SAN DIEGO, Calif. (KGTV) - Skies across the country filled with messages of change this Fourth of July weekend, including in San Diego. In Plain Sight is a national movement by about 80 artists with a goal of abolishing Immigration Detention Centers. Artists designed messages, then air crews drew those words in the sky.In San Diego, Pedro Rios, the American Friends Service Committee Director, said doing it on the holiday weekend was intentional.“As we’re contemplating the meeting of this weekend and this holiday, we should take into consideration what independence really means when there are tens of thousands of people that are detained right now,” said Rios.Locally, five locations were chosen over spots that have immigration facilities, from downtown down to the border. Individual artists were assigned to each location to create the specific messages.“We need to have conversations that question that and I think this artistic endeavor, In Plain Sight, is part of a larger dialogue of how we converse, of whether detention and incarceration is a best representation of who we are as people living in the United States,” said Rios, a Chula Vista native. 1173

SAN DIEGO (KGTV)-- Five San Diego Police officers were recognized for their exceptional bravery during the Las Vegas Massacre. Fifty-eight people died, and more than 400 others were injured in the 2017 shooting."When others run from danger, police officers run towards it," San Diego Police David Nisleit said, as he opened the awards ceremony at Miramar Air Station. On October 1, 2017, a group of San Diego Police officers was vacationing with their families in Las Vegas. They were enjoying their first year at the Route 91 Harvest Festival. But around 10 pm, the event turned deadly. "It probably wasn't fireworks or firecrackers. It wasn't just a shooting on the strip," Officer Thomas McGrath Jr. said. "We knew it was gunfire," Detective Michael Do said. "We just didn't know where it was coming from."The 1,100 bullets were fired from 32 stories up the Mandalay Bay Resort. That is when the eleven off-duty San Diego Police officers went from Vacation-mode to Action-mode. Officers Thomas McGrath, Mark Williams, Max Verduzco, Richard Barton, and Detective Michael Vo began shielding concert-goers, treating the wounded, and creating escape routes. For their heroic actions, the five men received the Department's highest decoration of bravery-- the "Medal For Valor.""I don't think I did anything special," Officer McGrath said. "I just did the same thing that I would normally do during patrol or what I have been trained to do."After helping the first group of people, Officer McGrath went back into the crowd and found Jonathan Smith, who had been shot in the neck. "I put as much fabric and shirt inside his neck to stop the bleeding," McGrath said. " I put pressure on it and did my best to get them out of that venue."He said the Department's tactical combat care training kicked it. It was an act that eventually saved Smith's life. "The bullet missed my carotid artery by a few centimeters, and it is still lodged in there," Smith said. He showed 10News his dark scar near his collar bone and said the bullet is still in a small pocket behind his heart. Without McGrath's quick actions, doctors told Smith, he would have died. Thursday, Smith drove from his home in Buena Park to not only attend the ceremony but to also give the "Lifesaving Medal" to his hero.Six other officers who were in attendance of the Route 91 festival also received recognition at Thursday's ceremony. Officers Caitlin Milligan, Eric Hansen, Bryan Johnson, William Hernandez Jr., Braden Wilson, and Detective Scott Gosnell were awarded the "Exceptional Performance Citation" for helping concert-goers escape from the venue.All of these heroic acts were made by San Diego Police Officers who were not in uniform at the time. They say the tragedy continues to inspire them to be proud members of the Department."I love my job. And I love the training that I get and being that person that can step up in times of need is always what I wanted to do," Officer Max Verduzco said. "Two years later, I still want to help people. And I think that event made me want to help more people. It made me proud to be a police officer," Det. Michael Do said. Smith told 10News the tragedy and Officer McGrath's actions inspired him to make a career change. SAN DIEGO (KGTV)-- San Diego Pride festivities kicked off in the Hillcrest neighborhood Friday afternoon at the iconic Gay Pride Flag on University Ave. and Normal St. Thousands celebrated this year's theme, Stonewall 50: A Legacy of Liberation. The Glitz and Glam and the fabulous outfits at Pride are a product of dark times. "In 1969, being gay was considered a mental illness," San Diego Pride Executive Director Fernando Lopez said. "And the LGBT community was persecuted and prosecuted through legal and social systemic oppression and discrimination."In the summer of 1969, New York Police raided the Stonewall Inn, a place known as a safe spot for the LGBT community. Veronica Zerrer remembers watching the violence on the news. "When Stonewall happened, I was 12 years old, and I was just hitting puberty," Zerrer said. It was a turning point in her life because back then, she says she was hiding. "My name was Ronald," Zerrer said. "In fact, I have a really interesting story. I grew up being called Ronnie."Ronnie served in the U.S. Army for two decades and retired as a Major. The next year in 1999, Ronnie became Veronica. "Before I came out, I tried to be the person that I thought my family and society thought I should be, instead of what was inside my heart," Zerrer said.Fifty years later, San Diego Pride is honoring the rioters at Stonewall, who stood up against police prejudice. "This year, we are 'Stonewall 50: A legacy of liberation.' And the celebrations today, tomorrow and all weekend long are really going to reflect back in honor of our Stonewall generation. We'll talk about the legacy that we are all a part of, and what we need to do to recommit ourselves for the next generation," Lopez said. It is a big 'thank you' to their courage that inspired future generations. "Because you're not allowed by society to be who you really are, you have to almost 'perform' gender. SAN DIEGO (KTGV) - The City of San Diego could be looking at spending hundreds of thousands of dollars to figure out what to do next with a vacant city-owned building in the downtown area.A letter obtained by 10News shows the city is looking into proposals for additional services regarding the building at 101 Ash St.The Aug. 14 letter to the deputy director of architectural engineering and parks division outlined a proposal with costs for services estimated at 2,000."I think this is a ridiculous waste of money," said Council President Pro Tem Barbara Bry. "What I proposed on Aug. 6 at the council meeting is still what I think the city should be doing, and that is to get into a room and negotiate with all the parties that have a financial interest."The downtown building at 101 Ash St. has been sitting vacant for most of the last four years, and as it continues to sit empty, taxpayers are footing the ,000 per day bill. As 10News previously reported, in 2016 the city approved a lease-to-own agreement for the building, valued at million.The idea was to move upward of 1,100 city employees into the facility. But officials quickly discovered a series of problems requiring major renovations to the site's 19 floors. In December 2019, the city finally began moving workers into the building, only to vacate them a month later when the county found traces of asbestos.This month, City Council leaders voted 5-4 — with Council Members Vivian Moreno, Monica Montgomery, Barbara Bry, and Georgette Gómez voting in opposition — to request monthly updates on the building's status and costs for several options presented by Mayor Kevin Faulconer's office.According to the latest proposal letter, "The City has requested Kitchell to identify potential cost and schedule savings through further studies and investigations. Kitchell has added Jackson and Blanc Power Systems Testing to our team to perform diagnostic testing of the HVAC and Electrical systems to establish a baseline of operation. Upon completion of the diagnostic testing, Kitchell will develop four options for improving 101 Ash Street."The letter outlined several options that would eventually be presented to the city if leaders went with the proposal, including bare requirements to reoccupy the building, fire/life/safety recommendations, and potentially demolishing and replacing the existing building.The mayor's options for this building have included putting millions of dollars more into the building for the needed repairs, buying out the lease, pursuing a new landlord, trying to renegotiate its lease, or walking away entirely, the last of which could risk litigation and credit damage.When asked about the proposal letter obtained by ABC 10News, the mayor's office responded that the city's Communication Department provided information.A spokesperson for the city told ABC 10News, "Many documents, including this letter, may not be final. It appears you have documents that are not final and should not be treated as such."In an emailed response to questions, the spokesperson said, "The letter sent to Elif Cetin was a proposal, and anything within it should be considered draft and negotiable, including the fees, scope of work, etc. That is a proposed figure from the consultant and is still subject to negotiation."When asked about what type of consultations the city looking for and if Is there’s an approved dollar amount the city is looking to spend a city spokesperson also noted, "The City is pursuing all legal and financial options to protect taxpayers, recoup costs, hold accountable the contractors who worsened the building's condition, and implement new levels of accountability. The City is building and working with a multidisciplinary team of outside legal and real estate experts to achieve these goals. SAN DIEGO (KGTV) —This month, one of the best annual meteor showers will give stargazers plenty to look to the sky for.The Perseid meteor shower will be at its peak from Aug. 11 - 13, with some experts even predicting an "outburst" of meteors this year.
