VISTA (CNS) - A man is in custody for an alleged hit-and-run accident that caused a fatality, a California Highway Patrol official said today.Authorities arrested David Palafox, 29 of Vista and booked him into the Vista Detention Facility on suspicion of felony manslaughter, driving under the influence, and hit-and-run, said Mark Latulippe, CHP public information officer.Related: Interstate 5 hit and run deathAccording to the CHP, at 8:14 p.m. Friday, Palafox was driving his white GMC Sierra truck eastbound at a high rate of speed on Palmyra Drive, approaching Estrelita Drive.A 51-year-old man was walking across Estrelita Drive near the intersection when Palafox turned his vehicle right and hit him, Latulippe said.Related: Retrial for San Ysidro hit-and-run suspectLatulippe said Palafox didn't stop and fled the scene. WASHINGTON — President Donald Trump is going to keep people in suspense about how he'll respond to the election. The Republican president is refusing to publicly commit to accepting the results in November. Trump made a similar threat weeks before the 2016 vote. Trump told Chris Wallace on Fox News Channel this weekend it's too early to make such an ironclad guarantee and scoffed at polls showing him lagging behind Democrat Joe Biden. (KGTV) - President Trump's endorsement Thursday to raise the minimum purchase age for assault rifles from 18 to 21 is sparking local debate.Christa Farmer, 19, has been cleaning and taking care of guns since she was 11.  Farmer bought an AR-15 when she was 18, which she uses for shooting competitions.  It's a gun Farmer is comfortable with, and she says the purchase age should stay at 18."At 18, I knew how to properly disassemble, assemble, clean, and the proper safety rules," said Farmer.Anti-gun-violence advocates like Ron Marcus want such rifles banned nationwide, but say raising the purchase age is a good step.    "The maturity range between 18 and 21, there's a lot of room for growth.  To allow that maturation process before they buy a gun is a good idea," said Marcus, Director of Public Outreach for San Diegans for Gun Violence Prevention.Farmer counters with a different maturity argument.  She says she was 'mature enough' to enlist in the Army Reserve several years ago. "If we're old enough to enlist and carry these weapons, I believe we are mature and responsible enough to own them in our personal lives as well," said Farmer.Others say the two situations are different when it comes to owning AR-15s."In the military, you are subject to extreme discipline and oversight ... When they are off duty, a different story ... and they should be subject to civilian rules," said Marcus.Farmer doesn't agree with the reasoning because of the quality of the gun training in the military.As of last year, new sales of the AR-15 have been banned in the state.  Owners can still keep their old ones, but must register them with the state by June. 1727

VISTA, Calif. (KGTV) - Prosecutors presented evidence Thursday against a man suspected of killing his girlfriend in Cardiff in an effort to send the case to trial. Late in the day, a judge decided there was enough evidence for the case to move forward.Henry Cowen is charged with murder in the death of 43-year-old Sabrina Lukosky. During his preliminary hearing in Vista court, attorneys heard from multiple witnesses, including a DNA expert who tied Cowen to the crime scene. Lukosky’s mother requested a welfare check in October 2019 after not hearing from her daughter for several days. RELATED: North County man accused of killing girlfriend tried to escape the country, prosecutors sayOfficers found Lukosky’s car in front of the granny flat she shared with Cowen and reported a foul smell coming from the home. A search warrant was executed a few days later, and led to the discovery of Lukosky’s body. Police said there were signs of a violent struggle in the couple’s bedroom. "There was a broken stick, a bottle that had been broken, some amount of blood, and the victim had a 1.5-inch vertical gash to her forehead," said Deputy District Attorney Marnie Layon. The San Diego County Medical Examiner’s office later determined Lukosky died of blunt force trauma and strangulation. Prosecutors believe Cowen left San Diego County and traveled to Los Angeles, then took a Lyft to Riverside County. They also said Cowen tried to leave the country with the help of his children’s mother. (KGTV) - Sentencing for a man accused of luring an Earl Warren Middle School girl away from school on multiple occasions to have sex, was postponed after the public defender's wife went into labor.Jeff Calica, 20, pleaded guilty to one count of lewd and lascivious acts with a minor early this year.RELATED: Suit: Computer access at middle school opened door to sex predatorA lawsuit alleges Calica started talking with the 12-year-old Solana Beach student on Google Chat during school hours after she met him through his YouTube channel. Within of month of the first conversation the girl's family's attorney, Steve Estey, said Calica lured the student at least twice to the school parking lot for sex during lunch periods.The girl reportedly told her parents, leading to the investigation and guilty plea from Calica.Calica is scheduled to return to court for sentencing on Dec. 18. 936
