SAN DIEGO (CNS) - High school seniors who are deported before finishing their studies would be eligible for diplomas under a bill introduced today by Assemblywoman Lorena Gonzalez Fletcher of San Diego.Democrats introduced the bill as Congress remained at an impasse on a deal to protect so-called dreamers from deportation. Dreamers, those brought to the U.S. illegally at a young age and who are covered by the Deferred Action for Childhood Arrivals (DACA) program, have temporary authorization to remain in the country.That permission is set to expire on March 5 unless Congress passes a bill or President Donald Trump reverses his decision to end the program.Related: Dreamers art exhibit activism in Barrio Logan  "These are kids who are being ripped out of school against their will and then sent to countries where they have to restart their lives," Gonzalez Fletcher said. SAN DIEGO (CNS) - An ex-con accused of abducting and sexually assaulting a woman in two separate locations before letting her out of his truck in Logan Heights pleaded not guilty today to felony charges, including rape and sexual penetration by force.Phillip Terrel McLeod, 47, who has a criminal record that includes a similar kidnapping case from 2002, faces 160 years to life in prison if convicted, said Deputy District Attorney Patrick Espinoza, McLeod was ordered held on million bail.The prosecutor said the 27-year-old alleged victim in the current case was initially attacked on Delta Street near Balboa Elementary School about 11:30 p.m. on Dec. 20.Espinoza alleged that McLeod pulled up and threatened to use a Taser on the woman, then forced her into his white pickup truck and drove her to an area near 39th Street and Broadway in Mount Hope, where she was sexually assaulted.The prosecutor said the victim fought back and McLeod drove her to Logan Heights, where he allegedly tried to rape her again. The victim pleaded with McLeod to let her go, and he did so near 32nd Street and National Avenue, Espinoza said.McLeod -- who is also charged with kidnapping for rape, attempted rape, assault with intent to commit rape, assault by means likely to produce great bodily injury and a misdemeanor count of resisting an officer -- was arrested Dec. 29.He will be back in court Jan. 15 for a readiness conference and the following day for a preliminary hearing. 1481

Gavin Newsom announced Friday that the city of San Diego is one of four cities in the state that will receive 0,000 in state funding to support residents affected by power shutoffs due to the threat of wildfires.While visiting Sonoma County emergency responders, local officials and residents affected by the Kincade Fire, Newsom announced the establishment of the Local Government Public Safety Power Shutoffs Resiliency Program, which will provide funding to local governments to maintain power service to high- risk areas affected by power shutoffs.San Diego, Los Angeles, San Jose and Oakland will each receive 0,000 in state funding through the program and all 58 counties in the state will receive at least 0,000 each. An additional million will be made available through a competitive grant process for incorporated areas of the state and .5 million will be available for tribal governments.The state included million in one-time funding in the state's 2019 budget to maintain public safety and limit the effects of power shutoffs by companies like San Diego Gas & Electric and Pacific Gas & Electric. Half of that funding will go to local governments and half will fund state agencies and departments to continue providing public services in the state."We must do everything we can to support Californians, especially those most vulnerable to these events," Newsom said. SAN DIEGO (CNS) - A man accosted a woman in the Fairmount Village neighborhood early Sunday and took off with her 2003 Toyota Celica, police said.He intercepted the 30-something woman in the 3800 block of 47th Street at 3:35 a.m., as she was heading to her car."The suspect pushed her to the ground and demanded her car keys," said San Diego Police Department officer Tony Martinez. "The victim complied, and the suspect fled in the victim's vehicle."Police said the vehicle's license plate is 6TQG479. The car has a rear spoiler, Martinez said.The suspect is described as a Hispanic male, about 6 feet tall with an average build. SAN DIEGO (CNS) - Former San Diego City Councilman and Reform California Chairman Carl DeMaio announced his intent Monday to enter the race for the only Republican-held congressional seat in San Diego County. In a statement announcing his candidacy for the 50th Congressional District seat, DeMaio framed the decision to run as one of ``fight or flight.'' He also lambasted the state's Democratic dominance, arguing the state has shifted to the left in an untenable way. ``Too many Californians are fleeing our state because of the extreme socialist agenda being imposed on us by Democrat politicians, but I refuse to flee: I choose to stand and fight,'' DeMaio said. ``In California, voters have mostly only been given two choices: socialists or ineffective cowards.'' The 50th District seat is currently represented by Rep. Duncan Hunter, R-Alpine, who was indicted last August, along with his wife, on five dozen criminal charges, including conspiracy, wire fraud and record falsification, for allegedly misusing campaign funds. Margaret Hunter has since pleaded guilty to conspiracy and is cooperating with prosecutors. Her husband maintains his innocence. Hunter won a sixth term last November, defeating Democratic candidate Ammar Campa-Najjar with 51.7% of the vote. The path to a seventh term appears more fraught for Hunter, whose trial is slated to begin Sept. 10 in federal court. With rumors of a possible resignation swirling, a cluster of Republican politicians have announced plans to run for the seat in the event Hunter foregoes a run or cannot legally run in 2020. El Cajon Mayor Bill Wells, Temecula Mayor Matt Rahn, former Escondido Mayor Sam Abed and former U.S. Navy SEAL Larry Wilske have all joined the race as Republicans. Former Rep. Darrell Issa, who declined a re-election run in the 49th District in 2018, could also join the race.
