Election officials in Georgia are expected to release a report that details the results of a hand recount of the 2020 presidential election on Thursday, a report that's expected to confirm President-elect Joe Biden narrowly defeated President Donald Trump in the state.The recount — which was prompted by a state law and is not connected to any suspected fraud — was ordered last week by Georgia Sec. of State Brad Raffensperger.Counties were required to report the results of their hand recount by 11:59 p.m. ET on Wednesday night. The Associated Press reports that Gabriel Sterling, the voting system implementation manager in the state, said he expects a report on the recount to be released by mid-day Thursday.Georgia is the final state that The Associated Press has not yet called for either candidate.Prior to the recount, Biden held a lead of about 14,000 votes statewide. While a handful of counties have reported that the hand recount found a few Trump votes that had not been counted, the new tally is only expected to shift the vote count by a few hundred votes.On Wednesday, DeKalb County CEO Michael Thurmond directly disputed an allegation of a "vote error" levied by State Republican party chairman David Shafer. While Shafer alleged that the error affected the count by more than 9,000 votes, Thurmond called the claim "unsubstantiated." Even in the unlikely event that Georgia would swing to Trump, Biden would still have the 270 electoral college votes needed to claim the presidency. 1511

FBI Director Chris Wray told senators Wednesday that the FBI's investigation into Christine Blasey Ford's sexual assault allegation against Supreme Court Justice Brett Kavanaugh was "limited in scope" and thus "consistent with the standard process."Ford accused Kavanaugh of sexually assaulting her at a house party when the two were in high school. Both Ford and Kavanaugh testified before the Senate Judiciary Committee last month, prompting the weeklong FBI investigation and hundreds to protest on Capitol Hill. The Senate reviewed the FBI's findings after they were sent it last Thursday and confirmed Kavanaugh by a 50-48 vote Saturday afternoon. Kavanaugh has denied all allegations against him.During a Senate Judiciary Committee hearing Wednesday, California Democrat Sen. Kamala Harris asked Wray if the FBI was given full discretion over the investigation or whether it was limited by directions from the White House."Unlike most investigations like the sort that you and I and (Democratic Sen. Doug Jones of Alabama) have all been familiar with -- traditional criminal investigations, national security investigations -- a background investigation is very different," Wray replied. Experts warned that a drop in air pollution from COVID-19 lockdowns would eventually come back as cars returned to the roads and businesses opened up. A study looking at air quality during the pandemic finds while the visible smog may have lifted in some areas, the air pollutants never really went away."It has been assumed that fewer cars on the road might have led to a decline in the level of air pollution outdoors and, in turn, reduce the number of cases of ill health linked to this pollution. However, our study -- contrary to research from places such as Wuhan in China, and Milan -- found no evidence of fine particulate air pollution declining in Scotland because of lockdown,” stated Dr. Ruaraidh Dobson, who led the study at the University of Stirling.Dr. Dobson and his group looked at the amount of fine particulate air pollution (referred to as PM2.5) in the first month of lockdown restrictions in Scotland. There was a 65 percent reduction in the number of vehicles on the roads, however there was little change in the levels of particulates.Looking at particles in the air between mid-March and mi-April of this year, then comparing that data to the same time period over the last few years, the researchers found little change in the amount of air pollution. They did notice a drop in nitrogen dioxide in 2020 samples, a compound specifically linked to car emissions.The team suggests traffic is not a key contributor to outdoor air pollution, and people may possibly be at greater risk of air pollution in their own homes from smoking and cooking appliances in small, enclosed, and poorly ventilated homes.“This could increase adverse health effects overall and also health inequalities – lower income people are more likely to smoke and to smoke indoors, and are likely to have smaller homes leading to higher PM2.5 concentrations from individual sources, due to smaller room volumes,” the study notes.The researchers express concern that if the severity of COVID-19 is related to air pollution exposure and respiratory issues, increased exposure to all sources of air pollution could increase the risk of serious complications from the disease. 2175

ENCINITAS, Calif. (KGTV) - Police are investigating an elaborate phone scam that cost an Encinitas woman ,400.Lauren Kennedy says she was driving to work Wednesday morning when she received a phone call around 8:30 a.m. She says she had just gotten off the phone with her mother when all of a sudden she was calling her back.But when she answered, it wasn’t her mother’s voice.“It was a man’s voice telling me he had abducted my mother and he was going to kill her if I didn't do exactly as he told me,” Kennedy said.Kennedy said it became so real when she heard her mother’s voice on the other line.“At that point, that’s when I knew it was real," she said. "I heard her in the background, and I thought for sure that they had taken her.”The man on the other line directed her to go to the nearest grocery store and put money into Money Pak cards. Then they demanded the card numbers over the phone and ordered her to destroy the cards afterward.They told her to cut up the cards and email them photo evidence that they had been destroyed.“At that time he hung up and never called me back,” she explained. “So within a minute or two, I called my mom’s phone and at that time, she answered.”That’s when Kennedy’s realized she had fallen victim to an elaborate phone scam.The Sheriff’s Department says the scammers used a “spoofing device” to make it look like the phone was made from her mother’s phone number.The scammers also called Kennedy’s’ mother in the middle of the fake ransom call. They got her worked up by saying they had her daughter.“They just wanted her to be scared and sound scared. All I heard was her saying my name. I still can't believe it," Kennedy said. “I think their whole intention with calling her was to have her voice in the background while they were asking me to do whatever they wanted me to do." Kennedy says she not sure how the scammers got her information or her mother’s. She says she is always careful with her information and weary of scams.“I don't answer phone calls I don't recognize,” she said. “I don't answer blocked numbers. I let people leave voicemails to determine if it’s legit or not. I feel like the public needs to know about this (scam) because if I can fall for this, anybody can fall for this.”In an email, to 10News the Sheriff’s Department says people should hang up when they get phone calls like this and should immediately call law enforcement.Kennedy says that's what her mother did when she go the call, but for her  - it’s easier said than done.“This was life or death," she said. (KGTV)- While many business owners were forced to make the painful decision to shut down during the pandemic, some still took the risk of opening for the first time.Samantha and Weston Nawrocki weren’t going to let the COVID-19 pandemic stop their goal of opening a new café locally.“For coffee, the great thing is most people treat it even non-pandemic as a to go item,” said Weston Nawrocki.The couple has a coffee shop and roasting location in Rancho Bernardo, but their new business is up and running in their own city, Escondido, just six blocks away from their home.Manzanita Roasting Company opened Friday inside The Grand, which is home to the historic Ritz Theater, now newly renovated.“I’ve been a resident since I was a kid,” said Samantha Nawrocki. “I always drove by and said ‘I wish something would go in there’ and now we’re in there.”The City of Escondido shut down a couple of lanes on Grand Avenue and helped businesses transition to provide outdoor services under the current COVID-19 restrictions.Now, more new businesses are opening on busy Grand Avenue.“We have Daydream, which is a lovely gift store, we also have Off The Grid Surplus, let’s say you’re an off-road enthusiast of the jeep crowd, that’s definitely going to be your place,” said Amber Tarrac, the Deputy Director of Economic Development for the City of Escondido. “We also have Good Omen Mead, a meadery which is amazing stuff to try.”Tony Pepperoni Pizzeria and Barrel republic are currently still under construction, but Tarrac said they should be opening on Grand Avenue sometime soon, although a specific date is not clear.“We’re really excited about them, they’ve been under construction for a while,” she said.Tarrac said it’s not just Grand Avenue doing well with new businesses; from March 1st through November 23rd, Tarrac said hundreds of new businesses opened across the city.“We’ve had 696 new businesses; these are new permanent, in city businesses,” she said. “The bulk of those businesses are actually home occupations, so we’ve had quite a few folks that have decided to become entrepreneurs and start different businesses out of their home. We also had a number of retailers and restaurants open up.”The Nawrocki’s say they were able to hire ten new employees right before the holidays.
