community is fighting for more affordable housing units and lower building heights. Right now, the plans call for two, four-story buildings and 16 apartment units for affordable housing. The city is reviewing plans before they vote on required permits. SAN DIEGO (KGTV) — One young man was named the newest recruit of the San Diego Police Department Wednesday.SDPD's newest officer, five-year-old Liam, was sworn in by Chief David Nisleit as part of a ceremony hosted by the department and Make-A-Wish San Diego.Liam, who was born with a congenital heart defect, began his first day on the beat soon after his ceremony. He and his partner received a call to help capture a bank robber. Bank of America also partnered with Make-A-Wish to offer up a location for a bank robbery and arrest scene, where the two cops took in the suspect.Liam and his partner then returned to police headquarters to interview the suspect.The Make-A-Wish event was held just one day before the department celebrates its 130th anniversary. 770

SAN DIEGO (KGTV) -- Neighbors in Ocean Beach and Point Loma are hoping new surveillance video will help arson investigators find whomever is responsible for a series of fires over the weekend. The video was taken from a yard near one of the fires. It shows a man walking in and out of frame then moments later, neighbors say, another fire stared. The fires all happened early Saturday morning within hours and just miles of each other. Arson investigators are calling the fires suspicious , all of them started in people's backyards. San Diego Police tell 10News they're still working to find out if the fires are related and also looking at the surveillance video to find out if the man in the video is a suspect. Detectives ask that anyone else with video, turn it over to the department. 799
