BORREGO SPRINGS (CNS) - San Diego Gas & Electric will use a .5 million federal grant to upgrade the Borrego Springs microgrid with new technology so it can operate on completely clean energy, the utility announced Friday.The grant, from the U.S. Department of Energy's Solar Energy Technologies Office, will provide funds to purchase smart power inverters, controls and an energy management system. The new devices will improve energy reliability, stabilize the microgrid and help it become 100% renewable.A microgrid is a mini power grid and may include a power source like solar energy, an energy storage component and controls and switches that allow it to operate independent of or parallel to the larger grid. The Borrego Springs microgrid is the first such utility-owned grid in the nation."This grant award comes at a pivotal time for our customers, our company and the next evolution of microgrid technology," said Will Speer, vice president of electric engineering and construction for SDG&E. "Microgrids are one of the tools to enhance community resiliency and maintain energy service during emergencies. With the smart grid technology that we will incorporate into the microgrid, we are confident that this facility can become a model for future clean energy microgrids."The Borrego Springs microgrid began operations in 2013 after SDG&E saw an opportunity to improve energy resiliency for the approximately 2,800 people in Borrego Springs -- a remote desert town subject to extreme heat and monsoonal weather. Until then, the town relied on a single transmission line and distribution circuit for its power. The microgrid is connected to a local 26-megawatt solar field -- owned by a third party -- two battery storage systems, two generators and an ultracapacitor to keep power flowing to the town during emergencies and planned outages on the larger grid."This is great news for Borrego Springs, especially during emergencies like severe weather," said County Supervisor Jim Desmond. "It's important for San Diego County that we continue to move towards a healthier and more sustainable future."Due to unstable voltage conditions and solar energy output fluctuations, it is challenging to operate the microgrid using 100% clean energy. The new inverter, controls and energy management system will help address these challenges and transition the microgrid to a true 100% clean energy facility.SDG&E operates two microgrids -- including the Borrego Springs location -- within San Diego and southern Orange counties. BLOOMINGTON, Minn. (AP) — The FBI is investigating after a piece of rope resembling a noose was found in a Black firefighter's locker in the Minneapolis suburb of Bloomington. An FBI spokesman confirmed Saturday the bureau is investigating and said that the case is in its initial stages. Bloomington officials had asked the FBI to investigate. Officials say that the rope was tied into what appears to be a crude noose and was discovered at a Bloomington fire station on June 15. The discovery was reported to Fire Department leaders eight days later, on Tuesday. The fire chief says such acts that “embody hate, intimidation, and aggression will not be tolerated.” Mayor Tim Busse says he's “disgusted, angry, and embarrassed by this cowardly act.” 758

Beginning Tuesday, anyone traveling to Hawaii must fill out a "Safe Travels" application, the Hawaiian government announced.In a news release, the government said the health information the travelers provide on the application would be a way for them to protect the health of their residents and visitors during the coronavirus pandemic.The new screening process will also include temperature checks upon arrival and secondary screening for anyone with symptoms or temperatures of 100.4℉ or higher."I am pleased to launch this digital app, which will allow our travelers to provide their required health and travel information before they arrive at the airport," said Gov. David Ige in the press release. "It will also help us keep in contact with those who are required to be in quarantine. This is an important step in preparing to reopen our economy."Currently, the government has visitors fill out two different forms: one for inter-island and trans-pacific travel."This [new] platform provides a one-stop-shop for both types of travelers," the government said.The way it works is that travelers will enter their information and travel plans 24 hours before their flight. They'll then receive a QR code via email, which they will scan at the airport upon arrival.Gov. Better known as “Hollywood,” William Difonzo, Jr. was accused of punching and killing a man at a bar in Lake Worth, Florida in February 2017.Prosecutors announced Friday they have dropped the manslaughter charge against Difonzo, 27, citing lack of evidence, in the wake of him claiming “Stand Your Ground.”Palm Beach County Sheriff’s Office deputies arrested Difonzo on June 26, claiming he fatally punched Sebastian Paz in the face at the suburban Lake Worth bar. Deputies say the altercation began when one of Paz’s friends tried saying hello to Difonzo in the parking lot of the bar, but Difonzo was upset and told the man to go away. A woman told the man to go inside because “Difonzo tends to be problematic,” the report states. The man went inside the bar, but shortly thereafter went back outside to smoke. Difonzo moved towards the man in the parking lot, clenching his fist. Paz jumped in between the two, looking to stop a potential fight.A second witness told investigators Paz “had his arms crossed invading Difonzo’s personal space” as an argument broke out between the men.Difonzo punched Paz hard in the face, according to the arrest report. Paz fell straight back onto the asphalt in the parking lock, hitting his head on a concrete parking stop. He immediately started bleeding from his mouth and nose.Difonzo left the scene right away, according to a detective’s notes.“Paz didn’t deserve to die,” a woman who witnessed the punch told investigators.Paz was declared deceased the next morning in the hospital. The Palm Beach County Medical Examiner’s office determined Paz’s cause of death was blunt force trauma and ruled the manner of death as a homicide. Four months later, Difonzo was booked into the Palm Beach County Jail.Difonzo’s attorney Steven Bell said those witness’ stories changed once people were called into deposition. “All eyewitnesses have testified that they either did not see how the fight began or that Mr. Paz was the initial aggressor and [Difonzo] acted in self-defense,” Bell said.That’s why Bell says in December he filed a motion to dismiss the manslaughter charge against Difonzo based on statutory immunity, better known as the “Stand Your Ground” defense.In the motion, Bell cited a change in Florida law in June 2017 that shifts the burden of proof from the defense to the state. “It is now the state’s burden to show by clear and convincing evidence that [Difonzo] did not act in self-defense,” Bell wrote.  A hearing on the stand your ground defense was scheduled for March 26.Just days before, prosecutors announced they would no longer prosecute Difonzo on the manslaughter charge on Friday. Prosecutors said in court documents that “although there was probable cause to make an arrest, the evidence cannot prove all legally required elements of the crime alleged and is insufficient to support a criminal prosecution.”“It was dismissed because he stood his ground, he defended himself,” Bell told WPTV. “He was essentially cornered outside of a bar”But, he remains behind bars at the Palm Beach County Jail. Court records show Difonzo pleaded guilty to driving with a suspended license in a crash that killed one of his passengers in Jan. 2013. He was sentenced to three years in prison and two years probation, which was scheduled to end on May 3. His license was suspended in 2011 for driving under the influence, records state. In addition to the manslaughter charge, Difonzo was charged with violating his probation for getting arrested. He was also charged with testing positive for drugs and not reporting to his probation officer from Jan. 2017 until the time of his arrest in June.Several court documents report Difonzo as a known gang member. On Monday, Difonzo pleaded guilty to violating his probation by testing positive for drugs and absconding from justice. The violation charge for his manslaughter arrest was dropped.He was sentenced to five years in prison, with credit for three and a half years he has already spent behind bars. Bell had asked the judge to sentence him to time served.“I respect the judge’s decision, but it’s not what he wanted,” Bell said.Bell said he was relieved for Difonzo and Difonzo’s family when he learned the state had dropped the manslaughter charge.“He was innocent so he was properly nolle prossed and dismissed.” Bell said Difonzo would have claimed “Stand Your Ground” even under the original rules of the law.Difonzo could have faced 15 years in prison if convicted of manslaughter, according to Bell.Former Palm Beach Gardens police officer Nouman Raja has also filed a "Stand Your Ground" motion to dismiss the manslaughter and attempted murder charges against him in the death of Corey Jones.
